Project Overview:

ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

The aim of ACHIEVE in Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support GOR strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections.  The project supports OVC services in two districts and DREAMS activities in two districts.  The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.




Position Overview:

The PrEP Advisor will be responsible to coordinate the community-based PrEP portfolio by ensuring all the PrEP targets are met. He/she will work closely with the ACHIEVE team to ensure the team in their respective districts provide high quality in PrEP intervention within their Districts by creating demand, reaching PrEP initiation targets, and ensure continued use of PrEP by clients is In addition, the PrEP Advisor will work closely with ACHIEVE HIV Clinical prevention team, Health providers in Health centers of the project implementation and HIV /AIDS Division Team at Rwanda Biomedical Center and the Demand Creation Advisor.

He/she will be reporting to Deputy Technical Lead.

Responsibilities will be but not limited to:

  • Lead the District community-based PrEP portfolio in collaboration with staff, implementing partners, and other key stakeholders
  • Work collaboratively with other project team members to ensure necessary project planning, development, resource availability, and management activities function smoothly and efficiently.
  • Ensure implementation of community-based PrEP activities adheres to the GOR and Standard Operating Procedures (SOPs).
  • Monitor service delivery and ensure reaching targets for PrEP initiation and continuation.
  • Coordinate and organize formal training in collaboration with RBC as appropriate
  • Ensure PrEP support materials/JobAIDS /M&E tools are available at sites level and well utilized

  • Support sites to reinforce linkage and use adherence/persistence systems among PrEP/DREAMS Beneficiaries
  • Ensure coordination between service providers and PrEP beneficiaries
  • Work closely with Health Facility Data Manager and PrEP Nurse Providers to ensure high quality of the data reports and timely reporting; use data reports for programming
  • Document experiences; prepare program site visits, reports, presentations, and success stories.
  • Identify opportunities for the program to increase demand, efficiency, and quality of program delivery.
  • Contribute to data collection, preparing of monthly, quarterly, and semi-annually report relating to PrEP interventions (i.e. PEPFAR MER and custom indicators and the provision of other key services that are part of the PrEP services package).
  • Lead the capacity building of Local IPs and Health facility providers in PrEP quality service delivery, through formal training and post-training mentorship approaches.
  • Monthly preparation of the scope activities, budget preparation, and control.
  • Ability to travel 50% of working time
  • Perform any other tasks as assigned by the Supervisor.




Required Qualifications:

  • Diploma in Nursing, Community development, Social Sciences, Demography, public health or other relevant
  • Minimum 5 years in HIV prevention, care, and treatment Programs and Knowledge of PrEP Program is strongly required
  • (Fluent) speaking/reading English, French and Kinyarwanda preferred
  • Familiarity with USAID or other USG regulations and compliance, reporting procedures and systems; and International NGOs as well
  • Proven experience in adult learning methodologies, mentorship of health providers is required
  • Additional training in PrEP, Training of trainers in HIV Care& Treatment will be an added advantage
  • Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV; PrEP; HIV prevention services; GBV response among OVC/DREAMS beneficiaries
  • Counseling, M&E skills related to HIV programs strongly required
  • Demonstrated a depth understanding of the Rwandan healthcare system especially experience in working with health providers RRP+ Members, community health workers, and/or peer, educators.
  • Highly flexible to accept dual multiple roles and extra tasks
  • Knowledge of Office 365 required

Position Overview:

The Deputy Technical Lead will support the Technical Director to ensure high-quality implementation of pre-exposure prophylaxis (PrEP) services and clinical care, including HIV testing services (HTS) and gender-based violence (GBV) response interventions.  The Deputy Technical Lead will lead the situational analysis of PrEP uptake in Rwanda and integrate results into the design of the ACHIEVE project approach to PrEP introduction in the DREAMS program and scale of  PrEP.  S/he will support the Technical Director and Project Director in advocating for PrEP-specific policies and will be responsible for achieving project targets related to PrEP.  The Deputy Technical Lead will also oversee the PrEP Advisor, Demand Creation Advisor, and Clinical HIV prevention team (LIPs).  S/he will work closely with the OVC/DREAMS Program Manager to ensure high quality in PrEP integration into the existing program services.

  • Liaise with government and other stakeholders as required on project activities, strategies, and progress.

Knowledge, Skills, and Abilities:

  • Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, HIV implementing partners, MOH/Rwanda Biomedical Center, and local CSOs
  • Demonstrated strong technical knowledge and experience in the following areas: HIV testing services and linkage including index testing and HIV; PrEP; HIV prevention services; GBV response among OVC/DREAMS beneficiaries
  • Demonstrated experience working with diverse population types, including AGYW; ability to identify unique needs of OVC/DREAMS beneficiaries and best strategies for reaching them
  • Ability to describe HIV program data collection and reporting requirements, to critically analyze program data and use program data to inform future directions
  • In-depth knowledge of and experience with USAID/PEPFAR funded programs, regulations, compliance, and reporting and working with International NGOs as well
  • Experience in building health providers, capacity in HIV clinical skills including PrEP
  • Proven experience in HIV program data collection and reporting requirements, analyze program data, and use program data to inform future directions
  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Excellent leadership and mentoring skills, including clinical training an mentorship skills




 Qualifications:

  • A medical degree (medical doctor, nursing or midwifery ) with an advanced degree in public health, health administration, international health, or a related field
  • A minimum of 7 years of experience in mid-to-senior management (technical) position on comprehensive HIV prevention and treatment programs with familiarity in PrEP/HTS program implementation required
  • Working experience with MOH/RBC and health facilities will be an added value
  • Demonstrate a depth understanding of the Rwandan healthcare system, particularly the Public health system
  • Fluent in written and spoken English and French
  • Excellent facilitation, oral and written communications skills
  • Ability and willingness to travel 20% of the time

Purpose of the job

AIF is seeking a detail-oriented, thorough, and organized procurement officer to oversee purchases and develop new contracts. In this position, you will play a key role in procuring high-quality and cost-efficient supplies for AIF as an organization especially all products needed for the plant.

You will follow procurement procedures, maintain an updated list of inventory and incoming purchases and supplies, and be responsible for their shipment confirmation to the internal users as well as external suppliers. This include but not limited to all OEMs.

Key Responsibilities

Core Responsibilities:

  • Estimating and establishing cost parameters and budgets for all assigned purchases
  •  Create and maintain good relationships with vendors/suppliers
  •  Making professional decisions in a fast-paced environment
  •  Maint ain accurate records of purchases, pricing, and other important data
  • Review and analyze all vendors/suppliers, supply, and price options
  • Develops plans for purchasing equipment, spare parts, and supplies
  • Negotiate the best deal for pricing and supply contracts for all our OEMs and ensure that the products and supplies are high quality
  • Create and maintain an inventory of all incoming, current supplies and use of MRP to maintain the minimum orders
  • Maintain and update list of suppliers and their qualifications, delivery times, and potential future development
  • Working with team members, internal users, and Procurement Manager to complete duties as needed
  •  Publish a monthly report on the TCO vs Budget.
  • Comply with and maintain knowledge of applicable rules, legislation, regulations, standards, and best practices of AIF as a company.

Support Contract Manager in implementing contract & ensure contract compliance:

  • Support in collecting and consolidating data on contract compliance and supplier performance
  • Support in identifying opportunities and actions for continuous improvement by means of analysis of supplier performance and internal KPI data.

Requirements and Qualifications

  •  Bachelor’s degree in Procurement, Logistics, Accounting, or related field preferred
  •  Solid knowledge and understanding of procurement processes, policy, and systems
  •  Two (2) years previous experience as procurement officer or related position
  •  Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)
  • Having used SAP, ERP or any other related software will be an added advantage
  •  Ability to analyze problems and strategize for better solutions
  •  Ability to negotiate, establish and administer contracts
  • Experience of local, regional, and International purchases and shipment
  •  Knowledge of supply chain concepts (TCO) and supply chain incoterms
  •  Knowledge of purchasing processes (sourcing and operational) in business to-business context\
  •   Familiar with industry and markets dynamics as well as value chain

  1. Scope of Work

The RAHPC intends to hire an Internal Auditor who will be working on a part-time basis to support the Council’s financial systems and assist the Registrar in the verification of monthly financial statements. He will work in close contact with the Finance team, the Procurement team, the Administration and Human Resource Team, and the Registrar. The Internal Auditor will be administratively reported to the registrar of RAHPC and will be accountable to the RAHPC Board of Directors.

The main duties of the Internal Auditor will comprise, but not necessarily be limited to:

  • Develop and manage a flexible annual audit plan using the appropriate risk-based methodology, including any risks or control concerns identified by management, and submit that plan to the Registrar for review, and for the Board of Directors for review and approval.
  • Implement the annual audit plan, as approved, including, as appropriate, any special tasks or the council requested by management and the Board; and report periodically on the status and results of the audit plan and the adequacy of resources allotted to the function.
  • Determine whether the risk management, control, and governance processes within RAHPC, as designed and represented by management, are adequate and functioning at RAHPC.
  • Assess the adequacy and effectiveness of internal control and risk management processes in RAHPC.
  • Undertake financial, operational, administrative and information technology audits for RAHPC.
  • Undertake a review of systems of internal controls maintained by the council to safeguard financial and physical assets and making recommendations to correct any weaknesses.
  • Provide advisory services, beyond internal auditing assurance services, to assist management in meeting its objectives; and, maintain a quality assurance program by which the function assures the operation of internal auditing activities.
  • Evaluate and assess significant new services, processes, operations, and controls.
  • Liaise with the external auditor as appropriate, for the purpose of providing optimal audit coverage of the council.
  • Review and advise management on significant issues related to the processes for controlling the activities of the RAHPC, including potential improvements to those processes.
  • Undertake such other activities deemed to be in conformity with the Institute of Internal Auditors standards and or Institute of Certified Public Accountants (ICPAR) for the professional practice of internal auditing and accounting.
  • Carry out special audits and investigations as may be required by the Board and/ or management in case the fraudulent activity is suspected.
  • Carry out value for money audits to ensure that resources are acquired economically, used efficiently, deployed effectively, and adequately protected; in achieving plans and objectives in operations, programs, and program support.
  • Follow up on the implementation of external audit recommendations.
  • Follow up on the implementation of internal audit recommendations and continuous monitoring of the control environment.

