TERMS OF REFERENCE FOR DESIGN OF “THE STATE OF GENDER EQUALITY IN RWANDA” REPORT, 2nd Edition 

I. BACKGROUND AND JUSTIFICATION  

The Government of Rwanda (GoR) embarked on a development agenda aimed at “transforming Rwanda into an upper middle-income country by 2035 and a high-income country by 2050. Both the Vision 2020 and the forthcoming Vision 2050 highlight Gender and Family Promotion as one of the crosscutting areas.

Within these frameworks, a strong and solid stage for gender equality and women’s empowerment was set for women and men of Rwanda to realize their rights, potentials, aspirations and be full partners and beneficiaries in the Country’s transformational journey. From transition to transformation, it is visible that Gender Equality and the empowerment of women in Rwanda is not a myth but an achievable goal.

In order to track and document progress made, and as per its mandate of being a hub of information and serving as a point of reference for information and documentation on gender equality, the Gender Monitoring Office in partnership with UN women and other stakeholders developed and published the report on the state of gender equality in Rwanda and the 1st edition was published in March 2019.

The report covers gender achievements under three National Strategy for Transformation (NST) pillars (Economic transformation, Social transformation and Transformational governance). It also portrays the gender gaps and strategic recommendations to guide policy makers and all concerned actors to further position and promote gender accountability in all sectors.

In order to keep tracking, documenting and updating gender data across the NST pillars, GMO in Partnership with UN women and other stakeholders are in process of updating the report and the report being updated is anticipated to be shared in the upcoming Common wealth women’s forum (CWF) due to take place from 20th to 21st June 2022.

It is in this context that the UN Women in collaboration with Gender Monitoring Office wishes to recruit an experienced and high caliber graphic designer under individual consultancy terms to undertake an assignment of design the updated report. The report will have to be designed in a very professional, reader- friendly and attractive manner.

II. OBJECTIVE OF THE SERVICE 

The overall Objective of the service is to design the “State of Gender Equality in Rwanda” report in an attractive and reader- friendly manner, with diversified infographics and other illustrations for ease interpretation of report data and information.

1. Duration of the consultancy

The consultancy will be carried out for a period of 10 days from the time of the contract signature by both parties.
