JOB DESCRIPTION: SYSTEM ANALYST MSH HSS NEXT PROJECT UNDER HISP RWANDA

Position Overview:

As a System Analyst for the MSH HSS Next project under Health Information Systems Program (HISP) Rwanda, you will be a vital member of the project team responsible for gathering system requirements, coordinating systems design, and contributing to the efficient maintenance and improvement of software systems. Your expertise will play a crucial role in ensuring that the digital solutions developed align with the needs of the beneficiary institutions (Ministry of Health & RSSB) and support streamlined business processes.


Key Responsibilities:

  1. System Requirements Gathering and Definition:
  • Collaborate closely with the Ministry of Health and in-country core teams to elicit, document, and analyse system requirements.
  • Conduct thorough needs assessment, understanding the specific operational challenges and goals of various stakeholders.
  • Translate business requirements into clear and actionable technical specifications.


  1. Systems Design Coordination:
  • Work collaboratively with in-country core teams and software development specialists to design efficient and effective digital solutions.
  • Contribute to the creation of detailed systems design documentation, including data flow diagrams, process maps, and user interface mock-ups.
  1. Software Systems Maintenance:
  • Collaborate with end users and technical teams to identify issues, inefficiencies, and opportunities for enhancement in existing software systems.
  • Utilize problem-solving approaches to tailor solutions that address user needs, streamline processes, and improve system functionality.


  1. Business Process Development:
  • Analyze existing business processes and workflows to identify areas for optimization and improvement.
  • Propose and implement changes to systems and processes that align with project goals and objectives.
  1. Quality Assurance and Testing:
  • Collaborate with testing teams to develop test plans and participate in testing activities to ensure software meets specified requirements.
  • Conduct user acceptance testing and gather feedback from stakeholders to refine system functionality.


  1. Documentation and Reporting:
  • Document system requirements, design decisions, and problem-solving approaches to maintain a comprehensive knowledge base.
  • Provide regular updates to project stakeholders on progress, challenges, and proposed solutions.
  1. Stakeholder Communication:
  • Maintain clear and effective communication with internal project teams, Ministry of Health representatives, and other relevant stakeholders.
  • Ensure that technical concepts are conveyed in a manner understandable to non-technical stakeholders.


  1. Acting as a bridge between the non-technical and technical team
  • Coordinate and successfully communicate the requirements to the development team to clarify the expectations of the MoH end users and other relevant stakeholders.
  • Act as a bridge between the non-technical and technical teams.


Qualifications and Experience:

  • Bachelor’s degree in Computer Science, Information Technology, or related field. Master’s degree preferred.
  • Proven experience (5+ years) as a System Analyst or in a similar role, ideally within healthcare or public health projects.
  • Strong analytical and problem-solving skills with a keen attention to detail.
  • Proficiency in requirements elicitation and documentation.
  • Experience in coordinating systems design and development efforts.
  • Familiarity with software development methodologies and quality assurance processes.
  • Excellent interpersonal and communication skills.
  • Ability to adapt to changing project requirements and priorities.
  • Knowledge of health information systems and electronic health records is advantageous.
  • Fluency in English and Kinyarwanda; knowledge of French a plus.
