TERMS OF REFERENCE (TOR)- PROCUREMENT OFFICER FOR FAWE RWANDA CHAPTER

1.Background

The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE’s vision, mission and goal focus on quality education for girls and women socio-economic empowerment. FAWE Rwanda is one of 33 national chapters. FAWE Rwanda Chapter was started in 1997 and since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.

FAWE Rwanda is seeking a qualified Procurement Officer to support the organization in achieving its mandate through the effective procurement of goods and services for the period of 3 years renewable upon performance and availability of funds.



2. Purpose of the Job

The Procurement Officer will provide operational and technical support in planning, coordinating, implementing, monitoring, and reporting procurement activities within FAWE. The position will ensure that procurement is conducted efficiently, transparently, competitively, and in compliance with FAWE regulations, procurement policies, procedures, and applicable standards. The Officer will ensure that all procurement activities are properly processed, documented, and recorded in Microsoft Dynamics 365.

3. Key Responsibilities and Duties

The Procurement Officer will:

  • Coordinate procurement activities from planning through contract award using Microsoft Dynamics 365.
  • Prepare and monitor the annual procurement plan and related procurement estimates in consultation with relevant departments.
  • Develop, execute, and administer simple procurements for works, goods, and services in accordance with FAWE regulations, policies, and approved procedures.
  • Ensure timely implementation of procurement activities in line with approved plans, project schedules, budgets, and organizational priorities.
  • Maintain, review, and update the organization’s procurement policy, procedures, and guidelines.
  • Provide technical and policy advice and guidance to management, staff, project teams, and other stakeholders on procurement matters.
  • Ensure compliance with procurement policies and promote transparency, accountability, fairness, integrity, competitiveness, and value for money.
  • Prepare procurement cases and supporting documentation for submission to relevant authorities for approval.
  • Assist in preparing and distributing invitations to tender, requests for quotations, requests for proposals, and other solicitation documents.
  • Assist in managing bidding, proposal opening, evaluation, clarification, and award processes in accordance with approved procedures.
  • Prepare draft contracts for assigned procurements for review and approval by authorized officers.
  • Serve as Secretary to the Internal Tender Committee and ensure that minutes, decisions, recommendations, and supporting documents are properly recorded and filed.
  • Ensure that procurement documentation is complete, accurate, and maintained separately for each tender/procurement.
  • Conduct regular market surveys to identify new suppliers, products, services, and prevailing market prices.
  • Maintain accurate supplier information and support supplier assessment and performance monitoring.
  • Track purchase orders and follow up with suppliers to ensure timely delivery of goods and services.
  • Review invoices against purchase orders, contracts, delivery notes, and evidence of receipt before processing payment documentation.
  • Liaise with Finance and relevant departments to facilitate timely supplier payments and resolve procurement discrepancies.
  • Prepare monthly procurement status reports, including purchase order status, and quarterly procurement reports for submission to the Finance and Administration Manager.
  • Maintain complete and up-to-date procurement records and ensure they are readily available for audit and management review.
  • Ensure all procurement activities and transactions are properly processed and updated in Microsoft Dynamics 365.
  • Monitor ERP procurement workflows and follow up on pending approvals and transactions.
  • Ensure effective communication and exchange of procurement information between FAWE and suppliers, departments, project teams, and other relevant stakeholders.
  • Perform any other related duties and responsibilities assigned by the supervisor.



4. Academic Qualifications and Experience

The candidate should meet the following requirements:

  • Master’s or Bachelor’s Degree in Procurement/Purchasing, Supply Chain/Supply Management, Logistics Management, Business Administration/Management, or a related field, with a minimum of three (3) years of relevant work experience in government, international organizations, NGOs, or large public/private sector organizations.
  • Experience with web-based management or ERP systems, particularly Microsoft Dynamics 365, is an added advantage. Experience in an NGO, international organization, government institution, or donor-funded environment is desirable.

7. Reporting Line and Working Relationships

The Procurement Officer will report to the Finance and Administration Manager and will work closely with relevant departments, project teams, suppliers, service providers, evaluation committees, the Internal Tender Committee, and other authorized stakeholders.

