- Refugees and returnees in Rwanda have access to adequate and nutritious food at all times.
- Vulnerable populations in food-insecure communities and areas have improved access to adequate and nutritious food all year.
- Children under 5, adolescents and pregnant and nursing women and girls in Rwanda have improved access to nutritious foods and services that enable them to meet their nutrition needs all year.
- Smallholder farmers, especially women, have increased marketable surplus and access to agricultural markets through efficient supply chains by 2030.
- The Government of Rwanda and the humanitarian community is provided with adequate, timely, cost-efficient, and agile supply chain services and expertise necessary to effectively respond to the emergency crisis.
ORGANIZATIONAL CONTEXT
This position is based in WFP Rwanda, Kirehe Field Office and the job holder will work under the direct supervision of the Head of the Field office. The job holder will be expected to demonstrate responsibility and initiative to respond independently to various queries with minimal supervision. This position requires an experienced individual with a degree of judgement in dealing with unforeseen operational problems daily and is expected to manage resources, partnerships, and coordinate staff.
JOB PURPOSE
Within the delegated authority, the Programme Associate will be responsible for providing effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
This is a one-year position with the potential to extend. Under the direct and technical supervision of the Head of the Kirehe Field Office, the programme associate will be responsible for the following key duties:
- Provide technical support and assist in the development and implementation of various activities and processes at the field office level, supporting alignment with WFP programme policies and guidelines.
- Provide specialized project management support to WFP Kirehe field office operations and programmes to ensure that the various activities are implemented within the established targets, WFP policies, and procedures.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g., assistance programmes, food security and vulnerability assessments) and consistency of information presented to WFP and stakeholders.
- Liaise with internal and external counterparts to support effective collaboration and implementation, and monitor WFP-supported WFP-supported activities.
- Coordinate and communicate with local partners, agencies, NGOs, and local government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the staff building of staff under your direct supervision, and cooperating partners’ info WFP-supported meeting WFP-supported activities.
- Act as a point of contact for resolution of a range of operational queries and problems at the field office level.
- Oversee and/or review the work of other staff, providing practical advice and guidance, to contribute to delivering field office objectives to agreed standards and deadlines.
- Represent the field office in various coordination and management meetings, and manage the field office resources and operations in the absence of the head of the field Office.
STANDARD MINIMUM QUALIFICATIONS
Education: University degree in rural development, development studies, Agriculture, Nutrition/Health, other social protection, and resilience-related field.
Experience: At least six years of relevant professional experience in managing/leading teams in the delivery of emergency, food assistance, and livelihood programmes.
Knowledge & Skills:
- Has a proactive attitude, and ability to plan work and prioritize competing activities and ensure their completion.
- Has worked with technical teams (i.e., programme, nutrition, etc.) to implement development or humanitarian projects or programmes.
- Has experience in liaison with government authorities for programme implementation.
- Has a good understanding or experience in food security, monitoring and evaluation systems and standards and reporting findings to the management team, partners, and other stakeholders.
- Has strong interpersonal skills and the ability to deal patiently and tactfully with people of different national and cultural backgrounds and to manage external partnerships.
OTHER SPECIFIC JOB REQUIREMENTS
This position requires an individual with substantial experience in managing emergency operations, refugee operations, and livelihood projects with good communication, and report-writing skills.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has worked/managed technical teams in the delivery of programmes (i.e., food assistance, livelihood, social protection, and nutrition)
- Has at least five years of working experience in managing and coordinating the delivery of humanitarian and livelihood programs, with experience working with partners and extensive skills, in monitoring, data analysis and reporting.
- Has experience working with local communities, participated/assisted with policy discussions, and is willing to work/live in a remote area.
