1. DESCRIPTION OF THE POSITION 

The Disability Inclusion Facilitator will be responsible of providing technical support to the implementation of the H&C project, , building the capacity of community libraries facilitators and resource rooms in demonstration schools and early childhood development centres to effectively support the implementation of H&C activities, with a focus on promoting inclusive literacy for children with disabilities, with learning and developmental difficulties (through the process of identification, assessment of their needs and strengths, and by providing support in referral pathways and actively contributing to their learning and transition from early childhood development to primary school (grade 3).

The H&C project is jointly managed by a consortium (World Vision (WV), the prime, and Humanity & Inclusion and Imbuto Foundation as sub the consortium members).

2. HISTORICAL BACKGROUND OF THE PROGRAM

HI started working in Rwanda since 1994. In partnership with the Civil Society Organizations and public institutions, HI sought to promote and support policies and initiatives of the public levels and the civil society aiming at preventing causes of vulnerability and disability and striving for the protection and inclusion of vulnerable persons for the period from 2021 to 2023. In Rwanda, HI focuses on the following 3 strategic pillars:

  • Pillar 1: Social and Economic Inclusion: promoting social, cultural and economic citizen’s participation for the vulnerable persons; ensuring access to education for all; providing an institutionalized expertise and support and enhancing representation and competences of vulnerable persons through their associations;
  • Pillar 2: Rehabilitation, Prevention and health preventing and fighting against chronic and disabling diseases, detection and early prevention and promotion of mental health through a community-based approach;
  • Pillar 3: Protection: HI seeks to prevent the occurrence of gender, age and disability-based violence in an effort to initiate actions that empower vulnerable persons and mobilize local, national and international stakeholders for an owned engagement in the promotion and respect of rights of vulnerable persons facing gender, age and disability-based violence. It is committed to searching and providing reliable data on identification of vulnerable populations and mitigation of the underlying risk factors.


    3. BACKGROUND OF THE PROJECT

Under USAID funding, Federation Handicap International, in consortium with WV, the project leader and other sub operating partners including Imbuto Foundation, will implement a disability inclusion component in the implementation of the project entitled “Homes and Communities (H&C) Activity”.

The H&C programme will improve literacy outcomes for all Rwandan children by the end of grade 3. It believes that if home literacy environments are improved, if community engagement in promoting children’s literacy is increased, and if learning opportunities for children with disabilities are improved, then children’s literacy outcomes will ultimately increase.

The programme will run for 5 years. The programme’s overall purpose is that all children have safer, stimulating and literacy supportive home and community environments. It aims to achieve the following specific objectives:

  • IR 1: Improved home literacy environment
  • IR 2: Increased community engagement in promoting children’s literacy
  • IR 3: Improved learning opportunities for children with disabilities.

In its mission, HI will be responsible for fully implementing the activities related to the IR3 under which it will be providing expertise to achieve the expected intermediate results:

  • Provide reinforcement for Community Education Volunteers to support families in navigating the referrals system;
  • Reinforce the capacity of established Sector Multidisciplinary Team (SMTD) members on referral system and processes, including inclusive pedagogical tips;
  • Institute Learning Passports to promote and track child participation in literacy activities and programs and transitions to ECD and to Primary ;
  • Provide specialized training for parents/ families and caregivers of children with disabilities + education volunteers on mentoring and coaching, using adapted SAVE SNAP methods that supports children with special educational needs;
  • Provide children with disabilities with assistive technology and help them access to supportive software;
  • Integrate literacy materials and activities for children with disabilities into reading clubs activities including relevant resources from the Enabling Education Network (e.g. posters, activity booklets with Braille translated versions);
  • Develop accessible reading materials and test technology use to support literacy in Braille and Kinyarwanda Sign Language
  • Provide high-touch support to 12 demonstration schools and light- touch support to 60 satellite schools to facilitate transition for learners with disabilities from ECD to primary (grade 3);
  • Train, coach, support and provide supplies for periodic hosting of Reading and Learning Materials Workshops for professional development of parents and community educational volunteers (CEVs) enabling them to replenish and renew locally-made teaching and learning materials specifically for children with disabilities and allow consultations and interaction with guest speakers (specialized doctors, psychologists, educationalists) around learning supports for children with disabilities;
  • Develop a Community of Practice of ECD educators and administrators that includes knowledge exchange, webinars, guest speakers and specialists, exchange visits;
  • Train parents and caregivers in basic skills to support safety, language, literacy and social emotional development for children with disabilities;
  • Support identification of significant developmental delays and disabilities (assessment and referral) through a well-functioning, community coordination and social networks (Health, welfare, protection, rehabilitation) with the support of IZU;
  • Develop Learning and Well-Being Pathways for children with disabilities and monitor their progress (tracking quality of informal social services, learning progress, participation and achievement, transition from ECD to primary), implementing Individual Education Plan (IEPs and unlocking gender disparities with the support of parents, caregivers and community education volunteers;
  • Leverage faith-based communities, networks and local leaders to promote literacy, inclusion, positive and playful parenting and learning promotion and reduce stigma faced by children with disabilities.

