About Building Learning Foundations (BLF)

The Building Learning Foundations Programme (BLF) is funded by the British government through the UK’s Department for International Development (DFID). The programme is focused on improving learning outcomes at P1 to P3 in English and Mathematics including those of children with Special Educational Needs. This is intended to improve the pupils’ learning achievement in higher grades, thereby increasing equitable access to primary and secondary education in Rwanda. The Programme is implemented by a consortium of organizations; Education Development Trust (lead), British Council, and VSO in all 30 Districts of Rwanda.
The BLF is designed to contribute to improved learning outcomes in lower primary education in English and Mathematics by targeting three specific Outcomes, presented as three BLF Foundations, each with clearly identified Outputs.

You will be responsible in this short-term position for leading a small team of VSO national volunteers who are responsible for providing high-quality school-level mentoring and workshop training to teachers in grades 1-3 on foundational English and mathematics in every primary school in a district of Rwanda (between 80 to 100 schools). This will require rapid assimilation of content of substantial English and mathematics toolkits for teachers based on your excellent knowledge of English and mathematics subject knowledge and application of learner-centered, inclusive teaching methods, and training and mentoring of team members in this high-profile, innovative and successful nationwide project

Skills, qualifications and experience

• A primary education degree or Post-Graduate Certificate of Education
Experience, Knowledge and skills
• At least 4 years’ experience of learner-centred, inclusive teaching of foundational English and Mathematics at primary level in which you have been exposed to, and delivered, best-international practice in teaching with reference to differentiated and interactive teaching and learning to meet diverse needs of children, effective and creative use of teaching and learning materials, and positive behaviour management techniques
• At least 3 years’ experience in training and mentoring teachers during which expertise has been developed
• Understanding of effective approaches to school-level professional development of teachers, including the role of school leaders
• Able to effectively lead review of quality and effectiveness of training and mentoring of teachers and to produce accurate, reflective reports using qualitative/quantitative dat
• Experience of leadership which would inform motivational and inspirational leadership a team of national volunteers based on demonstrable professionalism and enthusiasm
• Networking skills to share and receive knowledge of effective, contextually relevant practices with other international teaching advisors
• Fluent English speaker with good written skills
• The resilience to persevere with travelling as a motorbike passenger on hilly and rough paths to reach remote schools

Rwanda Project Associate Job Description

PAD is a small, but fast-growing global non-profit that uses tech, data science and behavioral economics to provide targeted information to farmers in developing countries. Responsibilities

The Project Associate will be responsible for the following main tasks;

Support and manage SMS and/or voice platforms to disseminate information to small holder coffee farmers via their mobile phones
Hire, train and supervise local staff;

Develop and update project documentation regularly;
Assist in managing partner relations and working with external stakeholders for implementation of field operations;

II. Organizational Context and Scope

III. Responsibilities and Accountabilities
Under the overall supervision of the IOM Rwanda Chief of Mission, under the direct supervision with Migration health officer and close coordination of the national Migration health Physician, IOM laboratory technician and the technical supervision of the Laboratory manager in Nairobi, the incumbent following standard protocols, will supervise and assist contracted laboratories in specimen collection and perform laboratory examinations for migration health programs and activities. After receiving training from the IOM lab technician, the incumbent shall perform the following duties and responsibilities: Adhere strictly to fraud prevention measures in all aspects of work performed for visa applicants/refugees/ migrants. Adhere strictly to biosafety measures during specimen collection, laboratory procedures, disposing of, storing and shipping of specimens. Collect, as required, specimens for medical screening or treatment follow-up of visa applicants/ refugees/ migrants. Assist in the collection of sputum specimens as may be required. Prepare specimens and arrange transport for follow-up testing as required. Assist in the processing of sputum, specimens for testing for migration-related health assessments. Liaise with the IOM Migration Health Services’ Team in Rwanda on the collection and preparation of specimens. Follow internationally accepted laboratory procedures when processing specimens for HIV, Hepatitis, Syphilis, Tuberculosis, Urine and stool examinations. Ensure and maintain a high quality of performed laboratory tests. Keep laboratory registration neat and proper with clear handwriting. Keep laboratory records on a computer. Prepare and submit reports of laboratory examinations to requester in time. Prepare and submit stock orders in time, keep stock records and monitor consumption. Manage specimens and laboratory materials shipment. Manage the internal Quality Assurance System in the laboratory for performed examinations. Assist in DNA specimen collection programs. Experience

Job Purpose.

