Reporting: District & Feeder Roads Inspection and Maintenance Senior Engineer reports to the District and Feeder Roads Division Manager.
Duties and Responsibilities
The District & Feeder Roads Inspection and Maintenance Senior Engineer is responsible for:
1. Develop an inventory of existing District and Feeder roads and their current status;
2. Follow up the planning, design, construction and maintenance of District and feeder roads network;
3. Conduct the inspection, inventory and set a database on District and Feeder roads network;
4. Train Districts Engineers and local communities in feeder roads management; planning, rehabilitation, maintenance and preparation of terms of reference for feasibility design studies;
5. Provide technical support to the Districts in the preparation of bidding documents for feeder roads projects, review of conducted studies, preparation of BoQs, conducting inspections on District and feeder roads
6. Define together with Districts broad priorities in inspection and maintenance of the District and feeder road network;
7. Review and approve invoices submitted for payment, and keep updating database of payments done as well as projections/cash flows up to the end of the project;
8. Manage and report on all projects assigned regularly to hierarchy any issue that may affect time period, cost and quality within 14 days from the date the issue was identified;
9. Prepare and avail terms of references and technical specifications required for the procurement activities in accordance with the rules and procedures of Rwanda Public Procurement Law;
10. Elaborate a maintenance plan of District and Feeder roads based on road condition survey, roads inspections and set up priorities based on the level of service and cost analysis;
11. Set up mechanisms and oversee timely and quality implementation of projects assigned;
12. Prepare mandatory reports and technical memoranda on the implementation status of the District and Feeder roads projects under (Daily, Weekly, Monthly, Quarterly and Annually) ;
13. Review and approve Interim Payment Certificates submitted to RTDA for payment and keep updated database of disbursements as well as projections/cash flows up to the end of the project;
14. To ensure that on District and Feeder roads routine, recurrent and periodic maintenance are planned and executed effectively based on priorities;
15. Prepare Term of References for technical audits and ensure that technical audits are carried out for District and Feeder roads when needed;
16. Set up mechanisms and oversee timely and quality implementation of assigned District and Feeder Roads projects to ensure optimization on Compliance and Value for money
17. Prepare and enforce quality control plans, materials, test procedures, specifications and work methodologies with the national and International Standards/manuals/guidelines as well as projects technical specifications;
18. Perform any other duties as may be assigned by a competent authority.

Reporting: Transport economic Specialist reports to the Transport Services & Asset Management Division Manager.
Duties and Responsibilities
The Transport economic Specialist is responsible for:
1. Assessing transport infrastructure asset values and efficiently advise on transport interventions to reduce depreciation of assets and transportation cost for both goods and passengers;
2. Evaluate economic values to all transport infrastructure assets;
3. Conduct traffic counts with origin and destination for road networks;
4. Monitor Vehicle Operating cost variations based on completed projects and planned project;
5. Manage the Network Integration module and HDM module of the Asset Management System;
6. Manage the tools of analysis of rates for roads and bridges works;
7. Perform prioritisation and budgeting for interventions on transport assets including construction, rehabilitation and maintenance to keep them at optimum economic value while minimising the transportation cost;
8. Review long-term, medium plan and short-term plans;
9. Prepare impact evaluation of transport infrastructures and services throughout the entire lifecycle with link to socio-economic indicators;

Reporting: Public Transport Senior Engineer reports to the Director of Public Transport Services Unit.

Duties and Responsibilities
The Public Transport Senior Engineer is responsible for:
1. Planning, promoting, providing, coordinating and managing public transport infrastructure and service in Rwanda;
2. Supervise the overall design and implementation public transport projects, route definition for urban and rural road networks;
3. Plan and guide the operation of the passenger transport network, including bus and other mass transit services, and the regulation of the state’s taxi industry;
4. participate in public transport service planning;
5. Refine and consolidate the annual, long and medium terms public transport development infrastructure and service development programs for Rwanda;
6. undertake design and implementation of public transport services for the urban and rural roads;
7. Assist in entering into and management of franchising contracts with public transport operation companies to provide public transport services in Rwanda in collaboration with the regulatory authority;
8. Supervise and coordinate in planning appropriate fare structure for public transport services;
9. Participate in establishing the framework for the fare system and tariffing levels for the public transport services;