In order to ensure quality implementation, HI would like to recruit Disability Inclusion Facilitator to technically support the implementation of the H&C project at district, sector and school levels.


4. WORKING CONDITIONS

The project team

The Disability Inclusion Facilitator will be based at WV level (with few days in HI office) to ensure optimal and proximal technical implementation of the H&C project.

Organization of the work

The person will provide technical support to the implementation of the H&C project, building the capacity of community libraries and early childhood development centres to effectively support the implementation of H&C activities, with a focus on promoting inclusive literacy for children with disabilities, with learning and developmental difficulties (through the process of identification, assessment of their needs and strengths, and by providing support in referral pathways and actively contributing to their learning and transition from early childhood development to primary school (grade 3).

Technical support

The Disability Inclusion Facilitator will be technically assisted by the H&C Inclusive Education Specialist and the Project Manager.

5. PROFILE OF THE POSITION

The profile of the Disability Inclusion Facilitator is expected to meet the following criteria:

  • Experience of working in inclusive, special and/or ECD education projects or Community Based Rehabilitation (CBR) activities
  • Proven experience in building capacities for inclusive educational practitioners
  • Capable to coach and supervise community education volunteers (CEVs) on their roles in supporting education of children with disabilities
  • Capable to provide technical support in promoting community reading and literacy or ECD activities
  • Capable to identify, make and use appropriate, accessible and locally made teaching and learning educational materials for children with learning and reading difficulties
  • Knowledge of differentiated pedagogy and use of UDL principles
  • Knowledge of competence-based curriculum content and how to transform it into transferable subjects to teachers in demonstration schools, in community libraries and ECD centres
  • Knowledge of inclusive education tools existing in Rwanda (eg. paper of norms and standards for quality inclusive education and inclusive pedagogical tools)
  • Knowledge of ECD policy and related national commitments.

7. DESCRIPTION OF THE POSITION: RESPONSIBILITIES AND TASKS

Under the lead and supervision of the HI Project manager and in collaboration with the H&C staffs, he/she will perform the following responsibilities and tasks:

Responsibility 1: Capacity building

  • Activity 1.1: Conduct specialized training for parents/families/caregivers/Education Volunteers of CWDs including mentoring and coaching, using adapted SAVE SNAP methods that supports children with special needs
  • Activity 1.2: Provide training, coaching and supplies for periodic hosting of Reading and Learning Materials Workshops to replenish and renew locally-made teaching and learning materials specifically for CwDs parents and volunteers
  • Activity 1.2: Train parents and caregivers in basic skills to support safety, language, literacy and social emotional development for children with disability

Responsibility 2: Technically support and supervise community libraries and ECD centres on application of inclusive literacy for children with disabilities

  • Activity 2.1: Support creation and provide specialized materials for resource rooms/corners in ECD centers for children with disabilities with hearing/visual/communication impairments
  • Activity 2.2: Reinforce referral system for children suspected of development delays or disabilities to multi-disciplinary teams
  • Activity 2.3: Support identification of significant developmental delays and disabilities (assessments) and referral and community coordination networks across sectors
  • Activity 2.4: Reinforce Referral Systems in various structures regarding suspected reading/learning difficulties/disabilities (Health, welfare, protection, rehabilitation)

Responsibility 3: Technically support ECD centres and community libraries on the use of appropriate technical aids and assistive technology for children with learning and reading difficulties

  • Activity 4.1: In collaboration with the Inclusive Education Specialist, support the provision of assistive technology and access to supportive software that supports children with disabilities
  • Activity 4.2: Strengthen the roles of parents and Community Education Volunteers to work with ECD educators in reading book creation
  • Activity 4.3: Integrate literacy materials and activities for children with disabilities into reading club activities integrate relevant resources from the Enabling Education Network (e.g. posters, activity booklets -need translation)

Responsibility 4: Support monitoring and evaluation at H&C project level

  • Activity 4. Compile field data from (CEVs and ECD caregivers) and forward them to the Inclusive Education Specialist for compilation;
  • Activity 4.2. Support the Inclusive Education Specialist to enter H&C project data into the data base.