Position: Human Resources Officer

2. Job Purpose

The core purpose of the Human Resources Officer is to support the Executive Director in the effective management and administration of the organization’s human resources. The position is responsible for supporting staff recruitment and onboarding, maintaining personnel records, coordinating staff performance management and capacity-building initiatives, administering staff welfare and benefits, and ensuring compliance with FAWE Rwanda’s human resources policies, procedures, and applicable employment regulations. The Human Resources Officer will also promote gender-responsive, equitable, and inclusive human resource practices aligned with FAWE Rwanda’s mission of advancing girls’ and women’s education and empowerment, while championing organizational values, staff wellbeing, safeguarding, and professional excellence.



3. Key Responsibilities

  • Serve as the focal point for the Human Resources function within the organization and provide timely HR support to management and staff.
  • Support workforce planning and ensure the effective implementation, interpretation, and continuous improvement of HR policies, procedures, systems, and practices.
  • Support strategic workforce planning, succession planning, and talent management initiatives to ensure the organization attracts, develops, and retains high-performing employees.
  • Coordinate end-to-end recruitment and selection processes, including developing job descriptions, preparing vacancy announcements, shortlisting candidates, coordinating interviews, conducting reference checks, facilitating onboarding, and ensuring timely updates of employee information in the ERP system.
  • Maintain accurate, complete, and confidential employee records, including personnel files, staff databases, employment contracts, leave records, attendance records, and other HR documentation, ensuring that relevant information is properly maintained in the ERP system.
  • Coordinate the staff performance management process in collaboration with Department Heads, including performance planning, objective setting, performance appraisals, feedback, and follow-up on performance improvement and development plans.

  • Develop and implement annual staff learning and development plans to strengthen organizational capacity and support career growth.
  • Collaborate with the Finance and Administration Department to provide accurate and timely HR information for payroll processing and ensure the effective administration of employee benefits in accordance with organizational policies, with relevant transactions and records maintained through the ERP system.
  • Monitor and administer staff attendance, leave, and other absences, ensuring compliance with approved policies and procedures and maintaining accurate records through the ERP system.
  • Ensure compliance with applicable HR policies, procedures, and employment legislation, including FAWE Rwanda policies and relevant labor laws and regulations in Rwanda.
  • Coordinate the implementation of safeguarding, prevention of sexual exploitation and abuse (PSEA), anti-harassment, and child protection policies, ensuring staff awareness and compliance with organizational standards.
  • Prepare and submit regular HR reports to the Executive Director and provide management with accurate and timely HR information on staffing levels, recruitment, turnover, leave, attendance, performance, training, employee welfare, and other relevant HR matters.
  • Analyse workforce data and HR trends, including staff turnover, recruitment efficiency, retention, training effectiveness, and employee engagement, to support evidence-based management decisions.
  • Facilitate effective HR communication by communicating HR policies, procedures, benefits, and organizational decisions to staff and providing appropriate guidance and clarification on HR-related matters.
  • Coordinate employee lifecycle processes, including induction, probation monitoring, confirmation, promotion, transfer, resignation, termination, exit interviews, clearance, and separation procedures.
  • Provide HR advisory support to management and employees on HR policies, employee relations, performance management, and other employment-related matters, while supporting the fair, consistent, and confidential resolution of workplace issues.
  • Identify and monitor HR-related risks and recommend appropriate mitigation measures to ensure organizational effectiveness and compliance.
  • Ensure confidentiality and proper management of employee data by safeguarding personnel information, maintaining secure HR records, and ensuring that access to confidential employee information is restricted to authorized personnel in accordance with organizational policies and applicable data protection requirements.

4. Reporting and Working Relationships

The Human Resources Officer will report to the Executive Director or designated supervisor and will work closely with programme, finance, administration, and other departments to ensure effective human resource management across the organization.



5. Qualifications and Experience

  • A bachelor’s degree in human resources management, Business Administration (Specialization in Human Resource Management), or a related field with at least 5 years of relevant experience in human resources management, preferably within an NGO or similar organization.