Duties and Responsibilities
The Inland Water Transport Senior Engineer is responsible for:
1. Carrying out data collection, analysis for developing annual or rolling IWT maintenance management programs;
2. Lead IWT maintenance programming;
3. Carry out, prepare and manage inventory surveys of the IWT network in Rwanda;
4. Provide technical assistance in carrying out annual network condition survey and prepare an annual condition report;
5. Develop work standards and intervention criteria for maintenance management of both paved and unpaved IWT networks;
6. Develop a IWT asset management program;
7. Provide technical assistance in integration of condition assessments into operational planning;
8. Lead the prioritisation of both proactive and reactive maintenance;

Reporting: Transport Safety Senior Engineer reports to the Director of Traffic Management Unit
Duties and Responsibilities
The transport Safety Senior Engineer is responsible for:
1. Following up and monitoring the issues related to road safety on Rwandan Road network;
2. Initiate, coordinate and report the implementation of road safety related policies, strategies and plans;
3. lead the road safety data collection / recommend appropriate improvements, conduct road safety related studies and follow up on their implementation;
4. Provide active support to stakeholders for road safety projects /activities (
5. Provide technical support for safety of inland water transport;
6. Identify and collect existing road safety information on both paved and unpaved road network;
7. Prepare network referencing and inventories (i.e. road furniture age, as built data, rehabilitation, and upgrading history);

10. Initiate and supervise the road safety audits are carried out in the entire network including installation of road safety features such as road horizontal and vertical signs and necessary traffic calming features;
11. Initiate and follow up on the development and regular updating of specifications to keep RTDA in the forefront of technological improvements and innovation;
12. Establish the framework wherein all division feed in data for the road safety planning and management. The data include; investigation, survey, design, construction, rehabilitation, maintenance;
13. Liaise with Department of Traffic police for collection of accident data and processing it for road network inventory;
14. Liaise with other divisions in RTDA and stakeholders in road safety related projects and activities;
15. Verify if past and future data are processed for inclusion in a network management System to be used for the planning and implementation of road design, rehabilitation and construction works;
16. Review and submit five-year road safety and environmental network development plans and roll-out plans for paved and unpaved roads and recommend programs and budgets for roads construction, upgrading and rehabilitation;
17. Verify if all designs and other services carried out by consultants and in-house staff are properly reviewed, checked and maintained in respect of meeting all the road safety standards in accordance with the defined procedures;

3. Lead and coordinate transport and travel data collection and analyses;

6. prepare traffic order for public areas considering pedestrian and bicycle interests, organising and coordinating road reconstruction, construction works and organising closing works;

Reporting: Structural Senior Engineer reports to the National & Urban Roads Division Manager.

Duties and Responsibilities
The Structural Senior Engineer is responsible for:
1. Designing and physical integrity of structures like the bridges, buildings, retaining structures, culvert, and tunnels and ensure the safety and durability of the ongoing projects;
2. Elaborate and implement a strategy for designing or supervising the design, implementation and or review of structural calculations and plans of hydraulic and retaining structures of transport infrastructures;
3. Inspect ongoing construction works to confirm compliance with applicable standards, specifications and manuals;
4. Inventories structures and related costs throughout the service life of the structure up its eventual decommissioning;
5. Elaborate and develop the concepts notes, terms of references and technical specifications of hydraulic and retaining structures of transport infrastructures such as bridges, retaining walls, quay, embankment, OSBP…;
6. Participate in feasibility and detailed studies and assist in establishing a client’s requirements of construction projects;
7. Prepare tender and contract documents, including bills of quantities of the structural infrastructures;
8. Participate in the investigation and survey of build sites to ensure the suitability of the soils for the requirements of the structure project;
9. Advise the Agency in case of technical problem related to the structural integrity of the structures;
10. Advise the Agency on the standards and guidelines to follow in the design of structures;

1. Prepare reports on all activities assigned;
2. Carry out Periodic inspections of the National Road network and report on the status;
3. Ensure Emergency maintenance works are done and completed within time and budget;
4. Ensure that Inspection is done correctly and issues addressed for follow up by the superiors;
5. Advise the National & Urban Roads Division Manager on ongoing National roads Emergency projects as they arise, the need for variations and extension of time or the need for corrective action when required;
6. Draft contractual documents/ letters, to make sure they are in line with the conditions of contract for the projects;
7. Review, and report to the National & Urban Roads Division Manager on the physical work plans and, together with the relevant Engineers, monitor progress of the work on a monthly basis and seek clarification with regard to reasons for any problematic or delayed Project;

