II.    JOB SUMMARY:

The Driver reports directly to the Logistics Coordinator. The main responsibility of the Driver is to provide transport services for passengers as required ensuring that safety regulations are adhered to by himself (the driver) and all his passengers at all times.

III.    PRIMARY RESPONSIBILITIES: 

Job Responsibility #1: Driving and vehicle maintenance (95% of Time)

  • Provide driving services to staff and other passengers between locations as scheduled by the supervisor
  • Conduct daily checks of the assigned vehicle for proper levels of fuel, engine oil, engine coolant, tire pressure, brake fluid, etc
  • Maintains a mileage log book and schedules regular maintenance service with approval from the supervisor.
  • Keeps all vehicle documents including vehicle registration, insurance, road tax, parking fees, road licenses, and others, updated at all times.
  • Stocks essential vehicle supplies such as first aid kit and necessary spare parts ready at all times.
  • Undertakes errands to and/or from vendors, suppliers, and banks as requested by the supervisor.
  • Reports incidents and necessary repairs to supervisors and authorities according to existing operating procedures.

Job Responsibility #2: Performs other duties as assigned. (5% of Time)




IV.    MINIMUM QUALIFICATIONS (must have):

  • Education/Training/Certification
    • High school certificate or vocational school diploma
    • A valid driving license
  • Experience:
    • At least 2 years’ experience as a driver (carrying passengers) for a recognized organization
  • Knowledge/Skills.
    • Understands and performs safe driving techniques.
    • Skilled in car maintenance and minor repair.
    • Able to drive for long periods of time.
    • Understands the Highway Code and road rules of the country.
    • Good oral communication skills

Job Title: Safety & Security Manager
Reports to: Deputy Vice Chancellor, Administrative and Financial affairs

Location: Butaro, Rwanda

Position Overview

The Safety and Security Manager works under the direction of the Director of Campus Operations, to develop, implement and operationalize a comprehensive safety and security program for UGHE. This program will have three areas of responsibility: Security, Safety, and Incident/Emergency Response. Initially, this position will focus primarily on the development and creation of the program including the implementation of systems, policies and procedures. Once the program is established, this position will be the primary individual responsible for maintaining the program and acting as a liaison for students, staff, and guests. Additionally, this position will take a lead role during emergency disaster responses for the organization including the development of policies and procedures, and assuming a lead position during an actual event.
The Safety and Security Manager  will be responsible for ensuring program priorities are clearly documented, organized, coordinated, and communicated.



Responsibilities

Program Development and Implementation (40%)
  • Act as the main liaison between UGHE, local law enforcement and safety officials, and the outsourced security firm
  • Implement a personnel tracking and communication system in order to provide knowledge of UGHE personnel on campus along with establishing a mechanism to communicate safety alerts.
  • Create a mechanism to collect and disseminate safety and security alert information from multiple sources in order to communicate to the UGHE community, including phone trees and email.
  • Develop a safety and security policy, safety/security guidelines and other documentation/planning.
  • Establish and document processes and procedures for emergency and disaster.

Program Operations and Monitoring (50%)

  • Monitor local risk context for developments or potential threats.
  • Conduct safety briefings and site security orientations for visitors to UGHE.
  • Facilitate program growth as the University matures and needs shift.
  • Ensure UGHE has appropriate info on all travelers—emergency contact, zika waivers, etc.
  • Take active coordination role during emergencies and drills
  • Act as Incident Response Manager during events
  • Evaluate the performance of outsourced security services and manage shortcomings as necessary
  • Maintain regular and effective communications with local law enforcement and safety officials.

Qualifications
  • At least 5 or more years of NGO/nonprofit/education or relevant experience
  • Demonstrated program management skills, with the flexibility to adapt to diverse situations, while staying focused on and faithful to the overall strategy.
  • Ability to adapt to various cultures; tactful, mature, and flexible.
  • Excellent interpersonal, communication, facilitation and presentation skills.
  • English and Kinyarwanda proficiency required; French knowledge optional.