2.1. Accountant (1)

Task and responsibilities

  • To Prepare budget forecasts and manage all project accounting transactions
  • To track payments to internal and external stakeholders
  • To Ensure all transactions are in line with the project activities
  • To review supplier invoices for the project in charge and prepare the payments for the approved invoices
  • To prepare the project financial reports
  • To compile information for internal and external auditors, as required

Requirements

  • A Bachelor’s Degree in Accounting, Finance or a closely related field
  • At least 3 years of relevant working experience in accountancy within an NGO
  • Hands-on experience with accounting software packages, such as “sage 100” and “Manager Accounting Software”
  • Experience in communicating financial information to a non-financial audience
  • Strong accounting technical skills, including knowledge of International/national Financial Reporting Standards

2.1. Field officers (7)

Position Overview:

We are seeking dynamic and dedicated individuals to join our team as Field Officers. As a Field Officer, you will play a pivotal role in working directly with farmers, serving as the primary contact point to ensure the successful implementation of projects aimed at establishing long-term community resilience against climate change and enhancing farmers’ livelihoods. Operating on motorbikes, you will be at the forefront of community engagement, recruitment, and project execution.

Task and responsibilities

  • To recruit farmers and mobilize farmer groups:

Actively recruit farmers and mobilize them into cohesive groups in villages and foster community engagement and cultivate strong relationships with farmers.

  • Responsible for Training farmers:

Conduct comprehensive training sessions for farmers on agroforestry tree husbandry, sustainable agricultural practices and climate-resilient techniques and collaborate with tea agronomists to ensure farmers receive specialized training in tea cultivation.


  • Tree Distribution:

Oversee the distribution of trees to farmers, ensuring proper documentation and adherence to project guidelines and provide guidance on proper tree planting and maintenance techniques according to prescribe training

  • Implementation Oversight:

Collaborate with Lead farmers and individual farmers to ensure the effective implementation of project activities and conduct regular checks and verifications to ensure compliance with project objectives.

  • Data collection and Management:

Systematically fill and manage farmers’ data in the Management Information System (MIS) and ensure the accuracy and completeness of all data collected during project activities.

  • Monitoring and Evaluation

Implement a robust monitoring system to track project activities and assess their impact on the community and provide timely reports on project progress, challenges, and successes.

  • Community Coordination

Coordinate participatory approaches through Environmental and Water Committees, fostering community involvement in decision-making processes.

  • Reporting

Provide regular reports to supervisors (the Project Manager and the management team) on the implementation of project activities in due periods and formats.


Requirements

  • Bachelor’s Degree or Diploma in either agroforestry, forestry, development studies, Agriculture, natural resource management, horticulture or closely related fields.
  • At least 3 years hands-on field experience in implementing agroforestry or forestry projects with data gathering requirements
  • Excellent community mobilization skills and on field training experience
  • Ability to communicate effectively, work under pressure and within tight schedules to meet ambitious tree planting targets
  • Flexibility and willingness to work and stay for long period within rural areas around Nyungwe National Park (NNP), in Nyamagabe and Nyaruguru districts

Organization Background

Wellspring Foundation for Education is an International NGO whose vision is to be a catalyst for transforming education in Africa and to foster vibrant communities that address poverty in all its forms. Wellspring is registered as an INGO in Rwanda and as a charitable organisation in Langley BC, Canada.

The Wellspring Foundation for Education has been working in Rwanda since 2008, implementing locally-led education programs in partnership with the Ministry of Education, Rwanda Education Board and our partner districts.

Our innovative School Development Program has supported educators, leaders, and the school community members in over 150 schools in Rwanda. Wellspring is also dedicated to developing and piloting local innovations to support quality education in Rwanda – current projects include Gender Responsive Formative Assessment, and Blended Digital Learning for Teacher Professional Development. Wellspring is now leading the implementation of WorldBeing’s Youth First Rwanda program that builds resilience and mental health for young adolescents in Rwandan secondary schools across 7 districts.


Project Background

Youth First Rwanda (YFR) program is a school-based resilience intervention that targets psychosocial, physical, and educational wellbeing among Rwandan youth (ages 13-15) studying in government lower secondary schools. Developed by WorldBeing, a US-based non-governmental organization, YFR draws on scientific evidence from the positive psychology, resilience, and mental health promotion fields. YFR has been specifically customized to the cultural and language context of Rwanda. The program aims to enhance adolescents’ agency by building their planning and decision-making skills and their sense of self-determination. In collaboration with the Rwanda Basic Education Board (REB), WorldBeing piloted YFR in 2020 and officially launched the program in 50 lower secondary schools in 2021. In the 2022-23 academic year, WorldBeing began partnering with The Wellspring Foundation for Education for implementation of YFR. The intervention aims to reach 50 percent of Rwandan lower secondary schools by 2025.

