Job description
1. Prepare procurement planning;
2. Monitor procurement planning;
3. Monitor contract execution in collaboration with the beneficiary department;
4. Manage files relating to the documentation of the procurement proceedings;
5. Request competent authorities to approve recommendations for the award of tender
6. Provide information and documents to Rwanda Public Procurement Authority
7. Perform any other responsibities provided by regulations on public procurement.
8. Produce monthly, quarterly and annual reports of activities
9. Perform other related duties as required 10. Publish all relevant documents on Procurement Publication System (PPS) and dg market;
11. Conduct bids opening evaluation of bids and recommend tender award;
12. Prepare notification of tender award; 13. Make purchasing order;
14. Verify supporting documents related to invoices
15. Prepare bidding documents;
16. Publish tender notice in news papers and distribute tender documents;
17. Draft the contract of tender award;
18. Receive goods ordered in collaboration with the beneficiary department
19. Participate in environmental hygiene of the hospital
20. Perform any other responsibities provided by regulations on public procurement
21. Produce monthly, quarterly and annual reports of activities
22. Perform other related duties as required
Job profile
A0 in Procurement, Management, Accounting, Law, Public Finance, Economics Key Technical Skills & Knowledge required:
– High Analytical Skills;
– Knowledge of basic business and purchasing practices;
– Excellent Communication Skills;
– Knowledge of state contracting laws, regulations and procedures;
– Knowledge of grades, qualities, supply and price trends of commodities;
– Time Management Skills;
– Decision making Skills;
– Computer Skills;
– Fluency in Kinyarwanda, English and/
