Position: Officer, Branch Accounts & Administration
Job Location: Branch Offices in Muhanga, Ruhango, Nyanza, Huye, Nyamagabe & Nyaruguru Districts
About the Role:
The Officer, Branch Accounts & Administration, reporting to the Branch Manager (BM) with dotted reporting to Assistant Regional Accounts Manager, s/he will manage direct branch-level accounts and finance, procurement, coordination, partnership, and administrative staff in the branch (if any), support in overall programme implementation and other assigned activities. This will include day-to-day finance management and implementation, staff-capacity development, financial monitoring, and stakeholder management. She will support the BM to ensure effective and timely program implementation and quality assurance. The Officer, Branch Accounts & Administration will also be responsible for overall finance reporting, banking, cash requisition, reporting (MIS, internal, and donor reporting) and supporting other technical and operational activities at the branch level.
Key Duties/Responsibilities:
The Officer, Branch Accounts & Administration will be responsible with the following:
Finance and Accounts Related Activities:
- Record all Mobile Money deposits by updating the daily register and filling in all relevant vouchers and receipts with the necessary approvals, and ensure they are properly preserved.
- Each morning, review with the BM and other POs to determine the day’s expected Mobile Money inflows and plan for proper reconciliation
- Share the collection sheets with the relevant POs based on the collection schedule (using VSLA platform) printed collection sheets.
- Synchronize collections made by PAs with the accounting system, ensuring accuracy of both the collections and corresponding accounting records.
- Submit the cash requisition with the signature of the BM to the regional accounts officer based on the approved activity plan.
- At the end of each business day and month-end, perform required cash reconciliation and check the collection ledger and DCR.
- Ensure cash transfer under the Education Pathway.
- Track and maintain sufficient cash flow for smooth day-to-day project activities based on the country policy.
- Record all branch-level expenses and financial transactions in the accounting system promptly to ensure accurate and timely month-end closing.
- Serve as custodian of all financial and procurement documents, records, and information at the branch level, ensuring they are well-organized for research, monitoring, supervision, and audit purposes.
Branch Operations Support:
- Occasionally visit AIM clubs, attend YDC meetings, VSLA meetings, and follow up on ongoing different field-level trainings. Livelihood & education participants etc.
- Support in the mentors’ recruitment process
- Support in club space identification and completion of the agreement, club operations, participants’ invitation according to the programme operations manual.
- Support in service provider mapping and establishment of working relationships.
- Support in identification of school(s) to provide education support as per the programme design.
- Help to ensure timely disbursement of livelihood and education pathways support to the participants.
- Custody of all branch-level electronic devices and furniture and maintain stock register.
- Act as the technical focal point at the branch level to ensure the use of Binsight and other digital tools.
Technical and Implementation Support:
- Help AIM Branch Manager to provide supervisory support to all AIM related program activities at the branch level, ensuring activity planning, roll-out, implementation, and tracking, in accordance with the operations manual; ensure achievement of programmatic targets as per AOP.
- Help BM in team-set up, staff onboarding, training and activity planning of AIM-PAs
- Ensure the use of the Binsight app from the household (HH) survey to all other related activities.
- Provide technical guidance and direction to POs to match participants to livelihood and Education pathways
- Help to ensure timely preparation and submission of MIS, financial and donor reports
- Help in the establishment of market development and value-chain activities
Supervisory, and Coordination Support:
- Lead all branch-level activities and serve as the branch’s second-main focal point for internal and external stakeholders
- Supervise branch administrative staff (where applicable) e.g. office assistant, providing guidance, training, and performance feedback.
- Co-facilitate monthly branch coordination meetings to ensure communication, planning and internal alignment
- Help in monitoring/research and survey (including HH survey) related activities at the branch level
- Help/lead in AIM community dialogue(s), workshops, meetings
General Administration Support:
- Support the efficient functioning of the Branch office, ensuring a conducive and safe working environment.
- Coordinate the provision of office supplies and consumables, ensuring adequate stock levels and timely replenishment in the Branch office.
- Implement and maintain effective record-keeping systems for administrative documents and data.
- Serve as the primary point of contact for all safety and security matters within the Branch.
- Coordinate incident reporting, ensuring timely and thorough documentation of incidents and corrective actions.
Safeguarding Responsibilities:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the project goals on safeguarding implementation.
- Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
Academic Qualifications:
- Bachelor’s degree in Finance/Accounts/Business Administration/ Commerce and /or other relevant fields.
Required Skills, Competencies & Knowledge:
- Experience in project management and coordination, including supervision and monitoring, administration, finance, and logistics
- Strong Microsoft Office skills
- Strong sense of teamwork and collaboration, and demonstrated ability to build relationships with individuals from diverse backgrounds
- Personal qualities of integrity, credibility, and dedication to the mission of BRAC.
Experience Required:
- At least 2 years’ experience in national/international development sector, including experience with managing finance and accounts for development programs including microfinance, livelihood, education, agricultural and food security, and/or girl’s and women’s empowerment programs.

