    What impactful projects are we starting in Rwanda?

    Akros is designing, building, and implementing systems that make a significant health impact in cost-effective ways. Akros, in collaboration with the Rwanda Biomedical Center and The END Fund, is embarking on a two-year project that will improve the quality of neglected tropical disease (NTD) micro-planning in routine deworming programs in Rwanda, in line with the government’s NTD Strategic Plan (2019-2024). Akros is responsible for microplanning, a process to collect, consolidate, and apply data that allows implementers to (1) improve the reach of mass drug administrations (MDAs) through a better understanding of the size and distribution of their target population and its burden of disease, (2) quantify and allocate the material and human resources required for high-quality MDA, and (3) develop an appropriate monitoring framework to guide interventions and assess program performance.




    Position overview:

    We are looking for a skilled, technical program manager who is able to work with our field-based implementation teams, understand the field needs, and translate those to system design and modifications. The PM will establish an in-country presence and close working relationship with Rwanda’s NTD teams, will spearhead coordination with all stakeholders and will maintain a strong understanding of all moving pieces within the project, managing and tracking tasks against timelines. Best candidates will be ready to jump in and work with our technical teams to expand an existing platform for smart ‘spatial intelligence’ data collection and intervention planning. The PM will coordinate with other project stakeholders to ensure that the project is adequately monitored and evaluated, and that all perspectives and experiences are captured and incorporated into learnings for future microplanning package improvement and iteration. The PM will also work with our implementation teams to understand existing country and use case context, and to configure and deploy the existing open-source platform to swiftly meet the client needs.

    Specific Responsibilities

    • Represent Akros to government and implementing partners. Liaise with Neglected Tropical Disease Programs and in-country implementing partners to build capacity for microplanning, facilitate integrations with existing datasets, and guide field protocol training and operational management for health workers who are administering interventions.
    • Engage with national and local (province and district) stakeholders to support the initial needs assessment to understand current micro-planning and intervention protocols and processes, as well as areas for improvement;
    • Work with in-country staff to field verify and map all administrative unit hierarchies, including health facility catchment areas in targeted districts;
    • Engage with national stakeholders to support resource planning based on risk mapping methodologies and targeted intervention areas;
    • Support the implementation and use of data and tools during the district microplanning activities for all targeted districts;
    • Collaborate with Akros technical teams and with software development team(s) through participation on quality assurance and live-fire field tests of the mobile application, forms and web interface, and program manager dashboards.
    • Support the documentation and adaptation of standard operating procedures and protocols for implementation in Rwanda.
    • Conduct in-country data collector training, including training and support for district decision-making protocols in the targeted districts.
    • Work alongside provincial ministries of health and in-country staff and partners to provide in-field support for the duration of the campaign in the targeted districts, according to program protocols.
    • Work with the Rwanda Biomedical Center and stakeholders to identify key champions at national, province, and district level and train and transfer capacity to these local personnel to support the microplanning, data collector training and in-field support activities during the subsequent MDA campaigns.
    • Engage national and local stakeholders in Rwanda to solicit feedback and identify areas for improvement, including the identification of additional tools and processes that could increase efficiency in planning, as well as overall program performance.
    • Document best practices for system configuration, protocol design, and end user training.
    • Actively participate in design team discussions of new product features.

    The appropriate candidate will possess:

    • Bachelor’s Degree or higher in a relevant field, with at least 5 years of strong public health experience.
    • Demonstrated project management skills and experience (stakeholder collaboration; planning; budgeting; implementation; problem-solving; etc.)
    • Technical, field-based implementation experience; experience with neglected tropical diseases and mass drug administrations considered a plus.
    • Previous experience with project and organizational representation to Rwanda Biomedical Center and health officers at provincial and district levels.
    • Demonstrated data system design and data visualization expertise.
    • Experience with spatial intelligence to plan and guide public health programming; past experience using GRID3 data and paper-based maps preferred. Best candidates will also have GIS expertise and use of GIS tools such as qGIS and ArcGIS for spatial epidemiology.
    • Experience with training design and facilitation targeting health workers (both facility and community based); capacity building in the area of health planning, and/or monitoring and evaluation preferred.
    • Ability to learn new topics and settings quickly and turn that learning around to create solutions to problems
    • Technical writing capability
    • Demonstrated ability to operate with minimal instruction in a fast-paced environment
    • Demonstrated ability to productively communicate with remote teams

    Useful skills will also include

    • Data analysis using mainstream statistical packages (Stata preferred)
    • Information system design would be a bonus

    **French speaking would be a bonus

    Term, Location and Payment

    This position will be for a period of 12 – 24 months. Salary will be dependent on experience. This position is located in Kigali, Rwanda.  An estimated 30% field travel is anticipated.

