Position within the Organization – Office Driver

The Office Driver is a member of the Global Operations Unit which encompasses Finance, IT, Administration, Legal, Internal Audit, and HR.

Under regular supervision from the Administration Assistant, the Office Driver is responsible for providing transportation support to staff and any visiting partners in Kigali Office.

Purpose and General Overview

Under the supervision of the Administrative Assistant, the driver will provide effective transport facilitation to IP Rwanda staff to attain the objectives of the programme. The role will involve driving over relatively short distances during regular working hours and extended trips requiring flexibility. The role will also cover messenger, vehicle safety and security, and office backup support if needed.

Duties and responsibilities

Vehicle Management and Transport Conditions

  • Drive IP Rwanda vehicle(s) as requested with due regard to time schedules, apply knowledge of driving regulations, safety requirements, traffic conditions, and most desirable routes to maintain travel time whilst ensuring that all rules, regulations, and local requirements are adhered to.
  • In an event of involvement in an accident, take security precautions for the safety and security of the driver, on-board passengers, the vehicle, and other contents that may be in the vehicle.

Specific Duties

While adhering to safe driving conditions, perform the following duties:

  • Day-to-day maintenance and cleaning of the assigned vehicle, check fuel levels, oil, water battery, brakes, signal lights, tires before starting off the journey. Make minor repairs and adjustments (For example, punctures, wiper blades, spark plugs, etc).
  • Transport IP Rwanda visitors, office staff, and any other person on IP Rwanda business mission in safe and timely manner between designated locations as may be assigned by IP Rwanda.
  • Record mileage and expenses incurred during driving duties and report to appropriate IP Rwanda personnel as required.
  • Keep an accurate logbook for all transport assignments.
  • Arrange for vehicle care and maintenance based on service manual requirements and daily transportation schedule.
  • Keep record of vehicle service records to track costs and maintenance of vehicles as well as justify replacement of the vehicle and/or parts at the appropriate times.
  • Make regular deliveries of parcels, documents, between the office, collection locations, and destinations as may be assigned by IP Rwanda.
  • Follow all health and safety regulations.
  • Provide any messenger support including assistance in doing local shopping as and when necessary;

Qualifications:

  • High school certificate or diploma considered an asset
  • Valid Rwanda driving License of class B category
  • Proficiency in Kinyarwanda and English. Knowledge of French language is an addition.

Experience

  • A minimum of 5 years’ relevant experience working in a fast-paced environment within Rwanda.
  • Able to provide written references from previous employers
  • Accident-free Driving certification if applicable
  • Security clearance certificate of good conduct

Job special conditions

  • IP Rwanda driver will be required to spend some nights out of Kigali.

CHAI Vaccines Program:

Immunization is one of the most successful public health interventions in history. Since 2010, the Clinton Health Access Initiative (CHAI) has worked to save lives and reduce the burden from vaccine preventable diseases by improving access to immunization services in resource-limited settings by strengthening national immunization programs.

The coronavirus disease 2019 (COVID-19) caused by severe acute respiratory syndrome coronavirus 2 (SARS CoV 2) was declared a pandemic by the World Health Organization (WHO) in March 2020 and partners have been working together globally and at country level to mitigate the spread and the impact of the disease on health systems, economies, and population wellbeing. Although Rwanda has been able to successfully contain the spread of the virus through the implementation of its COVID-19 preparedness and response plan with the support of partners including CHAI, significant risks remain as cases and deaths continue to rise globally. However, vaccines have been identified as the most promising sustainable solution to control the pandemic.

Rwanda has demonstrated its commitment to the introduction of vaccines for COVID-19 by joining the COVAX facility, the vaccines pillar of the ACT Accelerator. The ACT Accelerator is a global collaboration to accelerate the development, production, and equitable access to COVID-19 diagnostics, therapeutics, and vaccines. As a key partner of the Rwandan Ministry of Health (MoH) and the Rwanda Biomedical Centre (RBC) since 2004, CHAI is supporting the Expanded Program on Immunization (EPI) under the Rwanda Biomedical Center (RBC) the implementing arm on the Ministry of Health, to plan and implement the introduction of approved COVID-19 vaccines to reach prioritized beneficiaries rapidly and effectively.

Position Overview:

 CHAI seeks a highly motivated action-oriented individual with sound analytical and interpersonal skills to be employed as Analyst, Vaccines Program. S/he must be able to function independently and flexibly as well as build strong relationships with government officials and partners. Additionally, the successful candidate must be able live up to the CHAI values of humility, urgency, resourcefulness, flexibility, and work ethic. The Analyst will work on the CHAI Rwanda vaccines program to support relevant institutions of government to achieve national COVID-19 vaccine introduction objectives. The initial programmatic areas of support include planning and budgeting; prioritization, targeting & surveillance; training and supervision, and strengthening of monitoring and evaluation systems. The Analyst, Vaccines Program will be based in Kigali, Rwanda but with some domestic travels.