  • A master’s degree in human resources management, Business Administration (Specialization in Human Resource Management), or a related field with at least 2 years of relevant experience in human resources management, preferably within an NGO or similar organization.
  • Professional certification in Human Resources Management is an added advantage.
  • Training or certification in safeguarding, child protection, gender equality, diversity and inclusion, or organizational development will be an added advantage.
  • Good knowledge of employment practices, HR policies, and applicable labor laws in Rwanda.
  • Experience in recruitment, talent management, performance management, employee relations, learning and development, safeguarding compliance, and HR administration.

Position: Programs Coordinator

Reports to: Executive Director

Direct reports: All Programs officers

Job Purpose: The core purpose of “Programs Coordinator” (PC) is to support Executive Director in designing programs, funds mobilization, day-to-day supervision of programs implementation, and reporting of programs activities. The Program Coordinator will provide strategic leadership and oversight for program development, resource mobilization, implementation, monitoring, and reporting. The incumbent will also support organizational planning, decision-making, partnership development, and institutional growth while ensuring delivery of high-quality programs aligned with FAWE Rwanda’s strategic objectives.

2. Duties, responsibilities and performance areas

The duties, responsibilities and performance areas are as follows:

Programs design Weight: 20%

  • Coordinate the compilation of data and information necessary for the formulation of FAWE strategic Plan and annual action plans.
  • Initiate programs and design logframe thereof: programs objectives, assumptions, SMART goals, target results, outputs, outcomes, performance indicators, programs activities, staffing requirements, programs inputs &budgets, monitoring & evaluation, risks & mitigation thereof etc.
  • Design effective programs monitoring & evaluation system: procedures, frequency, etc; and ensure effective implementation thereof.



Funds mobilization Weight: 40%

  • Coordinate the development and submission of funding proposals, ensuring that proposals are aligned with organizational priorities, programme objectives, donor requirements, and submission timelines.
  • Collaborate with the Fundraising Officer and relevant programme teams to develop high-quality, compelling, and tailored grant proposals that effectively communicate the organization’s impact, needs, and value proposition.
  • Identify and research potential funding opportunities, including grants, institutional donors, corporate partnerships, and other resource mobilization opportunities, while maintaining an up-to-date funding pipeline and tracking proposal deadlines.
  • Support the Executive Director in funding negotiations and donor engagements, including discussions on funding terms, partnership arrangements, budgets, and other relevant conditions with prospective funding partners.
  • Build and maintain strong, long-term relationships with individual donors, corporate partners, institutional funders, and community supporters, ensuring regular engagement, effective communication, and appropriate donor stewardship.

Programs implementation Weight: 30%

  • Conduct regular assessments of risks that may affect programme implementation and, in consultation with the Executive Director (ED), recommend and implement appropriate risk mitigation measures.
  • Provide day-to-day oversight and supervision of programme activities, ensuring effective implementation in line with approved plans and objectives.
  • Oversee program budget implementation and expenditure tracking in collaboration with the Finance Department, ensuring accountability and efficient utilization of resources
  • Provide technical guidance, mentorship, and support to programme staff to strengthen programme implementation and performance.
  • Coordinate the activities of programme staff and facilitate effective collaboration across different programme areas.
  • Ensure the quality, effectiveness, and timely delivery of programme interventions in accordance with established standards and organizational objectives.
  • Ensure that all program activities are implemented in compliance with FAWE policies, procedures, strategic priorities, and applicable funding partner requirements and regulations.
  • Ensure safeguarding, child protection, gender equality, and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) principles are integrated into program planning and implementation.
  • Support the Executive Director in assessing and evaluating the performance of programme staff, including identifying capacity-building needs and recommending appropriate performance improvement measures.
  • Provide ongoing guidance, constructive feedback, and mentorship to programme staff, and identify and facilitate appropriate capacity-building and professional development opportunities based on identified needs

  • Coordinate and manage the reporting process by guiding programme staff on reporting requirements, setting deadlines, collecting reports, and ensuring timely submission of accurate and complete information.
  • Review, verify, consolidate, and analyze programme reports in coordination with M&E staff, ensuring that reported results are supported by reliable data and clearly reflect progress, achievements, challenges, lessons learned, and gaps.
  • Prepare and submit consolidated programme reports to Executive Director, and donors; provide feedback to programme staff, maintain reporting records, and follow up on outstanding actions and documentation.
  •  Ensure regular reporting of programs activities: (weekly, monthly, quarterly, annually – as applicable).
  • Ensuring full compliance with funding partners’ reporting requirements, and funding agreement provisions.