    This position is contingent upon Akros’ successful award of the project.

EEAR’s Mission.

Eglise Evangelique des Amis au Rwanda has worked in different aspects which includes:

Training on conflict resolution and mediation for leaders from Kigeme, Mugombwa camps, and host community, training of trainers, awareness of conflicts that needed the involvement of the population peace choir composes the refugees and the host community ambassadors from Kigeme camps and the host community was initiated where they spread peace messages through songs for fighting against stereotype and prejudice.

The conflict resolution structure that shows to the population where to go when they have conflicts in the Kigeme camp was strengthened. Conflict resolution and mediation module that is used during EEAR trainings. In Mugombwa, the mediation center was built as a safe place for trainings and mediation sessions for refugees and people from the host community. Peace ambassadors were selected as key persons to mediate conflicts and to train other leaders in Kigeme,  Mugombwa, and host communities. The peace dialogue platform was initiated by EEAR in Kigeme and Mugombwa, where leaders from camps and host communities come together to identify different conflicts between two communities and find solutions together. Every year, the international peace day celebration is organized by EEAR THROUGH Peace Ambassadors. EEAR has the Digital library known as Ideas Box in Mugombwa camp where youth and adults are using the knowledge they gain for building peace and solving conflicts in non-violence ways in camps and host community.




The EEAR will perform the following responsibilities and tasks:

Responsibilities:

  • Support quality implementation, monitoring, and evaluation of established conflict resolution, mediation, and dialogue mechanisms in Kigeme and Mugombwa refugee camps and host communities.
  • Capacity development for EEAR trained facilitators in conflict resolution techniques and mediation
  • Network with key actors and experts in conflicts resolution and mediation
  • Knowledge management of EEAR experience and expertise in conflict resolution and mediation
  • Ensure the maintenance and safety of EEAR training and mediation centre

Tasks

  • Develop EEAR annual action plan with its corresponding budget
  • Monitor and evaluate trainings organized by EEAR trained facilitators and adjust training modules accordingly.
  • Organize and follow up on peace activities with leaders in the field
  • Coordinate and supervise different dialogue with key persons working with EEAR in camps and host community.
  • Report EEAR activities in camps and host communities
  • Supervise and coach selected trainers while conducting trainings on conflict resolution and mediation.
  • Supervise and coaching of peace ambassadors on mediation and conflicts resolution mechanisms
  • Update conflict resolution module
  • Update regularly the list of peace ambassadors and continue to initiate new ones
  • Attend different meetings related to peace work

 Required qualifications

Qualifications and professional experience

  • Masters degree in Social Science, Pedagogy, Peace Studies
  • Proven knowledge of methods of conflicts resolution and transformation including mediation
  • Proven knowledge of monitoring the impact of peace work
  • At least five (5) years of professional experience in participatory training facilitation
  • At least (2) years of experience in project management
  • At least (3) years experience as a trainer of peacebuilding methods, with a focus on community mediators.

Other knowledge, additional competences

Fluent written and oral knowledge of Kinyarwanda, French, and English, knowledge of Kiswahili would be an asset!

  • Ability to operate Microsoft word, excel, and PowerPoint
  • Knowledge of experience in planning, monitoring, and evaluation of capacity development activities

About NIGINTERN Program

National Institute of Genetics (NIG)Department of Genetics, SOKENDAI offers a research internship program for undergraduate and postgraduate students who wish to gain research experience in genetics and related fields in life sciences. Intern students will conduct independent research under the mentorship of a host investigator at NIG.

Our program includes training on scientific research, scientific communication, and lab visits to discuss with individual principal investigators. At the end of the program, participants will give a presentation on their experience as the “NIGINTERN Reports Symposium”. NIG will issue a certificate to those who have successfully completed the program. Interns can also participate in various activities such as graduate program lectures, journal clubs, and seminars by outstanding researchers from inside and outside of NIG. Japanese language classes are also available.

Who can apply?