  1. Academic/Professional Qualification

The Internal Auditor will be selected on the basis of the following criteria:

  • Bachelor’s degree in Accounting, Finance, Business Administration.
  • Must have completed any of an internationally recognized Professional Accounting Qualifications such as (CIA, CPA, ACCA, and CQA) or its equivalent.
  • Membership with the Institute of Internal Auditors or Institute of Certified Public Accountants (ICPAR).
  • Knowledge of accounting packages such as QuickBooks etc.
  • Thorough understanding of International Financial Reporting Standards and various regional statutory requirements and their application
  • Working Knowledge of International Public Sector Accounting Standards (IPSAS) would be an added advantage.

1.Medical Supply Chain Specialist at UN Volunteers: ( Deadline 7 October 2020)

 

The purpose of this assignment is to support the development of medical supply chains for NCDs in Rwanda. Within the delegated authority and under the supervision of the Defeat-NCD Partnership Programme Coordinator for Rwanda, the Medical Supply Chain Expert will carry out the following tasks:

  • Lead on strengthening of country capacity to manage the medical supply chain e.g. demand and supply planning, management of medicines, supplies and diagnostics;
  • Lead support to the NCD unit to address supply chain challenges related to access, storage, and re-distribution of NCD drugs, supplies and diagnostics;
  • Lead on advice to government procurement teams on ways to minimize supply chain costs, maximize supply chain efficiencies, conform to product quality standards, and establish inventory flows that are responsive to the needs of health facilities;
  • Lead on support to government procurement teams to review and develop procurement systems, policies and practices which promote cost minimization, timely availability of NCD drugs and supplies, and compliance to good procurement practices;
  • Lead on developing improvements to logistics data and information flow, reporting into HMIS and routine triangulation with service data to improve overall accountability and use of quality data for forecasting decisions;
  • Lead on development of best practices manual on healthcare supply chain management and development of appropriate training for building staff capacities on these standards;
  • Identify key medical, pharmaceutical suppliers, stakeholders in Rwanda providing access to NCD supplies;
  • Conduct Market sizing and price tracking studies including in partnership with pharmaceutical companies, chambers of industry, national research bodies and other procurement bodies in public and private space;

2. Public Health Specialist at UN Volunteers: (Deadline 7 October 2020)

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

The purpose of this assignment is to provide technical advice on public health and assist in design, implementation, monitoring and reporting of The Defeat-NCD Partnership programme activities in Rwanda, in support of the Ministry of Health. Within the delegated authority and under the supervision of the Programme Coordinator for Rwanda, the Public Health Specialist will carry out the following tasks:

National NCD Capacity Building

  • Keep an updated situation analysis of NCDs in Rwanda and drive country programme development;
  • Lead in the monitoring and evaluation of the national costed action plan for NCDs;
  • Lead in the development of training, tools and methods and identify technical resources to support programme implementation at country level;
  • Prepare for and support regular meetings of the Technical Working Group (TWG) responsible for implementing, monitoring, and evaluating the National NCD Strategy and its related National NCD Costed Action Plan (2020-2025);
  • Lead the development and refinement of tools and methods on programme implementation at country level and identify technical resources requirements;
  • Lead technical assistance to support the strengthening of the policy framework work for NCDs, including coordination structures and monitoring frameworks that improve data availability for better analysis
  • Coordinate efforts for improving evidence based operational research on NCDs by key partners and ensuring its publication and availability for all stakeholders;
  • Lead global knowledge-sharing by documenting lessons learned on capacity building in Rwanda

Community scale up for NCD Services

Lead in designing and implementing a nationwide NCD screening programme;

  • Identify innovators and interventions to increase the provision of NCD services to communities in a cost-effective manner. Drive institutional processes to transform some of these interventions as investible services to that can attract venture or private equity capital;
  • Analyse existing or proposed primary health care systems and services on their inclusion of NCDs; identify needs for improvement and the methods and resources to accomplish such improvements;
  • Develop new program proposals and work with partnership/financing teams to proactively explore opportunities to raise new funding and capital to scale up the effort of NCD services at community level;
  • Actively participate in annual planning, monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts;
  • Build and strengthen close working relationship with all health sector counterparts in country;
  • Lead the development of grants and agreements with identified implementation partners for managing the grant out activities in accordance with UNITAR rules and regulation

Affordability and Accessibility of Essential NCD Supplies

Provide leadership and technical assistance to make the provision of NCD supplies simpler and more cost effective in the country

  • Assess NCD drugs and supplies quality assurance practices and the country’s approved suppliers, and pre-qualification process;
  • Lead the country and reginal market monitoring studies, and global State of the World’s Essential Medicines and Diagnostic Supplies for Noncommunicable Diseases report.

  • Relevant work experience in at least two of the following areas: health policy development, health system strengthening and transformation, primary health care, project planning and management, capacity building and health innovation;