3. Person specifications Academic & professional qualifications

  • Master’s degree in any of the following disciplines awarded by an accredited university: Project Management, Development studies, Social Sciences, Development Economics and related fields experience.
  • A recognized professional certification in Project Management, such as PMP or an equivalent internationally recognized qualification is an added advantage

4. Essential experience

  • At least 7 (seven) years working experience managing multiple and concurrent donor funded programs; most of which with senior managerial responsibilities such as strategy formulation, program design, staff supervision, program budget management.
  • Proven experience in raising funds through various ways including writing fundable projects (please provide evidence for this)
  • Demonstrated experience leading and supervising multidisciplinary teams in a development organization.
  •  Proven experience engaging with government institutions, development partners, donors, and other key education-sector stakeholders.
  •  Experience implementing programs related to education, gender equality, girls’ empowerment, youth development, or social inclusion.
  • Proven experience in Non-Governmental Organizations or public sector donor-funded development programs.



5. Essential knowledge

  • Sound understanding of development partnerships, financial resources mobilization, donor strategies, governmental and international relations.
  • Awareness of the universal Sustainable Development Goals (SDGs); in particular, the call for “ending poverty”, “gender equality”, and “quality education”.
  • In-depth understanding of development concepts, methodologies and techniques including demonstrated understanding of gender issues in development, alleviation of poverty through skills development and empowerment.

2. Job Purpose

The MEL Specialist will provide strategic and technical leadership in performance measurement, evidence generation, learning and adaptive management across FAWE Rwanda. The role will lead an integrated MEL system to track strategic and programme results, strengthen data quality and accountability, assess programme effectiveness, outcomes and contribution to impact, and translate evidence into programme improvement and policy influence. The Specialist will strengthen FAWE Rwanda as a results-oriented learning organization by ensuring credible evidence informs decision-making and results are effectively communicated to management, governance structures, partners and other stakeholders.

3. Key Responsibilities

3.1 Strategic MEL Leadership and Performance Management – Weight 30%

  • Lead the development, implementation and continuous improvement of FAWE Rwanda’s integrated MEL system, ensuring alignment with the Strategic Plan, annual plans, project frameworks, donor requirements and FAWE regional frameworks.
  • Translate strategic and programme priorities into robust results frameworks with clear indicators, baselines, targets, milestones and means of verification.

  • Establish and maintain robust systems for collecting, managing, analysing and safeguarding high-quality quantitative and qualitative programme and institutional data.
  • Lead baselines, assessments, surveys, tracer studies, evaluations and other strategic research, ensuring methodological quality and credibility of findings.
  • Establish data quality assurance mechanisms, including routine verification and periodic assessments, to ensure data accuracy, completeness, consistency, validity and timeliness.

  • Lead the organizational learning agenda and facilitate structured reflection, programme reviews and adaptive management processes that translate evidence and experience into improved practice.
  • Identify, document and disseminate lessons, promising practices, innovations, implementation challenges and scalable approaches across FAWE Rwanda’s programmes.
  • Develop high-quality performance reports, dashboards, evidence briefs, learning products and impact narratives for management, the Board, donors, partners and other stakeholders.