Applicants must be interested in life sciences and be in the prefinal-year at the time of application, i.e. in the 3rd year of a 4-year bachelor program, in the 2nd year of a 3-year bachelor program, in the 4th year of a 5-year program, in the 1st year of a 2-year master program, or in the 5th year of a 6-year program. Students who are interested in enrolling in our PhD program at NIG are encouraged to apply.

Background

The COVID-19 pandemic has been global since early 2020.  While a vaccine is anticipated in 2021, the global pandemic will continue for the foreseeable future.  UNICEF has been providing WASH support to the government’s infection prevention and control (IPC) efforts for EVD preparedness starting in 2018 and quickly adapted to support COVID response and prep in 2020. To continue WASH/IPC technical support in 2021, in line with the National COVID-19 Response and Preparedness Plan, UNICEF will support the Ministry of Health (MOH) by providing an expert WASH/IPC consultant.




Justification

The Ministry of Health leads the IPC Pillar of the Rwanda COVID response and preparedness efforts.  From September 2018 to October 2020, UNICEF provided a full time WASH/IPC expert to the Ministry to bolster capacity to manage the efforts. This consultancy will continue to augment MOH capacity on WASH/IPC to enable successful efforts to continue.

The WASH/IPC Consultant will represent the MOH Environmental Health Specialist, who leads IPC for the Ministry, in the COVID-19 Command Center. The consultant will work closely with MOH Environmental Health and UNICEF WASH colleagues to provide technical knowledge in ensuring adequate WASH services and practices to enable COVID-19 IPC including assessment, design, planning, implementation, monitoring and quality assurance. As feasible, all efforts in health facilities will be to strengthen overall WASH/IPC and Standard Precautions – which serves as the foundation of public health outbreak management. The consultant will also contribute to design and implementation of the RCCE interventions with focus on hygiene and sanitation promotion, Under the overall coordination of the Risk Communication and Community pillar of the national COVID-19 response.

Work Assignment

Under the direct supervision of the Environmental Health Specialist, the contractor will be contributing to project assessment, design, planning, implementation, monitoring and quality assurance of WASH/IPC activities in health facilities, schools and communities as well as contributing to reporting, including teamwork and capacity building of national and district counterparts.

Expected Deliverables:     

•Provide technical support to the MOH Rwanda at the National, Provincial and District levels in the planning, development and implementation stages of the WASH / IPC projects.

•Develop WASH / IPC guidance and SOPs related to COVID-19 and any other infectious virus including healthcare Associated Infections (HAIs)

•Develop and review of IPC training materials for identified target group.

•Support the MOH and RBC in decontamination activities of any COVID-19 contaminated objects and places (public and private) such as health facilities, schools, markets, worship places, households, … communities.

•Provide technical inputs and quality assurance to the rehabilitation/installation of water supply systems and permanent hand washing infrastructures in selected healthcare facilities and educational establishments countrywide.

•Represent the Environmental Health Specialist and participate with UNICEF and other partners in the development of WASH / IPC methodologies and identification of new approaches for improving IPC delivery measures, with emphasis on advocacy and social mobilization;

•Plan, organize and conduct WASH/IPC training and orientation activities for public and private health and no-health care staff, for the purpose of capacity building at the central, provincial and district levels, on IPC practices;

•Participate in establishing effective information and reporting systems;

•Under coordination of the COVID-19 response RCCE pillar contribute to the development of communication strategies and materials to support advocacy and community engagement interventions with focus on hygiene promotion. s.

•Contribute to WASH / IPC programme related M&E activities to track progress and evaluate results as well as working on methodology for baseline studies, monitoring tools, technical assessments for WASH infrastructures and hygiene practices at health facilities, schools and community levels;

•Undertakes field visits, and surveys in order to monitor and evaluate WASH / IPC activities, identifying problems and proposes remedial actions as well as alternative courses of action, to accelerate/improve project delivery.

•Coordinates with Operations / Supply staff on supply and non- supply assistance activities.

•Support IPC related policy and strategies development and review;

•Report on IPC interventions progress on monthly basis and a consolidated one each quarter.

General Conditions: Procedures & Logistics:

The contractor will work in primarily in the National COVID-19 Command Center and also other locations in Rwanda requested by MOH. If MOH or UNICEF request the contractor to travel outside of Kigali City, UNICEF will provide transportation and per diem at government rates.

The contractor will be supervised by the Environmental Health Specialist on a daily basis and in close coordination and overall supervision by the UNICEF WASH Specialist.

The contractor will use her/his own computer. The contractor will be paid an agreed monthly fee including communication costs. The monthly payment will be subject to approval of a monthly report by the MoH authorized person and UNICEF.