About the Role:
The role of Technical Sector Officer – Livestock (TSO-Livestock) will provide hands on support to the Technical Specialist- Market Systems Development & Livelihood and Regional Manager to ensure all livelihood and market development activities, including implementation of livelihoods, market development and market facilitation activities, are effectively delivered and on time. This role will also provide support to develop and contextualize asset-specific training modules; train frontline staff on the newly developed training materials; help develop the detailed participant training rollout plans and support the cascading down of the training. The role will also support the operations team in budgeting, in ensuring quality procurement, asset distribution and asset management support.
Key Responsibilities:
1. Technical Sector Support:
- Support the planning and delivery of livelihood activities in livestock and poultry; including training, cash transfer for asset purchase by participants, recommend and support in the purchase of assets related to Goat and Pig rearing as well as poultry, facilitating linkages with market actors and service providers.
- Support the planning and delivery of livelihood activities in agriculture and farming including training, cash transfer for asset purchase by participants, support in the purchase of assets related to farming activities, ensuring that participants and/or their guardians have enrolled in smart Nkunganire system, for inputs purchase with government subsidies, as well as using the required quantity and quality of inputs. Also, the position holder will support in asset follow-up, facilitating linkages with market actors and service providers.
- Provide support to the Technical Specialists for the development of specific livelihood pathways training modules, as needed.
- Support the training of front-line staff on the newly developed training materials; finalize the participant training rollout plans and provide logistics and planning support to the cascading down of the training.
- Support the budgeting, planning and delivery of all livestock and agriculture related livelihood interventions, including supporting localized market assessments; training on chosen livelihood pathways and entrepreneurship; asset mapping, procurement, distribution and management.
- Support the facilitation of relevant linkages to TVET, apprenticeship and entrepreneurship.
- Support the training of branch staff and ensure the participant’s economic needs assessment/economic profiling and market assessments are done effectively prior to livelihood selection.
- Support the selection and training of the Community Livestock and Agriculture Promoter and ensure they are ready to provide service to participants.
- Be informed of and compile a full list of national and districts laws and regulations (such as quarantine requirements for livestock and agriculture), disseminate this knowledge with field teams and ensure all livelihoods and market development interventions are developed in accordance with the existing laws and regulations.
- Perform periodic review of training modules and make necessary changes, as needed in joint collaboration with the Technical Specialist – MSDL.
- Support the Technical Specialist – CM & GESI for to effectively integrate GESI considerations in program activities, including making accommodations for vulnerable groups such as PWDs, IDP, refugees, and other relevant underrepresented groups.
2. Coordination and Planning Support:
- Support communication with key stakeholders (government and non-government) and collect relevant training materials that can be used to develop/strengthen/ contextualize BRAC’s training materials.
- Support coordination with a range of stakeholders, including government entities, INGOs, CSOs, YDC members, service providers, to support delivery of interventions.
3. Reporting Support:
- Regularly check MIS and ensure proper reporting, data accuracy and validation.
Safeguarding responsibilities:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
- Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Key Performance Indicators (KPIs):
- Country-specific training manual development, clear training roll-out and staff capacity building plan
- Timely and effective delivery of all livelihood and market development related activities
- individual/specific KPIs as agreed with supervisor.
Academic Qualifications:
- Bachelor’s degree in Veterinary sciences, Veterinary Medicine, Animal production, Animal Husbandry, Veterinary sciences, Veterinary Medicine, Animal production, Animal Husbandry or any other related.
Required Skills, Competencies & Knowledge:
- Training materials development and staff capacity development
- Computer literacy
- Report writing
Experience Requirements:
- 3 years of relevant experience, preferring in programs focused on the Agriculture sector, livelihoods or economic development in an NGO or other humanitarian environment.
- 1 year of experience in implementing activities related to socio-economic empowerment for young women would be an added value.
- Previous experience in providing technical assistance, especially related to livelihood or economic empowerment related activities, training module development, and training facilitation
- Previous experience working in integrated programs targeted for women is a plus.