The Policy Monitoring & Evaluation Officer will work in conjunction with the overall strategic objective lead to help design, implement, coordinate and manage Policy Implementation, Monitoring and Evaluation. He/she will provide leadership and facilitates the processes that will ensure a well-planned, strategic, coordinated, coherent, and effective policy activities in the Ministry of Health. This position will be required to provide strong leadership based on trust, relationships, shared decision-making, and consensus management and will facilitate a network that enables the equal partnership to focus on broader sector issues as a whole in Rwanda.

In collaboration with the MoH and its Partners, the Policy Monitoring & Evaluation officer will provide strategic guidance in the planning and implementation of Policies development partners’ activities by facilitating planning and coordination in line with Government of Rwanda (GoR) Vision 2035, 2050 and NST1, HSSPIII, Sector standards and accountability.

He/She will act as an interface between Policies partners and relevant GoR institutions to report on and properly address the Policy related needs with all partners, include them in the planning and funding mechanism.

The officer will endeavor to ensure prioritization based on evidence-based actions to enhance an accountable and effective policy planning and implementation.

Responsibilities

Set up integration and harmonization of all Policy partners plans to NST1and Sector plans, respecting their respective mandates and program priorities;
Establish, advise on and advocate for an appropriate coordination mechanism;
Capacity building to MoH for appropriate coordination of all Policies partners, and with all partners, through establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level;
Ensuring an appropriate distribution of responsibilities within the Sector policy, with clearly defined responsibilities inside TWGs’ coordination and actions, and for specific issues where necessary;
Monitor and report on the complementarity of different programs and actors;
Plan and mobilize partnership for adequate response actions to seasonal or area-specific issues as well as prevention and risk reduction concerns;
Promote effective links with other sectoral groups;
Advise on sectoral coordination mechanisms to be adapted over time and to reflect the capacities and needs at the District level;
Determine and recommend on the interests of the Sector for discussions with stakeholders;
Plan and prepare coordination with national authorities. This will involve participating to and working with relevant GoR institutions and forums;
Advise on resource mobilization strategies and capacity-development;
Promote awareness and coordination between the policy Cluster and DPs;
Ensure update on the implementation of Policies Cluster resolutions every three months;
Undertake capacity mapping and gap identification exercises to develop a capacity-development strategy for the Cluster;
Identify the training needs of cluster partners and prepare advocacy tools to GoR, lead-agencies, donors or other stakeholders to meet these needs;
Advise on needs assessment, analysis, prioritization and planning;
Develop monitoring and evaluation tools; organize joint field missions, and analysis among cluster partners;
Participate in joint cross-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
Ensure that the Health Sector Policies, strategy and plan is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured.
Identify issues and information which (i) should be proactively shared with other clusters, and (ii) should be acquired from other clusters to ensure a more effective action (cross-cluster coordination). Identify potential areas of duplication between clusters so that they can be avoided and identify potential gaps which may fall between clusters in term of Policies so that they can be addressed through the clear assignment of responsibilities.
Raise awareness of the Policies and promote the integration of agreed priority cross-cutting issues in cluster/cross-cluster needs assessments, analysis, planning, implementation and monitoring.