Duties and Responsibilities

• She/he will be responsible for ensuring that the communities are empowered to be able to participate meaningfully and effectively in the maintenance of the roads, including designing and implementing social mobilization and training programs for the participating communities,
• Mobilizing the necessary facilitation support for awareness-raising and for building a participatory and socially-inclusive culture as well as designing and implementing targeted programs of intervention to enhance roads impact on gender and other potentially vulnerable groups,
• Identifying and developing practical guidance to RTDA on community empowerment and the principles of gender equality/balance;
• Tailoring guidelines of community-driven development approaches to the selected districts
• Develop a communications and information dissemination strategy and program on the roads activities to sensitize local people;
• Support to the organization and training of LCAs for the rehabilitation, maintenance of roads
• Overseeing and closely supervising the activities and work plans of Local Community Associations maintenance services in the selected districts
• As necessary, providing guidance and information to the project, the LCAs and project beneficiary-community groups on preparation of community development plans and on the principles of gender balance and social equity;
• Providing periodic progress reports on the community development aspects and Local community association Performance for (feeder) roads;
• Ensuring that the participating Local community Associations have access to the institutional support needed for their empowerment and for effective decentralization of the implementation of the feeder roads maintenance
• Perform any other relevant tasks as assigned by the SPIUC/ RTDA Management

Job Description

Reporting channel: reports to the Human Resource and Logistics Officer

Duties and Responsibilities:

• Develop a criterion to determine the status of public service vehicles before registration;
• Undertake on an annual/half yearly inspections to gauge road worthiness of public service vehicles and ensure compliance with Traffic Act and Laws of Rwanda and Subsidiary rules thereunder;
• Provide technical assistance in checking compliance of all categories of motor vehicles to the Traffic Act and Laws of Rwanda;
• Manage the process of re-inspection of motor vehicles after failed initial /routine/periodical/random inspection;
• Provide technical assistance to the Police investigation to determine pre-accident status of vehicles involved in road traffic accident and for motor vehicle inspection report analysis in addition to defending the report in a court of law.
• Train staff on basic auto-mobile mechanics
• Perform any other relevant tasks as assigned by the SPIUC/ RTDA Management

Job Description

Organize and supervise laboratory activities
2. Ensuring the well-functioning of the cold chain and other equipments in the Serology laboratory
3. Ensure the review and validation of laboratory test results and the update of their records
4. Ensures all reactive serology results are reported to mobilization service
5. Ensure the implementation of policies and procedures in the laboratory.
6. Ensure safety in the Serology laboratory.
7. Implement appropriate corrective and preventive actions in the laboratory
8. Ensure that the proficiency testing is carried out in the laboratory.
9. Ensure appropriate training is provided to lab staff and that competence assessment is done prior to independent performance of laboratory duties.
10. Ensure preventive maintenance of laboratory equipment is performed as scheduled
11. Ensure all critical supplies are inspected for appropriateness before use

Job Description

Participate in blood collection sessions and other activities relating to blood donors maintaining a close and excellent collaboration with Blood donor Representatives/volunteers/Peer promoters.

2. Ensure collection equipment and supplies are adequate and in good working condition;

3. Follow all policies and procedures to maintain a healthy and safe work environment and maintain quality culture;

4. Clean, maintain and calibrate equipment used to ensure it is working correctly and complete associated documentation;

Elaborate the annual plan of blood collection activities
– Plan weekly and monthly activities related to blood donor mobilization;
– Organize contact networks necessary for blood donor mobilization activities;
– Develop partnership with schools, churches, public and private organization and local government authorities to promote regular blood donation;
– Prepare relevant tools for blood donor mobilization campaign;
– Organize conferences and other meetings for donor mobilizations;
– Organize regular meetings and conferences in schools(secondary and universities), keep a tag with them out of schools and during holidays;
– Elaborate weekly and monthly schedule for blood collections, taking in account needs in blood for transfusion;
– Perform the pre-donation counseling and blood donor education;
– Perform blood donor recruitment in the area served by the RCBT;
– Participate in the elaboration of documents needed for donor recruitment and donor selection,
– Ensure compliance with quality requirements in his/her service;
– Perform any other duties as assigned by hierarchical supervisors;
– Report to the Director of RCBT;
In collaboration with the Director of Unit, and the top NCBT management:

– Ensures a steady supply of Blood and Blood products to all Transfusing Health
facilities in the catchment area.

In collaboration with all external stakeholders:

– Ensures an adequate pool of Blood donors to satisfy Hospital needs.

In collaboration with the laboratory team:

– Ensures a constant supply of Blood and Blood products.

In collaboration with the NCBT Logistics Manager:

– Ensures a steady supply of all logistical materials related to Blood Collection activities.

N.B: Having a training certificate in Blood Transfusion is an added advantage
