TRIAL MANAGER

World Vision is a child-focused Christian humanitarian organization implementing development programmes in 30 Districts of Rwanda. Our interventions in the strategic period of 2021-2025 seek to reach 2 million of the most vulnerable children. This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Trial Manager, joining an established and experienced team. It will be based in Kigali, Rwanda, and reports to the Senior Operations Manager.       


                                                          

Purpose of the position:

The Trial Manager (TM) will be employed directly by World Vision Rwanda, will work under direct supervision of the Senior Operations Manager and will be expected to work fully and exclusively on the Deux Oeufs study. The Deux Oeufs project in Rwanda is a collaborative research study implemented by World Vision with the University of Florida (UF) and University of Rwanda (UR).   The TM will be responsible for the coordination, and oversight of the research study conduct, finances, transportation, logistics, and management of all local partner institutions at the place where the study is implemented (Nyagatare district). The TM will report to the Senior Operations Manager as well as WV Principal Investigator.  They will supervise the Project Facilitator (in charge of managing intervention delivery), and all Nyagatare-based staff necessary for the study, including data collection and intervention staff. The position is fulltime based in Karangazi sector, Nyagatare District. The primary duty location will be in Ndama Health Center and occasionally Karangazi Health Center or other nearby health facilities. Thus, this position will be based at project level where intervention and data collection implementation activities are taking place

  • Project Implementation Management
  • Ensure that the Deux Oeufs Research study is conducted according to approved protocol, ethical approvals, donor guidelines and agreed timeline and budget
  • Establish and implement a team management style that will fulfil the study aims, needs, and outcomes to ensure a successful and timely execution of the Deux Oeufs study and which will be in line with approved protocols, IRBs, and budgets
  • Oversee all study component activities to ensure that all activities are being conducted according to the approved protocol, IRBs, and budgets, with particular emphasis on intervention delivery and data collection activities that comprise the research study.
  • Communicate to WVR Senior Operations Manager, UF PI, WVUS PI, and UR PI, as appropriate, as soon as reasonably possible of any events that can affect the smooth running of research activities
  • By liaising with the research study team, ensure all study approvals, consent forms, and other relevant approvals are up to date
  • Prepare and share weekly workplans and updates ensuring that the workplan is designed in such a way that ensures high standards of data quality, using the team and study resources in the most efficient way
  • Work closely with and supervise the Deux Oeufs Project Facilitator (who is primarily responsible for intervention delivery and logistics)
  • Prepare and share weekly progress report/updates in weekly large team meetings
  • Download survey/case report forms (CRF) data from tablets, successfully upload data to server, and check CRF data completeness once per week
  • Conduct weekly supervision visits (at least 2 teams/week, including health facility-based staff and village-based staff)
  • Assist in the translating/back-translating of CRFs, consent forms and other needed documentation
  • Lead/Assist the training of staff on specific topics and ensure all staff trainings/refresher trainings/certifications are up to date
  • Ensure the confidentiality and security of all information obtained from and about human subjects.
  • Actively represent World Vision Rwanda in relevant community meetings (JADF, open days, day of African Child, Health campaigns etc) and maintain key relationships and partnerships with other local and international NGOs/partners in the operational area
  • In collaboration with other project team members, mentor and build capacity of lead mothers and CHWs on the project related skills
  • Participate in preparation of Deux Oeufs in Rwanda project related quarterly, semi-annual, annual plans and operating reports for WVR, including Monitoring & Evaluation related reports as required
  • Facilitate development and/ review of Deux Oeufs project in Rwanda related strategies and technical approaches in collaboration with the sector field-based staff and ensure the alignment to the NO strategies,
  • Attend/lead meetings as needed including but not limited to: internal management meetings, weekly management meeting with WV/Univ of Rwanda/Univ of Florida, all PIs meeting, all staff meeting, etc.
  • Cover for other team members’ duties when on leave, as pre-agreed with the Senior Operations Manager and PIs.
  • Collaborate with the study team by being a role model, fostering a welcoming, safe, neutral, and professional working environment and promoting good work ethics.
  • Any other duties as assigned in accordance with role and level of responsibility.