4. Qualifications, Experience and Competencies

The successful candidate should possess:

  • A master’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Education, Public Policy, Social Sciences, Research Methods, Data Science or a related field.
  • Additional professional certification in Monitoring and Evaluation, Results-Based Management or applied research will be an added advantage.
  • At least 7 years of progressively responsible experience in monitoring, evaluation, research, learning, programme performance or results-based management, preferably within education, gender equality, girls’ empowerment, youth development or women’s economic empowerment programmes.
  • Demonstrated expertise in designing and managing organizational and multi-project MEL systems, including theories of change, results frameworks, indicators, baselines, targets, MEL plans, data quality assurance and strategic performance reporting.
  • Strong experience in designing, conducting or managing quantitative and qualitative research, surveys, assessments and evaluations, including quality assurance of externally commissioned studies, with demonstrated ability to analyse and translate findings into actionable recommendations.

Performance Areas.
Policy & Procedure Weight: 30%
  • Maintain, propose review, and propose updates to the organization’s Safeguarding Policy at least annually, or sooner if legislation, guidance, or organizational context changes.

Prevention, Training and Safe Programmes Weight: 25%
  • Ensure every staff member and volunteer completes safeguarding induction before unsupervised contact with participants, and in any case within 30 days of engagement, and completes an annual refresher.
  • Brief consultants and visitors who will be in contact with participants. Keep a record of who has been briefed.
  • Maintain at least one reporting route that a program participant can use without passing through the adult who may have harmed them, and make that route known in schools, clubs and offices.
  • Support programme risk assessments before scholarships, mentoring, residential activities, transport of children, school clubs, research and media work proceed. High residual risk is signed off by the Executive Director. Activity does not proceed if the risk cannot be managed.
  • Apply the FAWE Africa Informed Consent Package to images, stories, research, and all program engagement with children and vulnerable adults. Refusal to consent or assent has no effect on access to a programme.
  • Promote a culture in which staff, volunteers and program participants can raise concern without fear of reprisal. Retaliation is itself misconduct and is reported as a safeguarding concern.
  • Assess a partner’s safeguarding capacity before FAWE Rwanda funds or jointly delivers with that partner. A partner that cannot meet the minimum needs a time-bound strengthening plan, or the partnership does not proceed.
  • Ensure partner agreements require notification to FAWE Rwanda within 24 hours of an allegation of trafficking, exploitation or abuse linked to FAWE-funded programming or staff, or that could reasonably affect the relationship.

The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 33 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE’s vision and mission focus on advancing gender-responsive, inclusive and quality education for girls and young women, while strengthening their empowerment and participation in society. FAWE Rwanda is one of 34 national chapters. FAWE Rwanda Chapter was started in 1997 and since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.

FAWE Rwanda Chapter seeks to recruit a Communications and Advocacy Officer on a three-year contract, renewable subject to satisfactory performance and availability of funding. The details for the position are shown below:

The Communication and Advocacy Officer will be responsible for designing, implementing, and monitoring communication and advocacy initiatives that enhance the organization’s visibility, influence policy dialogue, and mobilize support among key stakeholders, donors, media, and the public.

Job Purpose: The Communications and Advocacy Officer will lead the development and implementation of FAWE Rwanda’s communications, visibility and advocacy agenda. The position will strengthen FAWE Rwanda’s institutional profile, communicate evidence of programme impact, support policy influence, deepen engagement with key audiences and partners, and ensure consistent application of FAWE’s brand and communication standards.Working closely with programme teams and management, the Officer will translate programme evidence, research and participant experiences into compelling communications and advocacy products; manage media and digital platforms; support strategic campaigns and stakeholder engagement; and contribute to resource mobilisation and organisational positioning.The role will also ensure that all communication and documentation involving programme participants are undertaken ethically, with appropriate consent, safeguarding and data protection considerations.