Qualifications

- Master’s degree in Epidemiology, Environmental Health Sciences and Sanitary Engineering, Water & Sanitation Engineering, with 3-year experience, or Bachelor’s degree with 5-year experience in the same domain
- Demonstrative capacity to identify and monitor Policies imbalances, as well as develop and implement health programs;
- Have a good understanding and appreciation of Policies and strategies;
- The candidate should have demonstrated previous capacity in coordination, planning, analysis, advocacy, capacity building, resource mobilization, leadership, strategic prioritization and decision making through a transparent process involving multiple partners and perspectives, application and adherence to existing national and international standards and guidelines, monitoring and reporting.
- A minimum of 2 years in field-based coordination with local entities (Districts).

He/she will assist in strengthening PPP for effective coordination with the private sector and initiate mechanisms for collaboration between public health facilities and private medical facilities.

He/she will ensure the supply of quality health services in private facilities and strengthen the collection of health statistics of the private sector, their integration into the Health Information System, analysis and feedback. He will provide assistance into ensuring that national protocols and guidelines are applied in private health facilities. He will facilitate that good practices and successful interventions are documented and disseminated. Where appropriate, he/she will initiate the process of accreditation of private health institutions.

Responsibilities

Specifically, he/she shall provide:

Technical Assistance, Planning, Monitoring, and Evaluation:

Support and follow the gradual implementation of activities related to the strengthening of the Public-Private Partnership;
Provide technical assistance in the set-up of policies and strategic plans for private clinics, polyclinics and hospitals;
Provide technical assistance in set up and dissemination of norms and standards for public and private health facilities;
Participate in the coordination and ensure the quality of services delivered in public and private health facilities;
Organize and participate in activities of capacity building at all levels for proper quality services delivered;
Ensure that the supervision channel in the public and private facilities is properly and timely followed;
Participate in the process of accreditation of public and private facilities;
Ensure that the private practitioners report is written timely and through the proper channel and analyse it;
Design the tools for supervision and inspection of public and Private facilities;
Support adaptation/updating of operational planning taking into account the emerging needs
Compile quarterly reports from PHF, analyse and propose a feedback to the DG Clinical services is written timely and through the proper channel and analyse it;
Support the documentation process of experiences with regard to PPP
Be involved in any activity related to PPP

Qualifications

Master’s degree in public health or in Epidemiology, with an experience of at least 5 years’ experience in administration of health services,

Proven experience:

Clinical professional experience of 3 years minimum
Experience of min 3 years in health administration
Having combined working experience in private health sector is an added advantage
Work experience in health systems in areas of planning, organization, coordination, supervision, monitoring and evaluation

Technical Knowledge and Skills

Good knowledge in public health, particularly in the organization of a national health system and its components, integration of care and the private sector;
Knowledge of the health sector in Rwanda and its structures

Program Description – Feed the Future Rwanda Hinga Weze

The primary objective of the Feed the Future Rwanda Hinga Weze Activity is to sustainably increase smallholder farmers’ income, improve the nutritional status of Rwandan women and children, and increase the resilience of the agriculture and food systems to the changing climate.

1. Position Description

CNFA is currently seeking applications from qualified Rwandan candidates for the role of M&E Director. Reporting to the Chief of Party, the M&E Director will lead all Monitoring, Evaluation, and Learning (MEL) activities. The M&E Director is a senior member of the program technical team. S/he will be responsible for overseeing all daily work and routine data collection related to monitoring, evaluation, and reporting activities of the project, as well as overseeing the impact assessments, and ongoing learning activities. The M&E Director will lead the MEL Unit, which will develop and manage efficient systems that monitor progress and impact and capture, analyze, and share evidence-based results and lessons learned. S/he will ensure both the M&E system and results reporting meet the requirements of the Contract and USAID Feed the Future. The M&E Director is based in Kigali.

1. Duties and Responsibilities

The main duties of the M&E Director include, but are not limited to:

Provide strategic leadership and operational management of the various MEL components of the program and ensure the completion of all M&E activities;
Oversee MEL Manager, Learning Advisor, Environmental Advisor, Communications Officer, and District M&E Officers;
Develop and implement the MEL strategy (i.e. MEL Plan) outlining M&E systems for data collection, targeting and tracking custom and USAID/Feed the Future indicators, knowledge management, impact assessments, learning activities and reporting in compliance with the requirements provided in the Activity contract, USAID regulations and CNFA standards;
Work closely with the other technical units to establish and manage a GIS referencing, cloud-based MEL System and ensure data requirements are integrated into project management processes;
Manage the Hinga Weze module of the CNFA MEL Platform, including ensuring regular upload of Hinga Weze performance data;
Plan and conduct routine assessments that track, analyze, and synthesize project data useful for program learning and adaptive management;
Through regular review of monitoring data, organize and lead periodic learning days and annual learning summits to enable managers to identify successes and make decisions about adapting activities and approaches to achieve results;
Collaborate closely with other technical units to analyze M&E findings, determine any needed adjustments, and identify and disseminate key learning messages/findings to internal and external audiences, including the Government of Rwanda and wider development community;
Engage with senior technical staff on program impact data collection and research opportunities;
Provide support for internal and external evaluations and data quality assessments;
Utilize critical inputs, feedback, and assessments from external evaluation partners to inform changes in program approaches and scale-up when necessary;
Collaborate with the Finance, Operations, and Compliance Unit to develop a system to track and report cost-related data for each program element to reinforce financial and budgetary strategies and allocations during planning periods;
Ensure compliance with all USAID, CNFA, and, where applicable, host country government reporting requirements;
Complete other duties as necessary and assigned by the Chief of Party;

Qualifications:

Master’s Degree or equivalent in business administration, economics, or related area of study (specialized training in M&E is required).
Seven (7) years of progressive professional experience (some of which took place in Sub-Saharan Africa) in monitoring and evaluation of development projects (experience working on USAID-funded program(s) is highly desirable);
Demonstrated ability to collaborate, willingness to innovate and ability to think systematically;
Experience designing and overseeing M&E data collection and reporting for agriculture/food security projects.
Demonstrated ability to implement, operationalize, and manage information collection and analysis systems.
Demonstrated ability to create and manage information databases using appropriate software applications.
Familiarity with gender issues in monitoring and evaluation; understanding of the Women’s Empowerment in Agriculture Index (WEAI) would be a plus.
Working experience in training, coaching and mentoring teams in monitoring-related techniques and methods is desirable.
Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines;
Advanced oral and written communication skills in English required, including the ability to write clear and concise reports.

Reporting

The Prime Life Internal Auditor reports to the Board of Directors.

Duties and responsibilities

The internal Auditor will be responsible for:

Organizing the audit assignments to be done in underwriting offices, branches, and head office;
Carrying out a continuous assessment of controls over income, expenses, assets, and liabilities for their effectiveness ;
Gathering audit evidence and carrying out its preliminary evaluation;
Assessing whether the management operates in compliance with prescribed financial and operational policies, plans and procedures for ensuring effective control over expenditure of the company;
Advising management so that operations or programs to ascertain whether results are consistent with established objectives and goals;
Reviewing the appropriateness of organizational, staff and supervision arrangements at the entity for the promotion of good governance;

Preparing draft audit reports and provide recommendations; and
Ensuring the availability of reports for every audit/investigation assignments, quarter and annual audit reports.

Qualifications and other requirements

Bachelor’s degree in Accounting, Finance or related fields;
Minimum experience of 3 years in Audit, Accounting and experience in the insurance industry will be an added value;
MUST be having professional courses such as ACCA, CPA, Certified Internal Auditor (CIA), CISA
Be a good communicator;
Maximum age 40 years
Proficient in English is required, mastering French is an added advantage;
Possess presentation and report writing skills;

1. Bacground

Ntaruka, Mukungwa and Nyabarongo hydro power Plants are owned and operated by Energy Utility Corporation Limited (EUCL). Those plants have installed capacity of 11.25MW, 12MW and 28MW respectively.