Responsibilities:

The responsibilities of the Analyst, Vaccines Program will include the following:

  • Provide technical support to the EPI team in the planning and implementation of activities for the successful introduction of COVID-19 Vaccines in Rwanda
  • In liaison with relevant RBC teams, conduct detailed analytics, for example, to estimate and map target populations that will be prioritized for access to vaccines
  • Support the finalization of budgeted micro-plans for vaccination including plans for components such as demand generation, risk communications, and safety surveillance
  • Support the development of a training plan for COVID-19 vaccine introduction that includes key groups of participants, content topic areas, key training partners, and training methods (in-person or virtual).
  • Assist in the organization and roll out of virtual and/or in person trainings as outlined in the training plan
  • Assist in the planning and execution of the production and distribution of monitoring tools to eligible vaccination providers and/or the development, testing, and roll-out of any changes to electronic systems
  • Support the planning and organization of training activities for use of monitoring and evaluation tools and processes
  • Attend meetings related to COVID-19 Vaccines on behalf of CHAI and prepare and submit meeting minutes and resolutions.
  • Perform any other duties as assigned by the Country Director.

Qualifications:

  • Minimum of three years of relevant work experience.
  • A Bachelor’s degree in Medicine, Statistics, Nursing, Public Health, Social Science, or other related disciplines.
  • Strong analytical and quantitative skills, including high proficiency in MS Excel.
  • Experience supporting planning, organizing, coordinating, and reporting on capacity building activities
  • Strong interpersonal skills and demonstrated ability to work effectively with a range of stakeholders.

 In January 2021, Rwanda Polytechnic signed a Memorandum of Understanding (MoU) with Kilimo Trust to collaborate on the implementation of a project titled: Rural Youth Employment Support (R-YES) Project to create employment opportunities for youth in Rwanda through Integrated Agribusiness Hub.

R-YES is a 5-year project (2020-2024) implemented in Rwanda by a consortium led by Kilimo Trust with funding from the International Fund for Agricultural Development (IFAD) and the German Federal Ministry for Economic Cooperation and Development (BMZ). R-YES project is part of a larger IFAD program that focuses on the creation of employment opportunities for rural youth in Africa through support to integrated agribusiness hubs.

The project targets to create new opportunities for youth in agribusiness as wage earners or commercial providers of services. R-YES interventions include vocational training, incubation, internships, apprenticeship, work-based learning, and business development for increased business acumen and enhanced market access.

To support Rwanda Polytechnic and R-YES project team to mobilize and engage selected Integrated Polytechnic Regional Colleges (IPRCs), TVETs, incubation centers, agribusiness companies, and other relevant stakeholders to build technical and entrepreneurial capacities of rural youth for wage and self-employment.

Responsibilities:

1)      Identify and recommend required upgrades/improvements at selected Rwanda Polytechnic (RP) training centers (IPRCs /TVETs) to enable them to provide required training in agribusiness.

2)      Support in the development, review, and certification of developed /revised curriculums.

3)      Support youth recruitment and enrollment process in partnership with selected RP colleges and other R-YES partners.

4)      Support selected RP colleges to train engaged youth and build their technical and entrepreneurial capacities for wage and self-employment.

5)      Coordinate capacity-building activities at selected RP colleges including assessing the availability of classrooms and other required facilities.

6)      Coordinate activities related to graduation and certificates award for R-YES project graduates.

7)      Recommend youth with innovative/ promising agribusiness ideas to be supported under the R-YES agribusiness starter pack.

8)      Participate in post hub support and monitoring activities for youth graduates from their localities.

9)      Work with the R-YES project team to link youth to the larger farming community (agribusiness companies, farmers, providers of business development services, relevant Government agencies, providers of digital solutions, etc) for an internship, apprenticeship, and work-based learning and employment opportunities.

10)   Support the project team in preparation of quarterly and annual plans and reports to be submitted to the donor.

Educational Qualifications and Experience Required:

a)      Minimum a university degree in Agribusiness, Business studies, Development Economics, Agriculture, Food Science, or relevant qualification,

b)      At least three (3) years of experience in performing similar tasks.

c)       Demonstrated experience in public and private stakeholder engagement.

d)      Demonstrated experience in product development and nurturing of new enterprises.

e)      Understanding of quality management systems is an added advantage.

f)       Demonstrated experience in implementing rural agricultural and youth development projects.

g)      Previous experience supporting or operating in technical training colleges or incubation centers is an added advantage.

h)      Demonstrated ability to collaborate, willingness to innovate, and ability to think systematically.

i)        Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines.

j)        Advanced oral and written communication skills in English, French, and Kinyarwanda.

k)      Ability to take on assignments that require travel to field locations

Scholarships Opening Soon: Joint Japan/World Bank Graduate for developing countries 2021-2022

The Joint Japan/World Bank Graduate Scholarship Program (JJ/WBGSP) is open to citizens of certain developing countries with relevant professional experience and a history of supporting their countries’ development efforts who are applying to a master degree program in a development-related topic.