Evaluation Criteria:

The Technical proposal is weighted at 70% and 30% for the Financial proposal. Only candidates passing the technical evaluation will be invited to submit a financial proposal.

Background and purpose

UNICEF is working with the Government of Rwanda to implement the Country Programme 2018-2023. The overall aim of the Country Programme is to accelerate progress towards the realization of all rights of all children.

The programme of cooperation seeks to achieve sustainable results for children at various stages of the life cycle, and is focused on selected outcomes related to health, education, early childhood development, nutrition, water and sanitation and child protection.

Special emphasis in both development and humanitarian contexts is put on applying Communication for Development (C4D) as a strategy to effectively promote social and behavioural change among caregivers and other immediate duty-bearers and address harmful social norms. This strategy contributes to reducing barriers to the equitable realization of children’s rights in family and community settings in a more sustainable and efficient manner.




The National Child Development Agency (NCDA) is one of the key partners of UNICEF. Currently, NCDA in coordination with multiple partners and stakeholders is implementing the National Social and Behaviour Change Communication (SBCC) Strategy for Integrated ECD, Nutrition and WASH (2018-2024), with the overarching aim of reducing the level of stunting among children below the age of five.

The purpose of the proposed assignment is to further strengthen the strategic C4D capacity of NCDA in support of the National SBCC Strategy implementation.

Justification

Ever growing scope and complexity of social and behaviour change interventions for Integrated ECD, Nutrition and WASH undertaken by NCDA with support from UNICEF Rwanda and other partners as well as additional challenges posed by the COVID-19 pandemic require additional capacities with specialized communication skills and knowledge, to ensure timely implementation, monitoring and quality assurance of the comprehensive SBCC interventions.

Therefore, UNICEF seeks services of National Individual Contractor who will contribute to strengthening the strategic C4D interventions in support of the National SBCC Strategy implementation led by NCDA.

Objectives

The National Contractor under the supervision of the Director General of NCDA, and guidance of UNICEF C4D Specialist will work closely with the NCDA and UNICEF teams to enhance social and behaviour change communication, social mobilization and advocacy activities for Integrated ECD, Nutrition and WASH

Key expected results:

• Support provided to NCDA and UNICEF in coordination, implementation and monitoring of the communication, advocacy social mobilization and community engagement interventions for Integrated ECD, Nutrition and WASH, including in the context of COVID-19 response.

• Support provided to NCDA and UNICEF in coordination, maintenance and further strengthening partnerships with all relevant stakeholders, including government entities, international organizations, civil society and private sector in support of the implementation of the National SBCC Strategy for Integrated ECD, Nutrition and WASH.

• Support provided to ensure that the key joint communication interventions in support of Integrated ECD, Nutrition and WASH SBC communications agreed in the work-plan between NCDA and UNICEF for the period of 2020-2021 are rolled out as per set timelines, the progress is regularly monitored and possible implementation challenges are identified and addressed in a timely manner.

• Support provided to NCDA and UNICEF to ensure that culturally relevant and attractive social and behaviour change communication materials are designed, pre-tested, produced and disseminated timely, meeting quality standards.

The expected deliverables and timelines:

1. Inception report with the detailed timelines, methodology, work-plan, including the M&E component for ensuring quality deliverables submitted and endorsed by NCDA and UNICEF.  Quarter 1, 2021

2 . The stocktaking report on the National Integrated ECD, Nutrition and WASH Campaign with clear recommendations on way forward in 2020-2021 on: 1. Campaign materials finalization and dissemination; and 2. Action plan for social mobilization component implementation in the context of COVID-19 submitted and endorsed by NCDA and UNICEF.               Quarter 1, 2021

3. The Care for Caregivers Framework and COVID-19 prevention materials for ECD caregivers designed and disseminated.              Quarter 1, 2021

4 . Social mobilization and community engagement component of the National Integrated ECD, Nutrition and WASH Campaign is supported and monitored.         Quarter 2, 2021

5 . Support provided in informing the content of the Itetero and Urunana radio programmes with the key messages of the Integrated ECD, Nutrition and WASH Campaign.                Quarter 2, 2021

6 . Support provided in adapting and contextualizing the ‘Care for Caregivers’ ECD framework for frontline workers and parents/caregivers in the context of COVID-19 pandemic.        Quarter 2, 2021