  • Develop and implement a comprehensive communication strategy aligned with organizational objectives.
  • Produce high-quality content (press releases, newsletters, reports, social media posts, blogs, success stories) that communicates the organization’s work and impact.
  • Coordinate media relations, including drafting press statements and organizing press briefings.
  • Design and produce visual and multimedia materials (infographics, videos, photo stories) in coordination with design/media staff or consultants.
  • Develop and manage an annual communications plan and editorial calendar aligned with FAWE Rwanda’s strategic and programme priorities.
  • Lead the documentation of programme impact through human-interest stories, case studies, photography, video and other multimedia products.
  • Ensure ethical storytelling, informed consent, safeguarding and appropriate protection of programme participants in all communications and documentation.
  • Monitor digital performance and media coverage using appropriate analytics and use the findings to improve communication approaches.
  • Provide communications support to the Executive Director, including speeches, talking points, key messages, presentations and media briefs.
  • Coordinate internal communications to ensure staff are informed about key institutional priorities, achievements and events.
  • Maintain an organised digital repository of approved photographs, videos, publications, media coverage and communication assets.
  • Ensure adherence to FAWE Africa’s branding, editorial and communication standards, as well as partner visibility requirements.
  • Manage FAWE Rwanda’s external communications and ensure timely, consistent and accurate institutional messaging.
  • Monitor FAWE Rwanda’s public profile and emerging reputational issues and advise management on appropriate communication responses, including crisis and risk communication where necessary.
Advocacy:

  • Develop and implement Fawe Rwanda’s advocacy strategies and action plans in line with organizational and programme priorities.
  • Identify key advocacy targets, opportunities, and entry points for policy influence.
  • Build and maintain relationships with government officials, policymakers, civil society, media, and other stakeholders to advance FAWE Rwanda’s advocacy priorities..
  • Develop evidence-based advocacy materials, including policy briefs, position papers, issue papers, talking points, fact sheets, and other advocacy messages .
  • Plan and coordinate advocacy initiatives, including policy dialogues, campaigns, stakeholder engagements, and other actions aimed at influencing decision-makers.
  • Represent Fawe Rwanda in coalitions, working groups, and relevant technical/advocacy forums and contribute to collective advocacy initiatives.
  • Monitor policy developments relevant to the organization’s mandate and advise leadership on strategic responses.
  • Coordinate advocacy activities and campaigns commemorating key international days on education, gender equality, and related FAWE priorities
  • Provide technical support to programmes and partners to integrate advocacy approaches into programme planning, implementation, and stakeholder engagement.
  • Document and disseminate advocacy outcomes, lessons learned, good practices, and successful interventions, and strengthen linkages between national advocacy priorities and relevant regional and global processes in coordination with FAWE Africa
Coordination and Reporting:

Weight: 20%

  • Work closely with program teams to align communication and advocacy efforts with ongoing projects.
  • Support event planning for campaigns, launches, and public engagements.
  • Track and report on communication and advocacy outcomes using agreed indicators.
  • Prepare periodic reports (monthly/quarterly) on activities, achievements, and challenges.
  • Ensure all communication and advocacy materials comply with donor visibility and branding guidelines.
Resource mobilization

Weight: 10%

  • Participate in design of project proposals for future funding.
  • Search and share prospective funders and funding opportunities for FAWE Rwanda programs.
  • Representing FAWE Rwanda in technical program partnership forums when deemed necessary.
  • Contribute to procurement processes and any other responsibilities related to the program.
Others
  • Ensure compliance with FAWE Rwanda Chapter policies and all relevant legislations.

Person specifications
Academic & professional qualifications
  • Master’s degree in Communication, Mass Media, Journalism, Social Sciences, Public Relations , Gender, Project Management, , or any other related field.
Essential experience
  • Have a minimum of at least five (5) years experience working in the NGO sector;
  • Fluency in English and French and have excellent writing, editing and proofreading skills in both languages;
  • Ability to work in multicultural settings and connect with a variety of people;
  • Computer literacy with familiarity with desktop and web publishing methods and tools;
Essential knowledge
  • Strong understanding of strategic communications, media relations, digital communications and public engagement.
  • Knowledge of advocacy, policy communication and stakeholder engagement, preferably in education, gender equality or development.
  • Good understanding of digital communication trends, social media management, web content management and audience analytics.
  • Knowledge of ethical storytelling, informed consent, safeguarding and responsible communication involving children and vulnerable populations.
  • Understanding of donor visibility requirements and institutional branding.
  • Knowledge of Rwanda’s education and development landscape is an advantage.