About the AIM Program:
The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to improve lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.
About the AIM Education Pathway:
The AIM Education pathway is designed to increase access to and completion of quality secondary education for adolescent girls, aged 12-17, across the AIM countries: Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda. The program seeks to achieve three core objectives: (1) to empower 400,000 adolescent girls by increasing their agency, voice, and life skills; (2) to support adolescent girls to complete at least lower secondary school; and (3) to improve gender-responsive education in at least 2,000 secondary schools, positively impacting an estimated 2.4 million students.
This AIM education pathway is closely aligned with the Mastercard Foundation’s strategic priorities under its Young Africa Works initiative, particularly the emphasis on improving the quality and accessibility of secondary education to better prepare young people for meaningful work. Through a set of integrated interventions, AIM Education targets structural and social challenges that often hinder girls’ education—including financial barriers, inadequate infrastructure, undertrained teachers, harmful gender norms, lack of community support, and weak school governance systems.
About the Role:
The Technical Sector Officer (TSO) – Education will support the AIM Senior Technical Specialist, Education in planning, implementing, and ensuring the quality delivery of the AIM education pathway.
They will be responsible for technical & implementation-related tasks under AIM education pathway, i,e. facilitating training, reviewing content and curriculum and adapting it to their context, and supporting teachers’ professional development as well as school leadership’s school improvement planning processes. They will also contribute to staff capacity development through targeted training and supervision.
The TSO-Education will collaborate with the region & country level program team, other sectral TSOs for any technical need/query, to improve program quality, contextualize training modules, and train staff on new materials and tools. They will ensure effective delivery of gender responsive training for the teachers and school management and support creating an enabling learning environment in the AIM supported secondary schools. S/he will Also ensure effective delivery of parental engagement to support in increasing access to and completion of quality secondary education for very young adolescents (VYAs) and adolescent girls (AGs) aged 12-17 years.
An ideal candidate for this role is one with strong technical skills and experience in developing and reviewing quality education curriculum content, teachers’ guides, teacher training manuals, including a strong background in training teachers and educators. S/he should have strong training skills, coordination and negotiation skills, be proactive, passionate, resourceful, and enjoy being a team player.
Key Responsibilities:
Technical Support:
- Support AIM team in the inception phase activities (in delivering education messages during community mobilization and inception meetings, family meetings, YDC meetings, etc.).
- Work closely with the AIM Senior Technical Specialist, Education in preparing the MoU templates for the schools.
- Support in obtaining Memorandum of Understanding (MoU) with relevant ministries at the regional and/or district/county level, and schools.
- Meet with relevant regional and district officials and share the MoU that outlines the key objectives of AIM education pathways and how Ministry of Education and the district will support and allow access to local education departments and schools, and school records.
- Support developing/reviewing/updating/adapting, existing teachers’ guide and contents for the teachers and school leadership in the country context in coordination with the AIM Senior Technical Specialist, Education and BRAC International (BI) technical anchors.
- Support developing /reviewing/updating/adapting the training guide on school management and school improvement plans in close coordination with the AIM Senior Technical Specialist, Education and BI technical anchors.
- Support developing a training guide for the peer mentors, support groups, and tutoring in close coordination with the AIM Senior Technical Specialist, Education and BI technical anchors.
- Support AIM program assistants (PAs) to identify Teacher Champions in the schools
- Support the AIM Senior Technical Specialist, Education to ensure the establishment of a robust system for the smooth transfer of school-related support costs to ensure AGs’ financial support to continue their education.
Direct Operational Support:
- Facilitate training for AIM PAs, teachers, and school leadership on gender responsive pedagogy, mentorship, and tutoring.
- Facilitate training for school leadership, school management/and parent-teacher associations (PTAs) on school improvement planning.
- Work closely with the school administrations, head teachers, teachers and school management committees (SMCs)/PTAs for the inception and introduce the AIM education pathway activities.
- Support AIM PAs to do monthly follow-ups of the AIM education pathway interventions for quality program outputs.
- Conduct/attend different levels of staff meetings.
- Identify the knowledge gap of programme staff and take necessary steps for their improvement.
Coordination, Planning and Partnership and M&E:
- Support coordination with a range of stakeholders, including teachers, school leadership, school management, parents’ teachers association, Government education officials, to support school-related interventions
- Work with the identified Alternative Education providers in the region and coordinate to enrol eligible AIM participants
- Contribute to the design and implementation of a monitoring framework to track progress, assess impact, and inform adjustments of the training plans and delivery
- Report back to the Government education officials/MoE as outlined in the MoU on activities done by BRAC.
Monitoring, Reporting, Documentation and Communication:
- Contribute to the design and implementation of a monitoring framework to track progress, assess impact, and inform adjustments of the training plans and delivery.
- Contribute to program reports and deliverables as required.
- Identify and document best practices, most significant change stories, and share this knowledge with colleagues.
- Ensure quality reporting on enabling learning environments at school, and document good practices.
- Support regional managers, branch managers, and programme Officers regularly to ensure timely and high-quality programmatic data entry and reporting in the relevant manual and digital MIS (BInsight).
- Support the AIM Senior Technical Specialist, Education in the documentation of program wins and success stories / case studies
- Ensure timely preparation and submission of programmatic management information system (MIS), training reports and share project progress reports regularly with the AIM Senior Technical Specialist, Education.
Safeguarding responsibilities:

Academic Qualifications:

- 3-5 years of relevant experience in education training, development of training guide, contents and curriculum, gender equality, social inclusion, community engagement, and school engagement.
- Previous experience in providing technical assistance, especially related to teachers’ training module development and execution, and training facilitation
- Experience working in integrated programs targeted for adolescent girls and young women is a plus.
- Previous experience in the development of Social and Behaviour Change Communication (SBCC) messages, tools, and materials for community-based dialogues and other activities.
- Experience in conducting advocacy, community mobilization and engagement activities is also an added advantage

About the AIM Program:
The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to improve lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.
About the Role:
The Technical Support Officer, Community Mobilization (TSO-CM) will support the Technical Coordinator Community Mobilization in planning and implementing social empowerment and community engagement activities, including gender and social inclusion, disability inclusion, SRHR, SGBV, community dialogues, and grassroots-level advocacy. They will also contribute to staff capacity development through targeted training and supervision. Additionally, the TSO-CM will provide technical assistance, support, and quality control in implementing SGBV and SRHR community-based case management and referral systems.
The TSO-CM will collaborate with the country program team, AIM central team, BI technical anchors, and Technical Coordinators to improve program quality, contextualize training modules, and train staff on new materials and tools. They will ensure effective delivery of gender equality and social inclusion (GESI), disability inclusion (DI), Sexual and Reproductive Health and Rights (SRHR), enabling environment and advocacy components are integrated into the overall AIM programmatic operations.