7. Culturally relevant and attractive behaviour change communication materials on Integrated ECD, Nutrition and WASH are designed, pre-tested and disseminated.          Quarter 2, 2021

8. Support provided to enhance advocacy with the private sector around the issues of the Integrated ECD, Nutrition and WASH services.              Quarter 3, 2021

9. Support provided in rigorous documentation and publicizing the successes around the implementation of the National SBCC Strategy for Integrated ECD, Nutirion and WASH.       Quarter 3, 2021

10. Support provided in systematic review and assessment of the progress of the implementation of the National SBCC Strategy for the Integrated ECD, Nutrition and WASH and recommendations to address challenges and further enhance implementation are provided.    Quarter 4, 2021

11. Implementation of the National Integrated ECD, Nutrition and WASH Campaign supported, and quality assured with all relevant stakeholders onboard.  Quarter 4, 2021

12. Final detailed implementation report with the recommendations on way forward submitted and endorsed by NCDA and UNICEF. Quarter 4, 2021




Payment schedule

The Contractor will be paid by UNICEF on a monthly upon submission of invoice and progress report on each deliverable, against the table of agreed deliverables, subject to certification by the direct and secondary supervisors.

Evaluation Criteria

The technical proposal (described in How to apply section for the ) is weighted at 70% and 30% will be allocated to the Financial proposal.

Please note that the final remuneration will be negotiated by HR.

General conditions

  • The assignment is office-based in Kigali. The Contractor will use her/his own computer and mobile phone. The office space, internet connection and other relevant materials for the assignment will be provided by NCDA.
  • The assignment may involve travel to different locations within Rwanda. NCDA shall provide the transport for the Contractor to attend meetings within Kigali as well as for field visits and the Contractor will be reimbursed the living allowances in the field based on the applicable Government.
  • All necessary readings, documents, guidelines and forms will be provided by NCDA.
  • All materials developed will remain the copyright of NCDA and UNICEF.
  • The Contractor is not considered a staff member. Notwithstanding this status, she/he will observe all applicable rules, regulations, instructions and procedures and directives of NCDA and UNICEF.
  • The Contractor will respect the impartiality and independence required of UNICEF and will not seek or accept instructions regarding the services performed under the contract from any Government agency, except NCDA, or from any authority external to UNICEF.
  • Unless otherwise authorized by NCDA and UNICEF, the Contractor may not communicate at any time to the media or to any institution, person, Government, except NCDA, or any external source any information, which has become known to her/him. She/he may not use any such information without the written authorization, and such information may never be used for personal gain. These obligations do not lapse after the end of the assignment.
  • UNICEF and NCDA accept no responsibility for the medical insurance of the Contractor or costs arising from accidents and illness incurred during the assignment, including while on duty travel. The Contractor must demonstrate proof of medical insurance prior to the beginning of the assignment.
  • The Contractor will not have supervisory responsibility within UNICEF and/or NCDA, nor responsibilities on UNICEF and/or NCDA budget and other resources.
  • Under the assignment contract, a month is defined as 22 working days, and fees are prorated accordingly. Contractors are not paid for weekends or public holidays.
  • The Individual Contractor will receive Paid Time Off (PTO) credit at the rate of one- and one-half days (1.5 days) for each full month (22 Working days) of service, to be credited on the last calendar day of the month, and up to 17 days for a maximum of 11.5 months contract
  • Contractors are not entitled to payment of overtime. All remuneration must be within the contract agreement.

Project Background: EDC currently implements 3 projects in Rwanda. USAID Huguka Dukore Akazi Kanoze (HDAK), a project that over the course of five years, has been preparing Rwandan youth workforce to meet the needs of an evolving knowledge-based economy that requires 21st century capabilities. It aims to provide 40,000 vulnerable youth with employability skills by scaling up proven successful interventions across 20 of 30 districts countrywide. USAID Umurimo Kuri Bose (UKB) is a 2-year project that aims to increase employability skills of youth with disabilities in 12 districts, while fostering an enabling environment for youth with disabilities to be able to access and succeed in employment and self-employment. Mastercard Foundation Building Resilience in TVET through E-learning (BRITE) is a 2-year project that will support and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.

