Program Overview

CHAI Rwanda’s Health System Strengthening (HSS) programs work on a day-to-day basis with Government leadership and the goal of those programs is to support the Government to accelerate progress towards UHC by ensuring the sustainable delivery of quality, essential health services. This includes designing and implementing national Primary Health Care (PHC) reforms from health center level down to community health, to increase health workforce availability, to prioritize and sustainably finance essential services, and to support improved management, financing, and delivery of quality primary health care.

Rwanda’s Vision 2050 sets ambitious targets for a healthy and productive society, yet progress on maternal and neonatal mortality and stunting remains slow, while the country simultaneously faces a growing burden of non-communicable diseases and emerging health threats. To accelerate progress and ensure affordable access to quality care, the Government has committed to four priority PHC reform areas: 1) Strengthening primary healthcare system and public health security; 2) Optimizing health workforce production, performance, and retention; 3) Developing evidence-based medicine and systems; 4) Enhance leadership and management decisions, coordination, and planning by leveraging digital integration.

Position Overview

CHAI is seeking a Content Program Officer to be seconded to the Ministry of Health, who will develop and execute multi-channel messaging strategies for national public health initiatives. This role bridges complex medical guidance and public awareness by producing compelling, culturally tuned content across broadcast, print, digital, and audio channels to drive behavioral change and health literacy.

The Content Program Officer will work under the direction of the Head of Communications or equivalent senior official, as part of the Ministry’s Communications Unit. In parallel, the candidate will report to CHAI’s Associate, Research, Scientific Communications and Grant Development and will work closely with other CHAI teams at the country and global level.

Job Responsibilities

Campaign Strategy & Messaging

  • Campaign strategy and messaging: Conceptualize and write creative health campaigns, with messaging targeting infectious and non-communicable disease prevention, maternal health, and emergency response, leading on concept and message and briefing production colleagues on visual direction and format.
  • Data translation: Adapt complex epidemiological reports, clinical protocols, and health policy documents into clear, actionable language accessible to diverse demographic groups.

Multi-Channel Content Production

  • Audio and broadcast production: Draft engaging scripts for radio spots, public service announcements (PSAs), and educational radio shows.
  • Social media and digital content: Create platform-native copy for social channels — captions, hooks, on-screen text, and post text — for X, TikTok, Instagram, YouTube, Facebook, and WhatsApp, designed to inform, build community trust, and actively counter health misinformation.
  • Podcast production: Develop podcast concepts, episode arcs, and season plans. Research and prepare guests, write host scripts, interview questions, and episode introductions. Review episode edits for editorial accuracy, clarity, and flow, and write the accompanying show notes and promotional copy.
  • Video scriptwriting: Develop full scripts, treatments, and shot briefs for public awareness videos, animated explainers, and short documentary-style features, ready for production.
  • Print & Out-of-Home (OOH) media: Craft high-impact headlines, slogans, and body copy for billboards, posters, infographics, and other print and outdoor materials, engineered for instant comprehension at a glance.

Events, Emergency Communication & Standards

  • Outbreak and emergency surge communication: Produce rapid-turnaround copy, scripts, and public advisories during disease outbreaks, public health emergencies, and other time-critical events, which may require availability outside standard working hours.
  • Events focal point: Serve as the Ministry’s communications focal point for major health events in Rwanda — spotting and proposing events worth pursuing, feeding key messages into event programmes, coordinating input across departments, maintaining the events calendar, and tracking follow-up.
  • Editorial standards and compliance: Ensure all written and scripted content complies with Government of Rwanda communication standards, key messages, and branding, and route content through the required technical and editorial clearance before publication.

Perform any other work-related duties as assigned by the direct supervisor.

Qualifications

  • Bachelor’s degree in Communications, Journalism, Literature, Marketing, Public Health, Political Science, or a related field, or equivalent demonstrated professional experience.
  • At least 3 years of professional writing experience — in copywriting, journalism, advertising, or content production.
  • A portfolio of published writing across more than one format. Scripts, articles, campaign copy, and audio work all count; range matters more than volume.
  • Experience writing within institutional brand and communication guidelines; familiarity with Government of Rwanda communication standards and branding is an advantage.
  • Experience writing about health, science, or another technical field for a general audience is a strong advantage.
  • Excellent writing ability in English and Kinyarwanda is required; French is an added advantage.

Required Skills

  • Exceptional writing and editing across registers, with particular command of short-form copy.
  • Storytelling instinct: the ability to find the human center of a policy or a statistic.
  • Fluency in platform culture and formats across TikTok, Instagram, YouTube, WhatsApp, X, and Facebook, and in Rwandan radio conventions and audience habits.
  • Rigorous accuracy: comfort reading technical health source material and checking claims before publication.
  • Cultural intelligence: ability to write with Rwandan idiom, humor, and reference points, and to adjust register between rural radio audiences and urban digital audiences.
  • Speed and reliability under deadline, managing several concurrent briefs, including rapid-turnaround work during outbreaks and emergencies.
  • Ability to work as part of a multidisciplinary communications team, collaborating day to day with production colleagues, technical departments, and external partners.
