  What impactful projects are we starting in Rwanda?

  Akros is designing, building, and implementing systems that make a significant health impact in cost-effective ways. Akros, in collaboration with the Rwanda Biomedical Center and The END Fund, is embarking on a two-year project that will improve the quality of neglected tropical disease (NTD) micro-planning in routine deworming programs in Rwanda, in line with the government’s NTD Strategic Plan (2019-2024). Akros is responsible for microplanning, a process to collect, consolidate, and apply data that allows implementers to (1) improve the reach of mass drug administrations (MDAs) through a better understanding of the size and distribution of their target population and its burden of disease, (2) quantify and allocate the material and human resources required for high-quality MDA, and (3) develop an appropriate monitoring framework to guide interventions and assess program performance.

  
  
  
  

  Position overview:

  We are looking for a skilled, technical program manager who is able to work with our field-based implementation teams, understand the field needs, and translate those to system design and modifications. The PM will establish an in-country presence and close working relationship with Rwanda’s NTD teams, will spearhead coordination with all stakeholders and will maintain a strong understanding of all moving pieces within the project, managing and tracking tasks against timelines. Best candidates will be ready to jump in and work with our technical teams to expand an existing platform for smart ‘spatial intelligence’ data collection and intervention planning. The PM will coordinate with other project stakeholders to ensure that the project is adequately monitored and evaluated, and that all perspectives and experiences are captured and incorporated into learnings for future microplanning package improvement and iteration. The PM will also work with our implementation teams to understand existing country and use case context, and to configure and deploy the existing open-source platform to swiftly meet the client needs.

  Specific Responsibilities

  • Represent Akros to government and implementing partners. Liaise with Neglected Tropical Disease Programs and in-country implementing partners to build capacity for microplanning, facilitate integrations with existing datasets, and guide field protocol training and operational management for health workers who are administering interventions.
  • Engage with national and local (province and district) stakeholders to support the initial needs assessment to understand current micro-planning and intervention protocols and processes, as well as areas for improvement;
  • Work with in-country staff to field verify and map all administrative unit hierarchies, including health facility catchment areas in targeted districts;
  • Engage with national stakeholders to support resource planning based on risk mapping methodologies and targeted intervention areas;
  • Support the implementation and use of data and tools during the district microplanning activities for all targeted districts;
  • Collaborate with Akros technical teams and with software development team(s) through participation on quality assurance and live-fire field tests of the mobile application, forms and web interface, and program manager dashboards.
  • Support the documentation and adaptation of standard operating procedures and protocols for implementation in Rwanda.
  • Conduct in-country data collector training, including training and support for district decision-making protocols in the targeted districts.
  • Work alongside provincial ministries of health and in-country staff and partners to provide in-field support for the duration of the campaign in the targeted districts, according to program protocols.
  • Work with the Rwanda Biomedical Center and stakeholders to identify key champions at national, province, and district level and train and transfer capacity to these local personnel to support the microplanning, data collector training and in-field support activities during the subsequent MDA campaigns.
  • Engage national and local stakeholders in Rwanda to solicit feedback and identify areas for improvement, including the identification of additional tools and processes that could increase efficiency in planning, as well as overall program performance.
  • Document best practices for system configuration, protocol design, and end user training.
  • Actively participate in design team discussions of new product features.

  The appropriate candidate will possess:

  • Bachelor’s Degree or higher in a relevant field, with at least 5 years of strong public health experience.
  • Demonstrated project management skills and experience (stakeholder collaboration; planning; budgeting; implementation; problem-solving; etc.)
  • Technical, field-based implementation experience; experience with neglected tropical diseases and mass drug administrations considered a plus.
  • Previous experience with project and organizational representation to Rwanda Biomedical Center and health officers at provincial and district levels.
  • Demonstrated data system design and data visualization expertise.
  • Experience with spatial intelligence to plan and guide public health programming; past experience using GRID3 data and paper-based maps preferred. Best candidates will also have GIS expertise and use of GIS tools such as qGIS and ArcGIS for spatial epidemiology.
  • Experience with training design and facilitation targeting health workers (both facility and community based); capacity building in the area of health planning, and/or monitoring and evaluation preferred.
  • Ability to learn new topics and settings quickly and turn that learning around to create solutions to problems
  • Technical writing capability
  • Demonstrated ability to operate with minimal instruction in a fast-paced environment
  • Demonstrated ability to productively communicate with remote teams

  Useful skills will also include

  • Data analysis using mainstream statistical packages (Stata preferred)
  • Information system design would be a bonus

  **French speaking would be a bonus

  This position will be for a period of 12 – 24 months. Salary will be dependent on experience. This position is located in Kigali, Rwanda.  An estimated 30% field travel is anticipated.