YFR trains and supports schoolteachers to facilitate student resilience sessions: weekly, one-hour meetings of adolescent girls and boys in separate small groups of 15-20 students per week. The core YFR curriculum unfolds throughout one academic year, progressively building tangible skills in:

  • Character strength development
  • Social-emotional and communication skills
  • Goal-setting, problem-solving, and conflict resolution
  • Gender rights, puberty and reproductive health, hygiene, and safe water practices

YFR uses a training-of-trainers (ToT) approach and a curriculum that translates and adapts research and best practices from the fields of emotional resilience, positive psychology, social-emotional learning, conflict resolution and other fields into materials, activities, and skills tailored for young adolescents in Rwanda. Youth First and a similar program Girls First have demonstrated results in increased resilience, self-efficacy, emotional self-regulation, and increased use of practical tools to communicate, solve problems, resolve conflicts, and set and achieve goals. Evidence also suggests increasing youth aspirations and confidence toward completing their education, delaying marriage and childbirth, and reaching career and other life goals.

Teachers receive eight days of intensive training and content immersion in a hybrid remote/in-person format related to resilience, social-emotional wellbeing, problem solving, dealing with difficult emotions, goal setting, and conflict resolution, as well as skills around effective facilitation and student engagement. Additionally, teachers receive regular supportive supervision and mentoring by Master Trainers and further build skills through five monthly peer support sessions over the course of the program. Youth First programs in Kenya and India consistently yield evidence that teachers gain resilience through teaching resilience: teachers report improved psychosocial and educational attitudes and practices such as better teacher-pupil relations, improved relationships with school administrators and other teachers, improved communication and support in the home environment, and greater commitment to students and their education.


Study Background

During the 2022-23 academic year, WorldBeing and Wellspring conducted a quasi-experimental study that sought to (1) answer key questions about the impact of YFR on Rwandan youth and (2) develop an explanatory theory for any observed effects. The study included Senior 1 (S-1) students (ages 13-15) from 50 schools benefiting from YFR and S-1 students from 50 comparable schools not benefiting from YFR. Results from evaluation indicated that the program had a positive impact on short-term outcomes such as knowledge of and confidence in problem solving, managing emotions, goal setting, and facing challenges. However, the impact of the program on intermediate outcomes such as resilience, improved gender attitudes, and increased school engagement were inconclusive.

To better understand the impact of the program on intermediate outcomes and find answers to questions that remained unanswered in our previous research, WorldBeing and Wellspring will conduct a follow-up study in a total of 100 lower-secondary schools across Huye, Kayonza, and Rulindo, Bugesera, Gasabo, Musanze and Rubavu. 

Scope of Work

Wellspring is seeking to recruit quantitative data collectors to administer student and teacher surveys  from a sample of 100 schools across the districts of Huye, Kayonza, and Rulindo, Bugesera, Gasabo, Musanze and Rubavu in January and February 2024.

The data collector’s full scope of work, including tasks, deliverables, and estimated time frame appears in the following deliverables:


Expected Deliverables 

  • Select S-2 students for participation in a group-administered written survey
  • Administer written survey to S-2 students in a group-setting
  • Select teachers for participation in a written survey
  • Administer written survey to teachers
  • Take notes of any developments or challenges that occurred during survey administration

Number of days:

  • Data Collectors will be visiting 100 schools in total across 6 districts (Bugesera, Gasabo, Huye, Kayonza, Musanze, and Rulindo).
  • Data collectors would be divided into 10 teams of 2 people.
  • Each team would visit 1 school per day for 10 days.

Therefore, we would expect the following from each data collector:

  • 1-2 days for data collector training (in Kigali)
  • 2-4 travel days (to/from/between districts)
  • 10 days for data collection (1 day per school)


Details of schools to visit:

The Data Collectors  will be visiting 100 schools for the research, and each data collector will be visiting 10 schools in total. 

Wellspring will be responsible for the following 

  • Provide any supporting documents such as school list, school contact information, and field staff contact information
  • Get permission for school visits;
  • Provide training/orientation to the data collector and her/his research assistants on data collection instruments (i.e., student interview guide, student focus group discussion guide, teacher interview guide, and session observation form)
  • Supervise the data collection process and provide the technical support and feedback needed. 


Responsibilities and Liability of data collectors 

  • Responsible for own transport to and from different schools, accommodation and subsistence
  • Maintaining confidentiality of all Wellspring materials, resources, data and processes shared for review, and that of Wellspring’s partners (schools, districts, NGOs) both during and after the activity;
  • Reading and complying with Wellspring’s Child Safeguarding policy and Prevention of Sexual Exploitation and Abuse Policy.
  • Consider all materials and data as Wellspring’s intellectual property.

Terms of Contract The contract between Wellspring and the data collectors will be a fixed fee determined by mutual agreement of both parties. The data collector selected for this contract must ensure that the entire scope of work (both direct and indirect costs, including travel to/from school sites) can be completed with the available resources.

  • The Data Collector applying to this task are expected to be free during the entire duration of the task, and are expected to to have NO other full time employment contract,

Supervision and Logistics

  • The data collectors shall work under the supervision of the Director of Policy and Programs and the SEL & Resilience Program Manager.
  • The Principal Investigator will be WorldBeing Senior Monitoring, Evaluation, and Learning Specialist
  • The data collector(s) and the relevant Wellspring staff will meet as per the agreed timings and at various stages throughout the process
  • Logistics may be provided by Wellspring;
  • The main working language is English but some data may be provided in Kinyarwanda. Translations may be provided if needed.


Qualifications and Experience

The data collectors hired for this contract will ideally have the following minimum qualifications:

  • University graduate
  • 2-3 years’ experience collecting quantitative data related to education or health in Rwanda
  • Prior experience collecting data in a school setting
  • Excellent verbal and written communication skills in Kinyarwanda and English
  • Having worked as a teacher or a teacher trainer is an advantage.

RTI is hiring a Procurement Specialist on the Feed the Future Rwanda Hanga Akazi Project. The Procurement Specialist will provide technical assistance, support and review

  1. Responsibilities of the Procurement Specialist include, but are not limited to: 
  • Implements procurement processes in a timely manner and recommends any process improvements to the Finance and Administration Manager

This is done through programming in Resilience and Livelihoods, WASH and Health, Child Protection and Education.

World Vision Rwanda seeks to hire a highly qualified, dedicated, and experienced Rwandan national for the role of Trial Manager, joining an established and experienced team. This stimulating position incorporates a range of skills and development in multiple areas, allowing for an exciting opportunity for career growth in a dynamic, global organization. It will be based in Kigali, Rwanda, and reports to the Senior Operations Manager.       


                                                          

Purpose of the position:

The Trial Manager (TM) will be employed directly by World Vision Rwanda, will work under direct supervision of the Senior Operations Manager and will be expected to work fully and exclusively on the Deux Oeufs study. The Deux Oeufs project in Rwanda is a collaborative research study implemented by World Vision with the University of Florida (UF) and University of Rwanda (UR).   The TM will be responsible for the coordination, and oversight of the research study conduct, finances, transportation, logistics, and management of all local partner institutions at the place where the study is implemented (Nyagatare district). The TM will report to the Senior Operations Manager as well as WV Principal Investigator.  They will supervise the Project Facilitator (in charge of managing intervention delivery), and all Nyagatare-based staff necessary for the study, including data collection and intervention staff. The position is fulltime based in Karangazi sector, Nyagatare District. The primary duty location will be in Ndama Health Center and occasionally Karangazi Health Center or other nearby health facilities. Thus, this position will be based at project level where intervention and data collection implementation activities are taking place

  • Ensure that the Deux Oeufs Research study is conducted according to approved protocol, ethical approvals, donor guidelines and agreed timeline and budget
  • Establish and implement a team management style that will fulfil the study aims, needs, and outcomes to ensure a successful and timely execution of the Deux Oeufs study and which will be in line with approved protocols, IRBs, and budgets
  • Oversee all study component activities to ensure that all activities are being conducted according to the approved protocol, IRBs, and budgets, with particular emphasis on intervention delivery and data collection activities that comprise the research study.
  • Communicate to WVR Senior Operations Manager, UF PI, WVUS PI, and UR PI, as appropriate, as soon as reasonably possible of any events that can affect the smooth running of research activities
  • By liaising with the research study team, ensure all study approvals, consent forms, and other relevant approvals are up to date
  • Prepare and share weekly workplans and updates ensuring that the workplan is designed in such a way that ensures high standards of data quality, using the team and study resources in the most efficient way
  • Work closely with and supervise the Deux Oeufs Project Facilitator (who is primarily responsible for intervention delivery and logistics)
  • Prepare and share weekly progress report/updates in weekly large team meetings
  • Download survey/case report forms (CRF) data from tablets, successfully upload data to server, and check CRF data completeness once per week
  • Conduct weekly supervision visits (at least 2 teams/week, including health facility-based staff and village-based staff)
  • Assist in the translating/back-translating of CRFs, consent forms and other needed documentation
  • Lead/Assist the training of staff on specific topics and ensure all staff trainings/refresher trainings/certifications are up to date
  • Ensure the confidentiality and security of all information obtained from and about human subjects.
  • Actively represent World Vision Rwanda in relevant community meetings (JADF, open days, day of African Child, Health campaigns etc) and maintain key relationships and partnerships with other local and international NGOs/partners in the operational area
  • In collaboration with other project team members, mentor and build capacity of lead mothers and CHWs on the project related skills
  • Participate in preparation of Deux Oeufs in Rwanda project related quarterly, semi-annual, annual plans and operating reports for WVR, including Monitoring & Evaluation related reports as required
  • Facilitate development and/ review of Deux Oeufs project in Rwanda related strategies and technical approaches in collaboration with the sector field-based staff and ensure the alignment to the NO strategies,
  • Attend/lead meetings as needed including but not limited to: internal management meetings, weekly management meeting with WV/Univ of Rwanda/Univ of Florida, all PIs meeting, all staff meeting, etc.
  • Cover for other team members’ duties when on leave, as pre-agreed with the Senior Operations Manager and PIs.
  • Collaborate with the study team by being a role model, fostering a welcoming, safe, neutral, and professional working environment and promoting good work ethics.
  • Any other duties as assigned in accordance with role and level of responsibility.