On

10th February 2019, a blackout occurred and while restoring the system, an unexpected behavior happened on power stations with black start capabilities.

During the incident, units were started up and island formed around some of generating stations by connecting essential loads through 30 KV lines but at the time of connecting 110 kV electric line machine tripped with different alarms “loss of excitation, over speed, etc.”

For other power stations, machine was started but tripped immediately at first attempts of connecting load (before forming island).

This such behavior were attributed either to:

– Excessive reactive power from the grid
– Improper setting of governor and excitation
– Malfunction of governor, control and excitation system resulting in hunting, poor excitation etc.

Therefore, the proposed consultant will conduct the tests in the power plants, realize the training of REG EUCL engineering staff and then make recommendations on how to set the speed governors, AVRs and PSS correctly or upgrade them in case one that are installed could not meet requirements.

2.. Objective of the assignment

The objective of the assignment is to investigate the reasons why the National Electrical Network collapsed in 10th February 2019, conducting specialized tests on speed governors and voltage regulators in the hydraulic power plants that failed to maintain stability as part of the grid become islanded, and realizing in collaboration with REG EUCL engineers, the necessary power system studies to ensure the power system stability.

At least a master’s degree in electrical, mechanical or electromechanical engineering, a higher level is an added advantage

Experience

The minimum professional and technical standards required are:

Minimum 20 years of work experience in area of power system stability.
• Demonstrated experience in conducting tests for AVR and Power System Stabilizer
• Ability to analyze the tests results, identify necessary settings modifications and provide the recommendations.
• High level of attention to detail
• An excellent command of the English language-both written and oral
• Ability to produce quality work within a deadline and under pressure
• Highly developed reporting skills
• Motivated and can work in a team environment
• Willing to share knowledge with client technical team

After the shortlisting, the selection will be based on the detailed Terms of Reference (TOR) for this assignment with specific objectives, scope of the assignments, Key deliverables, Timing, Competence and Qualifications and other requirements.

InfoNile Country Coordinators – Rwanda and Tanzania

With support from the JRS Biodiversity Foundation, InfoNile is seeking two journalists from Tanzania and Rwanda to help coordinate InfoNile activities in his/her country, increase and translate InfoNile content into local languages, and build networks and partnerships in his/her country. Coordinators will also be in charge of securing media house content partners, researching stories to post, translating the stories and publishing them on the InfoNile website and social media platforms.

Terms:

Coordinators will be paid a monthly stipend for part-time work with contract on a 1-year potentially renewable basis. Coordinators will work independently and on their own time but with oversight and mentorship from the InfoNile editors, who are based in Uganda. Coordinators are expected to work approximately 8 hours a week.

Duties:

Translate about 10 stories a year produced for the story projects into Swahili, French and/or Kinyarwanda
Translate selected social media posts into Swahili French and/or Kinyarwanda and tag relevant organizations/individuals in your country or region
Secure content partnerships with media houses, organizations or freelance journalists in your country or region
- Pitch InfoNile original stories and projects to be republished on these media houses
- Request the media houses to allow InfoNile to republish some of their stories
Conduct research on relevant data sources related to water, environment and climate change issues to be visualized as interactive maps and other data visualizations;
Help find and post other relevant stories on the InfoNile WordPress site from content partners in your country or in the region- at least one a week;
Translate the headline or first paragraph of any other stories published on InfoNile into English or Swahili/French/Kinyarwanda, depending on the original language of the story;
Mobilize journalists in your country and the region to join the Water Journalists Africa network for continuing opportunities;
Market and raise awareness about InfoNile and our stories through relevant networks and communication channels.

Qualifications:

Residency in Rwanda or Tanzania
Translation skills between Swahili, French and/or Kinyarwanda and English
Strong WordPress skills, most importantly knowledge of how to create and publish posts
Strong social media skills, including Facebook and Twitter
Broad and diverse networks with media houses and journalists in your country/region
Knowledge, experience and interest in issues of water and the environment in the Nile Basin