Key Responsibilities:
1. Technical Support
- Support AIM field team in inception phase activities (community mobilization and inception meetings, transect walks, surveys, YDC formation).
- Train regional staff on GESI, GBV, disability inclusion, domestic violence reporting, and women’s rights advocacy; enhance PA/mentor capacity on GESI, community mobilization, SRHR, and GBV sessions.
- Support social and behaviour change communication (SBCC) planning, monitoring, and evaluation and coordinating with the project team.
- Lead the implementation of SBCC dialogue sessions at the community level, targeting local, religious, and cultural leaders, as well as other duty bearers.
- Guide community leaders in developing action plans based on commitments made during SBCC dialogue sessions. Support tracking and follow-up on these action plans to ensure progress and accountability.
- Identify and adapt safe, accessible club spaces with reasonable accommodations and gender-segregated infrastructure (restrooms, dignity kits, baby changing stations), prioritizing marginalized groups including PWDs.
- Support coordination with stakeholders (government, INGOs, CSOs, YDC members, and service providers) for social empowerment and enabling environment interventions.
- Participate in regional GESI, SRHR, and SGBV working groups, advocating for women’s and girls’ rights.
- Mentor and support youth advocates in developing, implementing & monitoring advocacy action plans, overseeing practical implementation (events, stakeholder meetings, logistics, linkage to CSO networks and technical working groups).
- Lead community action planning sessions to develop community action plans, consolidate commitments and ensure community-led solutions.
- Organize action planning and handover meetings at the end of each cohort to secure firm commitments from local leaders and ensure the sustainability of the outcomes.
2. Coordination, Planning and Partnership
- Support coordination with a range of stakeholders, including government entities, INGOs, CSOs, YDC members, and service providers at the sub-national level, to support interventions as well as the program’s grassroots advocacy and partnerships work.
- Coordinate and consolidate the mapping of SRHR and SGBV service providers at the regional level.
- Organize events for the celebration of international observance days such as International Women’s Day, the 16 Days of Activism, and International Day of the Girl Child in the regions.
- Contribute to the design and implementation of a monitoring framework to track progress, assess impact, and inform adjustments in youth advocacy action plans.
3. Reporting, Documentation and Communication
- Contribute to program reports and deliverables as required and demonstrate the status of GESI and grassroots-level advocacy activities towards achieving expected results.
- Quality management, checks, and assurance in the SGBV case recording database to ensure accuracy, efficiency, and timely reports.
- Identify and document best practices, most significant change stories, and share this knowledge with colleagues. Ensure quality reporting on enabling environments, community mobilization, and GESI indicators, and document good practices.
- Support regional managers, branch managers and programme assistants regularly to ensure timely and high-quality programmatic data entry and reporting in relevant manual and digital MIS (BInsight) by the Program Assistants, and mentors.
- Support documentation of program wins and success stories / case studies
- Ensure timely preparation and submission of programmatic management information system (MIS), financial and donor reports.
4. Policy and Strategy Compliance
- Popularize the Enabling Environment Strategy, GESI policies and SGBV, SRHR and disability inclusion guidelines among the frontline staff through orientations and trainings
- Support in policy-related materials development and localization.
Safeguarding responsibilities:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
- Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Major Challenges:

- Buy-in for advocacy, GESI & SRHR work at the respective regions
- Managing coordination among several team members within the BRAC family.

Academic Qualifications:
- Bachelor’s degree / Graduate or Post graduate in International Development, Gender, Sociology, Anthropology, Social Sciences or any other related fields.
Required Skills, Competencies & Knowledge:
- Training materials development, staff capacity building, and facilitation skills
- Computer literacy and presentation skills
- Report writing and documentation of Most Significant Change Stories
- Proactive, self-starter and independent worker with the ability to support large teams

- Exhibit empathy and positive interpersonal skills, including cultural competence.
Experience Requirements:
- 3-5 years of relevant experience in gender equality, social inclusion, SGBV, community engagement, and advocacy.
- Previous experience in providing technical assistance, especially related to advocacy, community engagement and empowerment-related activities, training module development and execution, and training facilitation.
- Experience working in integrated programs targeted for adolescent girls and young women is a plus.
- Previous experience in the development of SBCC messages, tools, and materials for community-based dialogues and other activities.
- Experience in conducting advocacy, community mobilization and engagement activities is also an added advantage.