  • By working closely with the WVR Senior Operations Manager, WVR Technical Advisor, WV PI, HR, Procurement, and Finance teams, ensure the study is conducted in accordance within approved budgets
  • Communicate to WVR Senior Operations Manager,  WVR Technical Advisor, University of Florida and University of Rwanda PIs as soon as reasonably possible of events that can affect the conduct of the study within approved budgets and suggest, where possible, alternative modes of action
  • Liaise with WVR Finance to ensure the correct and timely submission of ERs and invoices
  • Ensure findings and recommendations including audits of the project are acted upon effectively and timely,
  • Participate in the pilot of new innovations and project models and in the publication of research documentation to the respective clients/partners/locations

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Demonstrated experience in conducting qualitative and/or quantitative research, preferably related to government health and/or nutrition policy implementation in communities in Rwanda
  • Experience in primary data collection (e.g. surveys, focus groups, in-depth interviews) to inform governmental, academic, and/or NGO interventions related to community health, environmental health, nutrition, or related disciplines

Requirement

  • This position will be based 100% in Ndama and Karangazi Health Centers in Nyagatare District and surrounding catchment areas, with regular internal travel to Akagera Cluster/ Nyagatare AP office  and NO when required.

  • On call:  10% In emergency and disaster situations, the position will be required to be on-call frequently.

Job Summary:

You will oversee all activities that ensure the accuracy, timeliness, and documentation of the Finance Department’s accounting operations and financial reporting (monthly, quarterly, yearly, and as needed) in support of high-quality programs serving the poor and vulnerable. You will help set the standard for the Rwanda Country Program’s (CP’s) financial stewardship through professional maintenance, utilization, and analysis of all cash resources controlled by the CP. You will monitor the implementation of recommendations listed in internal control improvement plan. You will participate in proposal budget development. You will coordinate and actively work with the sub-recipients on their grant management capacity. You will support implementation of CRS Sub-recipient financial management policy across all Sub-recipients.


Roles and Key Responsibilities:

General Ledger Management and Support:

  • Oversee accounting processes, policies, and service delivery and maintain accounting controls to ensure accurate, complete, and timely recording and management of financial transactions and internal controls in compliance with CRS’ financial management policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.
  • Ensure financial accounting package is updated with relevant information for capturing accurate financial data (such as daily exchange/conversion rates, cost allocation tools, posting of transactions, etc.).
  • Review and analyze financial reports, including cost allocation of shared costs, to verify financial transactions. Prepare balance sheet account reconciliations to ensure all transactions are accurately stated and appropriately classified. Work with relevant staff to address irregularities and resolve accounting issues and ensure correction of accounting entries and payroll.
  • Serve as the key point person on all issues related to financial transaction records. Provide proactive advice, support, and capacity building to managers, staff, and subrecipients to ensure compliance with standards and proper records of financial transactions, as well as to support strengthening of internal control.
  • Ensure financial reports are generated accurately and disseminated timely as per established reporting schedules and assist staff and subrecipients with financial reports analysis.
  • Oversee maintenance of a good filing system of required supporting documentation to ensure easy access and retrieval, and a reliable and easy to follow audit trail.
  • Ensure efficient management of cash flows and availability of sufficient and optimal cash in the CP’s operating account through monitoring cash balances (both cash-in-bank and cash-on-hand), preparing bank reconciliations, analyzing and forecasting cash needs.
  • Ensure the deliverables for month and year end processes are met on time.
  • Ensure the monthly bank reconciliation are prepared on time in line with the agency policy on cash management.
  • Support Finance Manager in accurate and timely closure of grants.
  • Support the Finance team to engage with internal and external audit teams and ensure all findings related to financial management are closed withing the prescribed deadlines.


