Project Background: EDC currently implements 3 projects in Rwanda. USAID Huguka Dukore Akazi Kanoze (HDAK), a project that over the course of five years, has been preparing Rwandan youth workforce to meet the needs of an evolving knowledge-based economy that requires 21st century capabilities. It aims to provide 40,000 vulnerable youth with employability skills by scaling up proven successful interventions across 20 of 30 districts countrywide. USAID Umurimo Kuri Bose (UKB) is a 2-year project that aims to increase employability skills of youth with disabilities in 12 districts, while fostering an enabling environment for youth with disabilities to be able to access and succeed in employment and self-employment. Mastercard Foundation Building Resilience in TVET through E-learning (BRITE) is a 2-year project that will support and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.

Summary

EDC is seeking two M&E Fellows to support the M&E work of three projects, the USAID Huguka Dukore Akazi Kanoze (Get Trained and Do a Work Well Done), USAID Umurimo Kuri Bose (Employment for All) and Mastercard Foundation’s Building Resilience in TVET Through ELearning (BRITE). The M&E Fellow will be responsible for supporting both the M&E Team to ensure accurate and comprehensive data collection and management as well as reporting of results and activities accomplished under each project. One position is open to candidates with social sciences and evaluation background while another is open to candidates with computer science and information technology related background.

The M&E Fellow will be technically supervised by the M&E Specialist. This position will be for six (6) months with possibilities of extension. This position is located in Kigali.

Essential functions include [but are not limited to]

 Support both qualitative and quantitative data collection, handling, and reporting processes following the project’s reporting schedule.

 Support the provision of data quality control/assurance and best practices on collected and used data.

 Support the identification, documentation and dissemination of success stories and lessons learned.

 Support with ongoing updates of the M& E related activities and reporting schedules.

 Provide needed database update.

 Provide feedback on the use of M&E tools/systems.

 Support the preparation of narrative and data reports and their timely submission.

 Conduct data entry as needed.

 Support overall work within the M&E department.

 Work collaboratively with colleagues within the M&E department and across other departments,maintaining a positive work environment.

 Any other activity as assigned by Supervisor.




Qualifications and Requirements

 Bachelor’s degree in economics, statistics, evaluation, mathematics (with major in
statistics), information technology applied to management, computer science or any related
social sciences.

 Strong computer skills, strong working knowledge of Microsoft Office programs and
strong computer programming skills (for candidates with computer science background).

 Excellent verbal and written communication skills.

 Excellent organizational skills and attention to detail.

 Excellent social and people’s skills.

 Fluent in Kinyarwanda and English.

 Strong team-work skills and willingness to learn.

An ideal candidate should:

 Have graduated in less than three (3) years.

 Have experience as volunteer or professional intern.

 Have trained and completed the Akazi Kanoze Work Ready Now!

Benefits

 EDC will offer a monthly stipend not exceeding 200 000 Rwanda Francs (Gross) for meal,
transport and communication throughout the period of the fellowship.

 The M&E Fellow will benefit from different trainings organized by the project including
development monitoring and evaluation, digital data collection and data analysis.

 The M&E Fellow will be given opportunities to use their knowledge, talents and
experiences to learn more about development interventions’ M&E functions and contribute
to life impacting interventions.

 EDC will provide workstation, access to internet and permission to use its facilities within
the limits of its internal policies and procedures.

 At the end of the successful fellowship, EDC will issue a work certificate and
recommendation for future employment.