Summary

EDC is seeking two M&E Fellows to support the M&E work of three projects, the USAID Huguka Dukore Akazi Kanoze (Get Trained and Do a Work Well Done), USAID Umurimo Kuri Bose (Employment for All) and Mastercard Foundation’s Building Resilience in TVET Through ELearning (BRITE). The M&E Fellow will be responsible for supporting both the M&E Team to ensure accurate and comprehensive data collection and management as well as reporting of results and activities accomplished under each project. One position is open to candidates with social sciences and evaluation background while another is open to candidates with computer science and information technology related background.

The M&E Fellow will be technically supervised by the M&E Specialist. This position will be for six (6) months with possibilities of extension. This position is located in Kigali.

About the Program

The student will be primarily based at the University of South Australia, Future Industries Institute (FII). Also, they will work regularly at the Commonwealth Scientific and Industrial Research Organization (CSIRO) throughout the project. Additionally, the FII and CSIRO provide world-class research facilities including a plasma research laboratory. They are equipped with a range of plasma sources and plasma diagnostics, and PC2 laboratories including cell culture suites and a range of molecular biology and histology facilities, and high-resolution microscopy.

Eligibility for Fully Funded University of Australia Scholarships

In order to undertake this project successfully, the student will need to have a strong background in mammalian and bacteria cell culture techniques and molecular biology.

Also, applicants must meet the entry criteria for the award of a Doctor of Philosophy at the University of South Australia.

About the Role:

The Child Protection Senior Specialist is an important member of the PDQ team for the Rwanda and Burundi Country Office. Under the general direction and guidance of the Programme Development and Quality Manager, the Child Protection Senior Specialist will ensure that all child protection interventions are of a high technical quality and attract significant donor funding which contribute to Save the Children’s strategic objectives; that monitoring processes are in place, and that programme quality and relevance is continually assessed and solutions quickly put in place to reflect changing contexts. This specialist has an important role advising the National Commission for Children and will spend significant time working directly with this office, including possibly being based on a part-time, short-term basis.




Senior Child Protection Specialist is expected to help build a high performing Child Protection team, conducting trainings and providing technical advice and support to project staff, with frequent visits to the field to support high quality programme implementation and ensure programming objectives are successfully achieved. This position is expected to support impact and change, particularly in coordinating relationships with relevant ministries and coordination platforms. This position is responsible for identifying and pursuing, with guidance from the Country Office Senior Management Team, new/relevant CP opportunities and supporting the development of all new funding opportunities in CP. This individual will also be responsible for reviewing all CP donor and member reporting and ensuring quality of reporting.




Qualifications and experience
• A Child Protection professional with a Master’s degree in child protection, governance, law, social work or relevant field, or equivalent management experience;
• Significant professional experience of at least 7 years, including experience working at a senior management or technical level in CRG for NGOs
• Excellent understanding of the CP sector, particularly issues related to child labour, violence against children, monitoring and reporting child rights
• Clear understanding of the intersection of CP with other thematic areas
• Proven representation skills.
• Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches.
• Experience writing donor funding proposals
• Ability to compile narrative sections and thematic budgets for proposals; ability to edit/write narrative reports, with reference to financial reporting

About the Role:

Role Purpose:

The Project Coordinator is accountable for providing management and oversight of the implementation of a European Union (EU) funded project named “Improved Child Rights Governance Project” that aims to support Rwandan Civil Society Organisations (CSOs), media and citizens including young people in promoting State’s accountability for inclusive, responsive and transparent budget allocations. The Project is implemented in partnership with a local Non-Governmental Organisation, Children’s Voice Today (CVT) and will work closely with the Ministry of Finance and Economic Planning (MINECOFIN), civil society actors, media, citizens and young people/children.

The project will also strengthen the capacity of CSOs, children’s groups and citizens to engage and work with the Government of Rwanda on public financial investments and budget related discussions, especially those related to the realisation of children’s rights. This will be done in three stages:

1) By working with MINECOFIN to develop an open budget portal which will be established and accommodated on MINECOFIN’s website through a participatory and consultative process with citizens, including children, and CSOs to disseminate public budget data. The Open Budget Portal will allow citizens including young people and different stakeholders to easily navigate and understand key allocations and actual spending in specific sectors of their interests and by administrative settings (central or districts).

2) By raising public awareness of the open budget portal and ensuring that children, male and female citizens and CSOs are able to access and analyse the data; and

3) By supporting children, male and female citizens and CSOs to actively engage the Government of Rwanda through advocacy and public dialogue in relation to public investments at national and local levels.

In the event of a major humanitarian emergency, the role holder might work outside the normal job description and be able to vary working hours accordingly.

Qualifications and experience