Sub-Recipients Financial Assessments, Monitoring and Support:

  • Facilitates the implementation of CRS’ sub-recipient financial management policy and ensure that staff understand and are properly implementing the policy.
  • Coordinates with the SR Finance officers to adhere to the approved schedule of planned SR monitoring visits.
  • Coordinates and support the SR Finance officers to conduct the SR assessments and monitoring visits in accordance with CRS policies about timeliness, comprehensiveness, professionalism, and documentation.
  • Maintain a tracker of corrective action plans developed and the status of addressing the identified issues monthly.
  • Facilitates the participation of the financial and programming staff in the financial monitoring of the SR (including site visits); trip reports must indicate the monitoring steps performed, the processes reviewed, and the result of the testing and reviews.
  • Review and monitor the SR internal control systems to ascertain that financial duties are adequately segregated.
  • Provides direct technical support in all aspects of finance, compliance, and internal controls for Sub-recipients.

Basic Qualifications

  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of five years’ experience in a position with similar responsibilities, preferably with an International NGO.

RESPONSABILITÉS

2. Gestion de la paie (15%)

  • Calcule, prépare et s’assure que les salaires au niveau de la délégation régionale sont payés à temps
  • Prépare et envoie les rapports à la finance et aux institutions sociales et fiscales
  • Assure les opérations des déclarations sociales et fiscale (mensuelles, trimestrielles) en conformité avec les procédures standards ;
  • Veille en lien avec le département des finances, au règlement des charges sociales et fiscales ;
  • Prépare et distribue les correspondances en cas de modification des données salariales

3. Gestion des absences (15%)

  • Traite les demandes des absences et des congés (annuels, circonstances, i-Develop et autres) et effectue les mis à jour nécessaires dans les Bases de Données RH
  • Assure la saisie des absences et des congés effectue les mis à jour nécessaires dans les Base de Données RH
  • Produit et communique régulièrement la situation des congés et des absences du personnel
  • Détermine les dates de départs à la retraite et en informe le superviseur de l’employé.

4. Début de l’emploi et intégration de nouveaux employés (15%)

Skills Development for Economic Transformation 

Rwanda’s economic growth has been remarkable, annual growth rates averaged at eight per cent over the past two decades. Yet, unemployment (21.1 %) and underemployment (58.9 %) remain high. The majority of the population works in the agriculture sector, where incomes are low. Moreover, the number of young people entering the labour market is increasing. A large proportion of local companies are unregistered micro-enterprises which are not very competitive and cannot harness the long-term potential for growth. Most of them are only creating a handful of jobs at present. Domestic value creation, specifically in the light industrial sector is low and meets international standards only to a limited extent. At the same time, the professional skills of many job seekers do not match the requirements of the labour market.

With strategies like the National Strategy for Transformation (NST 1) and Made in Rwanda Policy, the Government of Rwanda is promoting skills development, the creation of off-farm jobs and domestic value creation. To contribute to the Rwandan Government’s strategy, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the programme “Skills development for economic transformation (SD4T)” from 2023 to 2025, as part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation. The programme’s main political partners are the Ministry of Trade and Industry (MINICOM) and the Ministry of Education (MINEDUC).

The programme aims to create jobs and strengthen the competitiveness of micro, small and medium-sized enterprises (MSMEs) and cooperatives in the light manufacturing industry (e.g. furniture production, metal processing etc.) according to the principles of inclusivity, productivity and environmental sustainability. This will be achieved by following an integrated approach to employment promotion, consisting of 1) the promotion of technical and vocational education and training to enhance the quality of labour supply, 2) private sector development to raise labour demand, and 3) economic policy advice to improve the matching of labour supply and demand. A specific focus is placed on the economic empowerment of women.


Rationale

GIZ believes in the strengths of and operates in a dynamic environment. This makes it open to opportunities that contribute to fulfilling its mandate at a larger extent.  The project “Skills Development for Economic Transformation” (SD4T) has established a results-based monitoring system that is agile and evolves as soon as the changes occur in the scope of implementation and the corresponding needs in terms of M&E. It is in that context that SD4T is looking for a junior M&E specialist to support the program in responding effectively to the implementation requirements of its results-based monitoring M&E system. This is a fixed-term position and the selected staff will be based in Kigali.

