Description

Rwanda Development Organisation was established in 1995 as a non-profit making Organization to support Rwandan meet their basic and secondary needs.

RDO strongly believes that people driven development is sustainable and inclusive in nature and that it is this kind of development that reduces the inequality gap between the rich and poor. We however strive to reduce the gap in between them through empowering communities to build self-sustaining social economic development initiatives that move them away from vulnerability. RDO empower communities with the required expertise and skills needed to identify and priorities their needs in the planning, implementing and monitoring of activities.

For this to happen, RDO raises resources to enable its operation and it can not manage to do this in isolation. We therefore partner with several stakeholders including other Civil Society Organisations, Private Sector, Government, Development Partners, International Non- Governmental Organisations, and other national, regional networks.

It is against this background that RDO seeks to recruit a Resource Mobilization Officer responsible for Resource Mobilization and Business Development.

 The Resource Mobilization officer will report to the RDO Executive Secretary and will lead on the development of high-quality donor proposals, as well as coaching, training and supporting the RDO team in their institutional fundraising strategies and donor engagements.




Key duties and responsibilities

  • Lead the review and implementation of RDO’s Strategic plan, in line with country program needs and institutional funding landscape and opportunities.
  • Pre-Positioning: Identify relevant upcoming funding opportunities, track grant forecasts, identify potential partners; manage pre-solicitation proposal preparations; participate in pre-design meetings; coordinate and facilitate design work-shops; and support field teams to collect relevant data and technical information that informs project design.
  • Proposal Preparation and Coordination: Lead the coordination and development of proposal development to grant submission
  • Post Submission: Manage and or/support post submission and lessons learned processes contributing to shared learning.
  • External Engagement and Networking: Support RDO in external engagement and networking; Identify donors, international and local partners for future opportunities; arrange meetings and calls with donors and partners.
  • Support RDO management team in new donor engagements, providing practical support and facilitate liaison and donor engagement preparedness.
  • Support RDO management Team (where/if needed) in their engagement with current donors and provide tools, coaching and support in donor compliance and handling donor requests.
  • Provide capacity strengthening and support to proposal development.
  • Advise and support RDO management team in strengthening their capacities to handle contractual compliance issues, including project audit and verification requirements
  • Responsible for ensuring that all information relating to proposals, grants and donor compliance is stored and kept up to date on RDO’s information management system.
  • This will be a part-time job that requires the candidate to offer 50% of his/her time for this task.


Qualification

 

Masters in Project management, Resources Mobilization and Partnership, Development Economics, Business Administration or any other related field of study

Experience

  • Minimum of 5 years’ experience working in development, project proposal and/or business development;
  • Experience in proposal and report writing, as well as in managing funds/grants. Training/capacity building in a multi-cultural environment

Skills

  • Keen interest and excitement in business development, willingness to learn;
  • A good understanding of the development partner landscape in Rwanda and being able to generate creative ideas in prepositioning organizations for resource mobilization and donor engagement.
  • Knowledge of managing grants and contractual requirements of institutional donors and ability and willingness to learn this for new donors.
  • Proven planning skills, including ability to set priorities, manage work plans and evaluate progress.
  • Detail-oriented, flexible, and able to handle multiple concurrent tasks
  • Good strategic visioning, critical and strategic thinking, and ability to develop strategic partnerships.
  • Excellent written, oral and presentational communications skills. Computer literacy skills in word, excel and internet/email.
  •  Fluency in English is a requirement as a working language and a knowledge of French language is an advantage.
  • Ability to effectively use software programs such as Microsoft Office Word, Excel, and PowerPoint
