 BACKGROUND

World Relief is a global Christian humanitarian organization operating in Rwanda since 1994 and specializes in developing sustainable solutions for countries emerging from complex humanitarian disasters. We do this by building the capacity of local partners and empowering community groups and institutions to achieve sustainable gains. Over the years, World Relief Rwanda has helped implement some of the country’s largest Child Survival, HIV/AIDS, and Microfinance programs, we currently serve and operate in 10 districts through church and community leadership training, savings, agriculture, water project, child development, and health and Nutrition programs.

World Relief continues to engage in multi-sectoral community development program activities and has recently signed an agreement to implement the UN joint programme (JP) “Accelerating Integrated Policy Interventions to Promote Social Protection in Rwanda”. The overall aim of the JP is to support and accelerate the Government of Rwanda’s efforts for integrated social protection to end poverty in all its forms, leaving no one behind. In order to reach this aim, the joint programme implements innovative solutions amongst other activities at the policy, system, and community level to accelerate eradication of extreme poverty in Rwanda. The program will address community level interventions to ensure that innovative community mechanisms are in place to strengthen the delivery of nutrition-sensitive, resilience-enhancing, and adaptive social protection to vulnerable and food-insecure people, particularly in climate-shock-prone areas, in a gender-sensitive way.

 TOR OBJECTIVE

Develop and translate visual aids for Development Consultative Committees (DCC) training, under “Acceleration of Integrated Social Protection Intervention in Rwanda (AISPR) program”. To this end, World Relief Rwanda (WRR) seeks to engage a consultant to undertake the development of a visual training aid for the DCC (in English and translated in Kinyarwanda)

 SCOPE OF WORK AND EXPECTED OUTPUTS / DELIVERABLES

  1. Conduct a desk review and analyze all the necessary documents/training modules, training materials to fully understand the ground situation, and existing visual training aides available for DCC training.
  2. Refer to the DCC training manual, and other available visual aids to develop DCC visual training aids aligned with the objectives of this program.
  3. Produce a well-written and comprehensive visual aid training needs assessment report, including recommendations for Post-training evaluation.
  4. Based on this assessment, develop a comprehensive visual training aid manual (in English translated to Kinyarwanda).
  5. Share the draft visual training aid with key experts including government, UNICEF, FAO, WFP, and WRR for their review and validation; incorporate comments and finalize the aid. (Validation process to be facilitated by WRR)
  6. Assist the WRR program team in organizing and facilitating one Training of Trainers (TOT) workshop using the developed visual aid.

FINAL DELIVERABLES

  1. Comprehensive visual aids for DCC training developed, validated, and shared with WRR in soft and colour print outs (6 copies/each aid developed)
  2. One-day TOT workshop on use of visual aids completed and reports submitted, including pre and post-training evaluation.

TIMEFRAME AND DEADLINES

The consultancy assignment is for a period of 10 days from the day of contract signing and it is likely to start in May 2021

REPORTS

The Consultant will present the results to WRR Office located at Kacyiru, Kigali, from time to time to share the progress of activities under this contract and certifying that the works, tasks, assignment have been satisfactorily performed.

 REQUIRED EXPERTISE

The needed expertise: The consultant or the consultant team should have proof of prior experience of at least 5 years of consultancies and show the proof of having performed similar works in the two previous years with references (contacts: emails and phone number) to be consulted if necessary. The consultant or members of the team must have their background in one or all of the following skill sets.

  • Masters’ degree in computer science, information technology, and any related field with experience in developing visual aids/or graphic design. (Some experience with bachelors’ degree May be considered)
  • Knowledge of local administrative structures and DCC in Rwandan context and having developed similar visual training aids with proof is an added value.
  • The consultant must have a good command of English and Kinyarwanda with extensive experience in graphic designing.

The final consultant selection will be made by World Relief Rwanda basing on the presented CVs and considering the technical and financial proposals. The CV of the Team Leader will be presented separately from the ones of the other members of the team.

Evaluation of the technical offer.

The methodology to be used is crucial in technical offer and should be described on 3 pages’ maximum. The following criteria will be followed for technical proposal evaluation.

VAT AND OTHER TAXES: The provider of this consultancy service will be required to comply with all taxes payment to RRA and if the consultant is registered to VAT, s/he will be required to prove to World Relief Rwanda World Relief Rwanda funded program is requested to proceed to RRA the refund of VAT paid in all transactions.

To document the experience gained after mobilizing and piloting a village level disaster management committee.

 SCOPE OF WORK AND EXPECTED OUTPUTS / DELIVERABLES

  1. Documentation of piloted village level disaster management committees in all 5 mentioned districts

FINAL DELIVERABLES

  1. One consolidated document detailing the process and experience gained while piloting the Village level disaster management committee.

TIMEFRAME AND DEADLINES

The consultancy assignment is for a period of 10 days from the day of contract signing and it is likely to start in July 2021

REPORTS

The Consultant will present the documented findings to WRR Office located at Kacyiru, Kigali, after being validated by the local government where VDMC were piloted. The validation process will involve WRR staff.

The needed expertise: The consultant or the consultant team should have proof of prior experience of at least 5 years of consultancies and show the proof of having performed similar works in the two previous years with references (contacts: emails and phone number) to be consulted if necessary. The consultant or members of team must have their background in one or all of the following skill sets.

  • Masters’ degree in social sciences, Human Nutrition, Food Science and Technology, public health, Development studies, or any related field with experience in social protection. (Some experience with bachelors’ degree may be considered)
  • Knowledge of disaster management committee structures in Rwanda; and having extensive proven experience in documentation is an added value.
  • The consultant must have a good command of English and Kinyarwanda with analytical.

The final consultant selection will be made by World Relief Rwanda basing on the presented CVs and considering the technical and financial proposals. The CV of the Team Leader will be presented separately from the ones of the other members of the team.

To this end, World Relief Rwanda (WRR) seeks to engage a consultant to undertake the development of a comprehensive training manual for DCC (in English and translated in Kinyarwanda)

 SCOPE OF WORK AND EXPECTED OUTPUTS / DELIVERABLES

  1. Conduct desk research and analyze all the necessary documents/training modules, training materials to fully understand the ground situation, and existing training material available for DCC training.
  2. Carry out a “Gap” analysis to identify gaps in the trainings being imparted on DCC. Map out the issues and identify the priorities in line with the objectives of this program.  This should include consultations and meetings and key informant interviews with relevant stakeholders (Government, INGOs, CSOs, etc.) working with DCC.
  3. Produce a well-written and comprehensive training needs assessment report based on the above, including recommendations for Post -training evaluation.
  4. Based on this assessment, develop a comprehensive training manual (in English translated to Kinyarwanda) for TOTs and Participants
  5. Share the draft module with key experts including government, UNICEF, FAO, WFP, and WRR for their review and validation; incorporate comments and finalize the manuals. (To be facilitated by WRR)
  6. Assist the WRR program team in organizing and facilitating one Training of Trainers (TOT) workshop using the developed manual.

FINAL DELIVERABLES

  1. One Training Needs Assessment workshop completed and report submitted, the report should include a desk review, situation report, stakeholders, and gap analysis.
  2. Comprehensive and validated training module, with a three – Four days training curriculum for both facilitators and participants submitted to WRR in soft and color print outs (6 copies per each training manual)
  3. One TOT workshop completed and reports submitted, including Pre and post training evaluation/Assessment results.