Subject to available funding, JJWBGSP offers scholarships for 48 Participating Programs at universities in U.S., Europe, Africa, Oceania and Japan in key areas of development, including economic policy management, tax policy, and infrastructure management. Please note that if you are not admitted to one of these 48 programs, you are not eligible to apply for a JJWBGSP Scholarship in 2021.

The 2021 Application Period will open on March 22, 2021 and close on May 21, 2021 for developing country nationals.

After earning their degree, developing country scholars commit to return to their home country to use their new skills and contribute to their countries’ social and economic development.

A JJWBGSP scholarship provides tuition, a monthly living stipend, round-trip airfare, health insurance, and travel allowance. View a detailed list of benefits.

Who is Eligible to Apply?

Details on Eligibility Criteria for each call for applications are provided in that call’s Application Guidelines, and these detailed eligibility criteria are strictly adhered to. No exceptions are made.

Broadly speaking, Developing Country nationals must:

  • Be a national of a World Bank member developing country on this list;
  • Not hold dual citizenship of any developed country;
  • Be in good health;
  • Hold a Bachelor’s (or equivalent) degree earned at least 3 years prior to the Application Deadline date;
  • Have 3 years or more of recent development-related work experience after earning a Bachelor’s (or equivalent) degree;
  • Be employed in development-related work in a paid full- time position at the time of submitting the scholarship application. Have at least 3 years of paid development-related employment since earning a Bachelor’s degree (or equivalent university degree) and acquired within the past 6 years from the date of the Application Deadline. Please see FAQs on how to count qualified part time employment toward this 3-year requirement. Please see Annex 2 of the Application Guidelines for a suggested list of development-related topics. The only exception to this criterion is for developing country nationals from a country that is on the list of Fragile and Conflict States featured in Annex 3 of the Application Guidelines. Selection Process

The JJ/WBGSP uses the following process to review eligible scholarship applications from developing country nationals, with the aim of identifying the candidates with the highest potential, after completion of their graduate studies, to impact the development of their countries.

Two qualified assessors independently review each eligible application and score the application on a scale of 1 to 10, taking into account four main factors and the degree of cohesion among them:

  1. Quality of Professional Experience (30% weight)
  2. Quality of Professional Recommendations (30% weight)
  3. Quality of Commitment to your Home Country (30% weight)
  4. Quality of Education Background (10% weight)

The JJ/WBGSP Secretariat uses the average score of the two assessors and the following criteria to select the finalists:

  • Maintaining a reasonably wide geographical distribution of awards
  • Maintaining a reasonable distribution of awards across gender
  • Unusual circumstances/hardships, when assessing the employment experience and other aspects of an application;
  • Giving scholarships to those applicants who, other things being equal, have limited access to financial resources for graduate studies abroad.

The JJWBGSP Secretariat presents the finalists for the Participating Program scholarship to the JJ/WBG Steering Committee (composed of members of the World Bank Board of Directors and WB management) for approval. Winners are notified soon after the JJWBG Steering Committee approval.

Scholarship Benefits

The JJ/WBGSP scholarship provides the recipient with the following benefits:

  • Economy class air travel between your home country and the host university at the start of your study program and immediately following the end of the scholarship period. In addition to the two-way air travel, scholars will receive a US $500 travel allowance for each trip;
  • Tuition for your graduate program and the cost of basic medical insurance obtained through the university.
  • While on campus during the scholarship period, a monthly subsistence allowance to cover all living expenses (accommodations, food, etc., including books). The amount of the allowance varies depending on the host country.

Please note all JJ/WBGSP scholarships cover the duration of the graduate program or two years, whichever is less.

The JJ/WBGSP scholarship does not cover:

  • VISA application(s) costs
  • Expenses to bring and/or support a scholar’s family members;
  • Extra-curricular courses or training;
  • Courses that do not meet the minimum credits required to earn the graduate degree;
  • Language training not provided by the graduate program;
  • Additional travel during the course of the study program;
  • Expenses related to research, supplementary educational materials, field trips, participation in workshops/seminars, or internships; or
  • Educational equipment such as computers.
  • Resident permit fee

Note: The JJ/WBGSP scholarship may only supplement, and does not duplicate, any other source of financial support/fellowship you might have. If you are notified to be a semi-finalist or if you are awarded a scholarship, you must inform and document to the JJ/WBGSP at that time if you have other sources of scholarship funds.