Accountability, Financial activities, Learning and Innovation

  • By working closely with the WVR Senior Operations Manager, WVR Technical Advisor, WV PI, HR, Procurement, and Finance teams, ensure the study is conducted in accordance within approved budgets
  • Communicate to WVR Senior Operations Manager,  WVR Technical Advisor, University of Florida and University of Rwanda PIs as soon as reasonably possible of events that can affect the conduct of the study within approved budgets and suggest, where possible, alternative modes of action
  • Liaise with WVR Finance to ensure the correct and timely submission of ERs and invoices
  • Ensure findings and recommendations including audits of the project are acted upon effectively and timely,
  • Participate in the pilot of new innovations and project models and in the publication of research documentation to the respective clients/partners/locations

Other Potential Scientific, academic, and dissemination activities, Monitoring & Evaluation:

  • Participate in design and implementation of baseline, needs assessments, and impact evaluations, as well as monitoring program progress to ensure donor compliance and program quality
  • Participate in development and implementation of the project related systems that will support the organization’s efforts to monitor and evaluate the project
  • Ensure end of projects results are documented and disseminated
  • Review/comment/draft study manuscripts
  • Lead/attend journal clubs
  • Lead and/or assist seminars and workshops with partner institutions in accordance with the direct supervisor
  • Attend meetings and/or conference upon approval of the direct supervisor
  • Assist in the drafting of grant applications

  • Contribute to the mainstreaming of cross-cutting issues in all WVR Health and nutrition projects, in particular the integration of child protection, disability and gender. Ensure focus on Child Well-being outcomes



KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Demonstrated experience in conducting qualitative and/or quantitative research, preferably related to government health and/or nutrition policy implementation in communities in Rwanda
  • Experience in primary data collection (e.g. surveys, focus groups, in-depth interviews) to inform governmental, academic, and/or NGO interventions related to community health, environmental health, nutrition, or related disciplines
  • More than 5 years’ experience in working with community structures, such as community health workers, women umbrellas, youth volunteers, local leaders on health or nutrition related program mobilization, or campaigns to increase community knowledge and utilization of those programs
  • Experience in mobilization of people, especially women and youth, to participate in various government programmes or research studies
  • Experience interfacing between academic and development sectors
  • Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets
  • Experience working with the district organs and/or other partners (Multi-lateral Agencies, private donors) to mobilize community to adhere to different government programs related to nutrition, community health, etc.
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Excellent computer skills, including proficiency in MS Office or another main email system such as Microsoft Outlook)
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
  • Experience in mainstreaming gender, environment, peace-building, disability, child protection and or institutional development.
  • Experience in ethics of research involving human subjects
  • Strong communication skills, with experience working across teams
  • Understanding of basic human subjects research protection regulations, which govern the participation of human subjects
  • Worked/ partnered with international organizations (INGOs, Embassies, UN and government) is an added value

  • Bachelor’s degree with more than 5 years of experience in the following fields: Nursing, Midwifery, public health (with background of nursing/midwifery or related field).
  • Master’s/Post graduate degree in the same fields with more than 3 years’ experience is an added value
  • A valid certificate in research involving human subjects would be an added value
  • Additional credentials or certificates in specific sector-related topics such as maternal, new-born and child health (MNCH) nutrition, C-EmONC, Antenatal care and resource planning would be an added value, etc.

  • Master’s/Post graduate degree with more than 3 years’ experience in the above specified fields is an added value
  • Knowledge of Nyagatare District (especially Karangazi Sector), and MCH practices and norms, including nutrition
  • Ability to observe the ethical principles that provide the framework for human subjects’ research
  • Ability to have a comprehensive and organized system of shared responsibility at an organization to ensure the protection of human subjects participating in research
  • Ability to Inspire, motivate and empower women to fully participate in the transformative and sustainable development focusing on the antenatal care attendance, delivery at health facility and other women’s related programs
  • Experience in mobilization of people especially women and youth to participate in various government programmes
  • Undertaking research, audits and assessments to identify gaps and best practices in promoting gender equality
  • Fluency in Kinyarwanda and English. French is an added value
  • The position holder must be results oriented and manage staff well
  • Experience and skills in networking with other NGOs, government partners, and local community-based organizations.
  • Ability to build effective teams, promote coordination and collaboration

Travel and/or

Work Environment

Requirement

  • This position will be based 100% in Ndama and Karangazi Health Centers in Nyagatare District and surrounding catchment areas, with regular internal travel to Akagera Cluster/ Nyagatare AP office  and NO when required.
  • Office work:  30% (Reporting and meeting)
  • On call:  10% In emergency and disaster situations, the position will be required to be on-call frequently.
  • Work may be required on Saturdays, Sundays, and holidays in accordance with research study protocols and supervision / data collection / intervention requirements