A. Main Tasks and Responsibilities 

In collaboration with SD4T M&E specialists and other technical team members, the position holder will carry out the following main responsibilities:

  • Assist in developing and updating the tools for data collection and data entry in a way that is inclusive and makes analysis much easier
  • Assist in ensuring that the data protection regulation is taken into account in M&E related assignments
  • Assist in the compilation and review of any project M&E relevant reports
  • Assist in any tasks relevant to M&E of the SD4T Programme 

B. Required qualification, skills, and competences

The position holder should meet the following:

  • A bachelor’s degree in applied statistics, monitoring and evaluation, computer science, data science
  • First experience in a comparable position
  • First experience in implementing a results-based monitoring related activity
  • First experience in quantitative and qualitative research methods

About the Role

The Global Procurement teams handle over $10M in spend each year across over 10,000 transactions and purchase operational goods and service on behalf of over 1M smallholder farmers.

This is an exciting role for a supply chain management enthusiast. You will manage the local Procurement operations and teams of four One Acre Fund country programs. The role is very dynamic and the environment is fast paced with a lot of opportunity to drive significant impact via operational excellence and enriching strategic projects.

  • You shall manage the Procurement teams in Burundi, Uganda, Zambia, and Malawi.
  • Contribute significantly to the mission of the Organization by sourcing quality goods and services at below market prices to drive cost savings and client satisfaction.
  • Manage a team of 15+ people and report to the Global Non Ag Procurement Manager.
  • Lead all local initiatives to efficiently source operational goods and services to drive operational excellence.


Responsibilities

  • Serve OAF departments with on time, cost competitive and high-quality goods and services through strategic sourcing, and innovative procurement techniques.
  • Create a culture of cost-saving across the Procurement team and its partners. Save over 5% on purchases every year across the value chain.
  • Empower each country PRO team to work in an efficient & compliant manner in a challenging and dynamic country and OAF program context.
  • Build team capability through training, coaching, and professional development support.
  • Enhance culture of process compliance and controls within the teams.
  • Drive efficiency by implementing loss prevention tactics and smooth processes.
  • Mitigate supply risks through effective contract management.
  • Contribute to annual strategy setting and drive departmental key result execution.
  • Identify operational challenges and establish strategies to reach performance targets.
  • Own the horizontal process for performance reporting, demand forecasting, and inventory management across all country teams.

The Finance Advisory Services (FAS) team is a dedicated group of in-country and global associates. We serve as trusted advisors to organizational leadership teams, specializing in financial strategy and sustainability. As a trusted advisor to organizational leadership teams, FAS specializes in financial strategy and sustainability. We guide company-wide budgeting, strategic planning, and financial reporting functions, using data to provide concise and pertinent advice on resource allocation. The ultimate aim is to ensure financial sustainability, and enhance our overall impact.

As a Grants Finance Associate within the FAS team, you will collaborate with both our finance and fundraising teams to support our substantial annual portfolio of grants, exceeding $100 million. Your role involves creating grant project budgets, facilitating grant reporting and compliance, and contributing to internal fundraising projections.

This position is ideal for candidates with 3 years of work experience, with expertise in financial or grant budgeting, grant forecasting, and reporting processes and deliverables. You will report directly to the Grants Finance Team Lead.

Responsibilities

  • Grant Database Management: Develop grant information, including restrictions, payment schedules, and projected revenue, within our database system (Salesforce).
  • Grants Reporting and Compliance: Prepare donor budget reports and communicate grant spending versus budget, and ensure compliance with donor requirements.

About the Role

The Global Procurement teams oversee over $10M in spending each year across over 15,000 transactions and manage all operational goods and service purchasing on behalf of over 1M smallholder farmers.

You will support standardized processes and cut over 5% of purchasing costs via contracting and upstream supplier sourcing. You will report to the Procurement Associate, lead strategic sourcing initiatives with contracts and long-term agreements, ensuring cross-departmental engagement and internal client satisfaction.

Responsibilities

  • Contract and Supplier Performance management
    • Coordinate the supplier contracting process, ensuring high-quality contracts from drafting to signature.
    • Conduct market research for trends and advise management on contracting risks, anticipated price changes, and supplier capabilities.
    • Manage contract life cycles and ensure the competitiveness of long-term contracts through periodic analysis, negotiation, renewal, and cancellation.


  • Forecast and Sourcing
    • Coordinate the annual planning of internal department purchase needs through needs collection and data analysis.
    • Review annual spending, identify high-spend categories, and develop sourcing strategies.
    • Identify and lead cost-saving opportunities aligned with sourcing strategies and projects.
    • Guide and support the purchasing team in determining the most effective ways to source large-value and quantity purchases.
  • Process Optimisation:
    • Evaluate and streamline procurement processes to enhance efficiency and cost reduction.
    • Identify and assess potential risks in the procurement process and develop risk mitigation strategies.
    • Ensure compliance with relevant regulations, procedures, and ethical standards, with a focus on contract management.
    • Maintain accurate records of procurement activities, contracts, and supplier performance.
  • Stakeholder Engagement