Context:

  1. Coordinate all Labour Migration and Human Development (LHD) projects’ activities.
  1. Contribute to the design and development of new LHD programmes.
  1. Identify potential emerging priorities including challenges and revisions in projects as necessary, to improve the project relevance and impact.
  1. Provide and participate in capacity building activities on migration management: labor migration; international migration law; diaspora engagement; migration and development, etc.
  1. As part of the LHD portfolio, carry out sensitization campaigns on safe migration mobility and diaspora engagement in Rwanda and abroad.
  1. Contribute to the planning, organization, and delivery of training workshops to strengthen the capacities of beneficiaries both human and institutional on migration management and development.
  1. Maintain strong working relations with the Government of Rwanda; One UN; Civil Society Organizations, Local Government, and the Private Sector. This also includes relevant Rwanda’s Diplomatic Missions abroad.
  1. Provide support to regional initiatives on migration management.
  1. Draft relevant sections of project narrative and budget reports including project monitoring reports.
  1. Supervise all LHD project staff. Provide administrative coordination for consultants and follow up on their deliveries.
  1. Promote the work of IOM within Rwanda and through effective coordination with stakeholders for visibility of the organization.

Required Qualifications and Experience

Education

  • Master’s degree in social or political sciences, law or related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience 

Experience

  • Work experience liaising with government authorities, other national/international institutions
  • Experience working with an international organization / UN agency or international NGO and knowledge of migration issues would be a distinct advantage.

Languages

Job summary:

This position plays a key role in the Ingobyi Activity project implementation. The Health Promotion & SBC Specialist will be a senior member of the Ingobyi Activity team and will work with key health partners, particularly the Ministry of Health (MoH), departments within the MoH/Rwanda Biomedical Centre (RBC), local NGO partners, community organizations and other stakeholders, especially in the National Technical Working Groups (NTWG) to support the implementation of reproductive, maternal, newborn and child health (RMNCH) and malaria services. The Health Promotion & SBC Specialist provides guidance to ensure that program implementation adheres to appropriate technical standards and guidelines and that programs are technically sound. S/he will provide global scientific leadership by staying current of evolving technical standards, guidelines, and program developments in the area of expertise. S/he reports to the Senior Field Coordinator.

Roles and responsibilities:




  1. Provides technical assistance to develop and implement health communication strategies, RMNCH and malaria programs in all phases from formative research, through client-centered design, media and materials production, community mobilization;
  2. Responsible for sharing best practices and contribute to the knowledge base through participation in scientific forums and national technical working groups (NTWG) within MoH, other networks.
  3. Participate in detailed strategy write-ups, work plans, and deliver quarterly reports and all other reporting requirements;
  4. Provide technical guidance in the implementation of the Ingobyi Activity social behavior change strategy for RMNCH and malaria services in all supported districts.
  5. Work with partners like Urunana DC and World Vision to design communication and messaging content and therefore leverage their deep understanding of community perceptions;
  6. Collaborate with Ingobyi Activity MER team to organize periodic SBC assessment to measure the impact of RMNCH and Malaria messages on positive behavior change;
  7. Work with partners to monitor and recommend adjustments in SBC activities through rigorous evaluations;
  8. Make use of existing community and private sector structures and the latest research to guide, test and scale-up messaging on RMNCH and malaria;
  9. Build capacity of the Ingobyi Activity team in design, implementation, and evaluation of SBCC programming;
  10. Engage collaboratively with relevant government departments to enlist their support for Ingobyi Activity objectives and ensure its goals and approaches remain aligned to public health policy;
  11. Provide regular supervision of planned SBC interventions to ensure quality implementation and programmatic compliance;
  12. Carry out any other duties that will be assigned by the supervisor from time to time.




Required qualifications:

  • Minimum of master’s degree in communications, public health management, social sciences, and international development.
  • Knowledge and experience in health education and behavioral change communication is required.
  • A minimum of 7 years’ experience in leadership and management of relevant projects.
  • Experience in developing and implementing a behavioral change communication strategy, focusing on creating demand for community and facility-based health services.
  • Experience in designing and implementing the RMNCH and Malaria services that include a strong behavior change communication component.
  • Guiding and providing technical assistance to project members of staff under the health programs department working on Social Behavioral Change Communications activities.
  • Proven experience in developing behavioral change communication tools and materials.
  • Proven experience in monitoring and evaluation of health projects and operational research experience.
  • Oral and written English and Kinyarwanda communication skills required. Oral and written communication skills in French will be an advantage
