Job Description
1. Prepare the annual procurement plan
ï‚§ Collect information on tenders to be issued in a given financial year;
ï‚§ Participate in the planning and budgeting process of the institution;
ï‚§ Prepare the procurement plan;
ï‚§ Submit the procurement plan to management for approval;
ï‚§ Submit the procurement plan to RPPA and ensure its publication.
2. Execute procurement plan
ï‚§ Follow up the timely preparation of technical specifications/ToRs;
ï‚§ Prepare tender documents;
ï‚§ Produce tender notices;
ï‚§ Distribute tender documents and receive bidders;
ï‚§ Open and evaluate bids;
ï‚§ Prepare notification letter for bidders and recommend contract awards.
3. Ensure proper contract administration
ï‚§ Organize and participate in contract negotiation;
ï‚§ Provide information/support documents for contract drafting to the staff in charge of legal affairs;
ï‚§ Follow-up contract execution and completion in collaboration with the user department;
ï‚§ Prepare certificates of completion for suppliers;
ï‚§ Serve as secretary to the institution tender committee;
ï‚§ Ensure effective contract related management by end users.
4. Ensure the implementation of procurement laws and regulations.
ï‚§ Produce and submit timely monthly report to RPPA on procurement plan progress;
ï‚§ Produce procurement report as required by a funding institution or donor;
ï‚§ Facilitate procurement audit;
ï‚§ Ensure a proper and safe filling system for procurement information;
ï‚§ Submit periodical reports to the Permanent Secretary;
ï‚§ Ensure compliance to procurement laws and regulations (transparency, integrity and equity etc.).

Bachelor’s Degree in Law with Charted Institute of Procurement and Supply (CIPS)

A transition period for professional certificate requirements in three (3) years starting from 1/7/2022. However, a new entrant without the required professional certification for a given job position shall not eligible, one (1) year before the expiration of transition period.
