Terms of Reference for consultancy services to provide technical support and maintenance to Gender Management Information System (GMIS)-
Joint Programme “Leveraging the Full Potential of Gender Equality and Women’s Empowerment to achieve Rwanda’s Transformation
1. BACKGROUND AND CONTEXT
The Government of Rwanda recognizes the importance of promoting Gender Equality and Women’s Empowerment both as an end goal as well as an effective pathway for combating poverty and for stimulating sustainable development. To achieve this commitment, the Government of Rwanda has put in place different mechanisms and institutions mandated to ensure the promotion of gender equality and fight gender based violence.
Gender Monitoring Office is mandated to effectively monitor gender mainstreaming and the fight against Gender Based Violence in public, private, civil society and religious institutions to achieve gender equality in Rwanda, and to be an icon observatory for gender equality that promotes accountability for sustainable development in Rwanda. Gender Monitoring Office also serves as a hub of knowledge on gender equality and accountability to inform decision making and national planning.
In line with this mandate and considering the importance of gender statistics/data in evidence based programming, advocacy and decision making, GMO has developed a Gender Management Information System (GMIS) which is a web-based online platform to capture, store and retrieve gender related data in Rwanda for information and reporting purposes. The system contributes to strengthening coordination, data storing, dissemination and feedback amongst members of the Gender Machinery Institutions and other stakeholders.
With the use of the system, it is evident that it shows operationalization technical issues and changes which needs to be fixed on a regular basis to allow its proper usage and access by both internal and external users.
It is in the above framework that Gender Monitoring Office with the support of UN WOMEN is seeking to recruit a company to provide technical support and maintenance of Gender Management Information System.
2. OBJECTIVES OF THE CONSULTANCY
The consultancy has the following specific objectives:
- To fix all technical issues and changes identified in the system that may hamper its proper functioning and use
- To undertake regular maintenance of the system for the current period
- To redesign the public portal to allow access by external users
3. Duration of the consultancy
The consultancy will be carried out for a period of 30 days from the time of the contract signature by both parties.
