Job Purpose.




The Policy Monitoring & Evaluation Officer will work in conjunction with the overall strategic objective lead to help design, implement, coordinate and manage Policy Implementation, Monitoring and Evaluation. He/she will provide leadership and facilitates the processes that will ensure a well-planned, strategic, coordinated, coherent, and effective policy activities in the Ministry of Health. This position will be required to provide strong leadership based on trust, relationships, shared decision-making, and consensus management and will facilitate a network that enables the equal partnership to focus on broader sector issues as a whole in Rwanda.

In collaboration with the MoH and its Partners, the Policy Monitoring & Evaluation officer will provide strategic guidance in the planning and implementation of Policies development partners’ activities by facilitating planning and coordination in line with Government of Rwanda (GoR) Vision 2035, 2050 and NST1, HSSPIII, Sector standards and accountability.

He/She will act as an interface between Policies partners and relevant GoR institutions to report on and properly address the Policy related needs with all partners, include them in the planning and funding mechanism.

The officer will endeavor to ensure prioritization based on evidence-based actions to enhance an accountable and effective policy planning and implementation.

Responsibilities




  • Set up integration and harmonization of all Policy partners plans to NST1and Sector plans, respecting their respective mandates and program priorities;
  • Establish, advise on and advocate for an appropriate coordination mechanism;
  • Capacity building to MoH for appropriate coordination of all Policies partners, and with all partners, through establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level;
  • Ensuring an appropriate distribution of responsibilities within the Sector policy, with clearly defined responsibilities inside TWGs’ coordination and actions, and for specific issues where necessary;
  • Monitor and report on the complementarity of different programs and actors;
  • Plan and mobilize partnership for adequate response actions to seasonal or area-specific issues as well as prevention and risk reduction concerns;
  • Promote effective links with other sectoral groups;
  • Advise on sectoral coordination mechanisms to be adapted over time and to reflect the capacities and needs at the District level;
  • Determine and recommend on the interests of the Sector for discussions with stakeholders;
  • Plan and prepare coordination with national authorities. This will involve participating to and working with relevant GoR institutions and forums;
  • Advise on resource mobilization strategies and capacity-development;
  • Promote awareness and coordination between the policy Cluster and DPs;
  • Ensure update on the implementation of Policies Cluster resolutions every three months;
  • Undertake capacity mapping and gap identification exercises to develop a capacity-development strategy for the Cluster;
  • Identify the training needs of cluster partners and prepare advocacy tools to GoR, lead-agencies, donors or other stakeholders to meet these needs;
  • Advise on needs assessment, analysis, prioritization and planning;
  • Develop monitoring and evaluation tools; organize joint field missions, and analysis among cluster partners;
  • Participate in joint cross-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
  • Ensure that the Health Sector Policies, strategy and plan is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured.
  • Identify issues and information which (i) should be proactively shared with other clusters, and (ii) should be acquired from other clusters to ensure a more effective action (cross-cluster coordination). Identify potential areas of duplication between clusters so that they can be avoided and identify potential gaps which may fall between clusters in term of Policies so that they can be addressed through the clear assignment of responsibilities.
  • Raise awareness of the Policies and promote the integration of agreed priority cross-cutting issues in cluster/cross-cluster needs assessments, analysis, planning, implementation and monitoring.

Qualifications




    • Master’s degree in Epidemiology, Environmental Health Sciences and Sanitary Engineering, Water & Sanitation Engineering, with 3-year experience, or Bachelor’s degree with 5-year experience in the same domain
    • Demonstrative capacity to identify and monitor Policies imbalances, as well as develop and implement health programs;
    • Have a good understanding and appreciation of Policies and strategies;
    • The candidate should have demonstrated previous capacity in coordination, planning, analysis, advocacy, capacity building, resource mobilization, leadership, strategic prioritization and decision making through a transparent process involving multiple partners and perspectives, application and adherence to existing national and international standards and guidelines, monitoring and reporting.
    • A minimum of 2 years in field-based coordination with local entities (Districts).
    • The ideal candidate should also have demonstrated emotional intelligence, robust networking, shared-leadership experience, teamwork and leadership, and knowledge team building when required and thrive on working in a multi-cultural, fast-paced and fluid environment with minimum guidance.
    • Demonstrated experiences in organizing and conducting training activities is an asset.
    • Proven technical expertise in the area of assessments including survey, monitoring, and coordination;
    • Excellent English and good in French knowledge (written/oral /comprehension) is essential.
    • Kinyarwanda language knowledge would be an asset.