Project Background: EDC currently implements 3 projects in Rwanda. USAID Huguka Dukore Akazi Kanoze (HDAK), a project that over the course of five years, has been preparing Rwandan youth workforce to meet the needs of an evolving knowledge-based economy that requires 21st century capabilities. It aims to provide 40,000 vulnerable youth with employability skills by scaling up proven successful interventions across 20 of 30 districts countrywide. USAID Umurimo Kuri Bose (UKB) is a 2-year project that aims to increase employability skills of youth with disabilities in 12 districts, while fostering an enabling environment for youth with disabilities to be able to access and succeed in employment and self-employment. Mastercard Foundation Building Resilience in TVET through E-learning (BRITE) is a 2-year project that will support and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.

Summary

EDC is seeking two M&E Fellows to support the M&E work of three projects, the USAID Huguka Dukore Akazi Kanoze (Get Trained and Do a Work Well Done), USAID Umurimo Kuri Bose (Employment for All) and Mastercard Foundation’s Building Resilience in TVET Through ELearning (BRITE). The M&E Fellow will be responsible for supporting both the M&E Team to ensure accurate and comprehensive data collection and management as well as reporting of results and activities accomplished under each project. One position is open to candidates with social sciences and evaluation background while another is open to candidates with computer science and information technology related background.

The M&E Fellow will be technically supervised by the M&E Specialist. This position will be for six (6) months with possibilities of extension. This position is located in Kigali.

Essential functions include [but are not limited to]

 Support both qualitative and quantitative data collection, handling, and reporting processes following the project’s reporting schedule.

 Support the provision of data quality control/assurance and best practices on collected and used data.

 Support the identification, documentation and dissemination of success stories and lessons learned.

 Support with ongoing updates of the M& E related activities and reporting schedules.

 Provide needed database update.

 Provide feedback on the use of M&E tools/systems.

 Support the preparation of narrative and data reports and their timely submission.

 Conduct data entry as needed.

 Support overall work within the M&E department.

 Work collaboratively with colleagues within the M&E department and across other departments,maintaining a positive work environment.

Qualifications and Requirements

 Bachelor’s degree in economics, statistics, evaluation, mathematics (with major in
statistics), information technology applied to management, computer science or any related
social sciences.

 Strong computer skills, strong working knowledge of Microsoft Office programs and
strong computer programming skills (for candidates with computer science background).

About the Role:

The Child Protection Senior Specialist is an important member of the PDQ team for the Rwanda and Burundi Country Office. Under the general direction and guidance of the Programme Development and Quality Manager, the Child Protection Senior Specialist will ensure that all child protection interventions are of a high technical quality and attract significant donor funding which contribute to Save the Children’s strategic objectives; that monitoring processes are in place, and that programme quality and relevance is continually assessed and solutions quickly put in place to reflect changing contexts. This specialist has an important role advising the National Commission for Children and will spend significant time working directly with this office, including possibly being based on a part-time, short-term basis.

Senior Child Protection Specialist is expected to help build a high performing Child Protection team, conducting trainings and providing technical advice and support to project staff, with frequent visits to the field to support high quality programme implementation and ensure programming objectives are successfully achieved. This position is expected to support impact and change, particularly in coordinating relationships with relevant ministries and coordination platforms. This position is responsible for identifying and pursuing, with guidance from the Country Office Senior Management Team, new/relevant CP opportunities and supporting the development of all new funding opportunities in CP. This individual will also be responsible for reviewing all CP donor and member reporting and ensuring quality of reporting.

Qualifications and experience
• A Child Protection professional with a Master’s degree in child protection, governance, law, social work or relevant field, or equivalent management experience;
• Significant professional experience of at least 7 years, including experience working at a senior management or technical level in CRG for NGOs
• Excellent understanding of the CP sector, particularly issues related to child labour, violence against children, monitoring and reporting child rights
• Clear understanding of the intersection of CP with other thematic areas
• Proven representation skills.
• Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches.
• Experience writing donor funding proposals
• Ability to compile narrative sections and thematic budgets for proposals; ability to edit/write narrative reports, with reference to financial reporting
• Highly developed oral and written communication skills including influencing, negotiation and coaching
• Strong results orientation, with the ability to challenge existing mind-sets.
• Ability to present complex information in a succinct and compelling manner.
• Fluency in English and Kinyarwanda, verbal and written, required. French strongly desired.
• Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy

CHILD SAFEGUARDING:
