TERMS OF REFERENCE FOR THE RECRUITMENT OF A POOL OF RESEARCH ASSISTANTS FOR THE INSTITUTE OF POLICY ANALYSIS AND RESEARCH- RWANDA (IPAR-RWANDA)
Background
The Institute of Policy Analysis and Research (IPAR –Rwanda) is an indigenous, independent, not-for-profit Rwandan Institution. IPAR seeks to enhance evidence-based policy making by conducting timely, relevant, high quality, policy-oriented analysis and research. It also promotes a culture of debate and dialogue on policy issues in Rwanda.
IPAR-Rwanda’s strategic plan provides (five) 5 thematic areas that the IPAR-Rwanda research team is required to follow and achieve. IPAR-Rwanda plans to continue improving staff welfare to enhance productivity, building necessary skills to create a pool of experts in various in established research thematic areas, providing the required infrastructure in knowledge management; promoting a brand; adopting new technologies and innovations for communication; and strengthening monitoring and evaluation. Thus, to implement this, the management has classified and categorized each research member into his/her thematic theme, which are:
- Economic growth and Transformation
- Environment and Natural Resources
- Agriculture and Rural Development
- Social Development and Gender
- Governance
It is from this background that IPAR-Rwanda is seeking a pool of qualified Research Assistants (RAs) under each of the above themes.
Description of the task
The task of RAs will be to:
- Participate in the training programs to be organized for RAs by IPAR and its partners;
- Participate in pre-testing of questionnaire together with IPAR Team;
- Provide feedback in revising the questionnaire following the pre-testing results;
- Conduct the field survey under the supervision of the IPAR component leader.
- Clean data
- Conduct preliminary data analysis
- Organize appropriate forums for disseminating the analysis/ research information to policy-makers and other stakeholders.
- Any other duties that may be assigned to him/her by the Director of research from time to time.
The RAs will be hired for a period of a period of twelve (12) months with the possibility of extension upon satisfactory performance and will be working when a project/assignment that matches with their areas of expertise becomes available.
Reporting Structure
The RAs will work under the direct supervision of the IPAR component leader, especially the thematic team leader. The team leader will be responsible to monitor the survey and analysis of the work.
Job requirements and competences
- Bachelor’s degree in Economics, Statistic, Political Science, social sciences, environmental studies, land administration and Management, agriculture, public administration or related disciplines; having a master’s degree will be an added advantage
- Experience in data collection and analysis will be an added advantage,
- Knowledge of IPAR’s procedure is a plus
- Sound and current knowledge of Microsoft office,
- Experience with statistical software, especially Stata is a plus
- Fluent in English and Kinyarwanda.
