RMS Ltd is a State-owned company created by the Government of Rwanda with the mandate of managing the end-to-end health supply chain for Rwanda. RMS Ltd provides pharmaceuticals and health commodities towards 5 rights: the right patient, the right drug/dose, the right cost, the right route, and the right time. The vision of RMS Ltd is to ensure quality and timely availability of all health commodities to the public through a cost-efficient, sustainable and effective supply chain. Drugs will be available throughout the country through an economical and financially sustainable supply chain that can meet current and future need and manage increasing complexity RMS Ltd is looking for qualified, dedicated & experienced individuals to fill the following position:

Quantification and Data Visibility Manager: (1)


Tasks and responsibilities

  • Lead the quantification and data management function within RMS and reports to the Head of Procurement and Quantification Department
  • Participate in Data Governance Committee to develop recommendations on critical data issues, e.g., data systems ownership, digitization plans, staffing at RMS Branches level, data SOPs, data KPIs etc
  • Provide oversight on data management unit functions, i.e., data aggregation and analysis, systems change and integration and governance
  • Follow up with Regional Warehouse Manager on data quality at the DP level
  • Establish and maintain policies and standards for end-to-end data governance
  • Monitor performance against the KPIs
  • Support Data Governance Committee in preparation of working documents
  • Solve cross-functional governance issues
  • Report to Head of Procurement and Quantification

Qualification and Skills required:

Bachelor’s Degree in Pharmacy, Master’s degree in Economics, Mathematics, Statistics, and health supply chain management or another related field to specific domain. At least 5 years of relevant working experience in Managerial position with maximum of 35 years old.

Knowledge and technical skills required:

  • High analytical and problem-solving skills;
  • Decision making skills;
  • Excellent communication skills;
  • Very effective organization skills;
  • Team working skills;
  • Computer skills (MS Excel, and other statistics tool);
