Job Description

Reporting: Road Asset Management Senior Engineer reports to the Transport Services & Asset Management Division Manager.
Duties and Responsibilities
The Road Asset Management Senior Engineer is responsible for:
1. Planning, promoting, providing and coordinating, carrying out data collection and analysis for developing road asset system in Rwanda;
2. Manage the flow and population of the road asset Management system and implement the road asset management policy decisions Ensures Road asset management data is consistently collected, stored and analyzed and production of condition reports;
3. Verify and manage system output and generated reports and build the capacity of stakeholders on road asset management use;
4. Provide technical support for local administrative entities on road asset management;
5. Examine of the current state of road asset management practices and ascertain key bottlenecks for better road maintenance and road asset management practices;
6. Oversees development and implementation of Engineering Road asset management strategies and frameworks to meet institution’s objectives, specifically with respect to roads, bridges and culverts, and storm water assets;
7. Participate in the Development of the short- and long-term road infrastructure asset maintenance and rehabilitation strategies to minimize life cycle costs;
8. Leads condition assessment studies for the core assets (roads, bridges and culverts, and storm water assets) including preparing and managing Requests for Proposals (RFPs) for the acquisition of professional services and/or solutions for all Engineering infrastructure as required;
9. Assesses, makes recommendations and oversees implementation of methodologies for tracking data required for asset management planning including evaluating potential software needs – this will include coordination with GIS staff and IT Team and incorporating as-built information into appropriate asset data bases;
10. Work with staff and stakeholders to ensure that road Asset Management Plans and information meets best practice and Implement Asset Management Improvement Plans on a continuous basis;
11. Monitor and report road asset use and coordinate recovery in case of damage;
12. Perform any other duties as may be assigned by a competent authority.




Minimum Qualifications

  • Bachelor’s Degree in Road Engineering and Construction

    3 Years of relevant experience

  • Bachelor’s Degree in Civil Infrastructure Engineering

    3 Years of relevant experience

  • Master’s Degree in Road Engineering and Construction

    1 Year of relevant experience

  • Master’s Degree in Civil Infrastructure Engineering

    1 Year of relevant experience

  • Master’s Degree in Pavement Engineering

    1 Year of relevant experience

  • Master’s Degree in Highway Engineering

    1 Year of relevant experience
