Roles & Responsibilities

  • Define the product strategy and roadmap with prioritized features and corresponding justification
  • Develop and regularly revise EjoHeza product and benefits improvement policies and procedures
  • Research and advise senior management on potential new EjoHeza products
  • Engage with relevant stakeholders on diversifying social security products and improving the social security benefits portfolio
  • Participate in actuarial valuation of EjoHeza scheme
  • Work with Manager, Partnerships and Mobilization to assess partnerships and licensing opportunities
  • Develop the core positioning and messaging for the new product of Ejoheza pension scheme and perform product pilot demos to customers
  • Drive the new product for Ejoheza pension scheme and business-planning process
  • Regularly engage customers to get their feedback on current EjoHeza benefits package and potential improvements
  • Ensure that Ejoheza pension scheme is effective and meet agreed quality, performance and customer care standards
  • Identify business growth opportunities and propose roadmap for implementation
  • Define the new product vision, and work closely with the Manager benefits and Head Ejoheza to ensure success of the products
  • Manage the new Ejoheza product throughout the Product Life Cycle
  • Ensure compliance with current statutory legislation and regulations
  • Implement the strategic and annual business work plans of the function
  • Coordinate the preparation and ensure timely submission of periodic and annual reports
  • Ensure motivation, cohesiveness, and alignment of the team under his/her supervision, monitor performance of the team and implement corrective action for poor performance
  • Perform any other duties related to EjoHeza New Products as may be assigned from time to time.


Key Requirements

The successful candidate must have at least:

  • Master’s Degree in Finance, Economics, Actuarial Science, Marketing, Accounting, Business Management or any other relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role

OR

  • Bachelor’s Degree in Finance, Economics, Actuarial Science, Marketing, Accounting, Business Management, or any other relevant field with at least 6 years’ relevant experience, 2 of which should have been in supervisory role

Roles & Responsibilities

  • Update the public on their rights and obligations in relation to Community Based health insurance (CBHI).
  • Develop, review and implement an annual mobilisation plan to raise public awareness on Community Based health insurance (CBHI) and its benefits
  • Prepare and coordinate CBHI mobilisation activities including awareness campaigns, media and other communication channels
  • Coordinate CBHI member registration and ensure that beneficiaries’ information details and data are properly and accurately recorded, and regularly updated
  • Coordinate all activities related to collection of CBHI contributions and engage with the scheme’s stakeholders to enhance funding
  • Prepare and timely submit mobilisation and registration reports
  • Prepare Strategic and business action plans, procurement plan and budgets for the Mobilisation and Registration function and monitor their implementation
  • Prepare and update the procedure manual, guidelines, and policies to support staff in all operations
  • Lead and supervise all activities in the CBHI Registration Division to ensure effective and efficient functioning.
  • Ensure that all tools of registration are available in the right quantity, at the right time and at the right place.
  • Interpret and explain policies from top level management to lower level, evaluate performance of junior managers
  • Coordinate all activities of CBHI Section, following up and promptly responding to member requests
  • Collect enrolment data, perform comparative and trends analysis and advise the management on strategies to enhance CBHI coverage and performance
  • Coordinate activities related to prevention, detection and investigation of membership-related fraud cases and devise mitigation strategies
  • Participate in engagements with relevant stakeholders in overseeing the execution and reporting of CBHI strategy and ensure adequate representation of RSSB in relevant external activities and events
  • Execute the plans of the organisation in accordance with the policies and directives of the Executive
  • Perform any other duties related to CBHI Mobilization and Registration as may be assigned from time to time

  • Elaborate eligibility criteria for affiliation of retirees and employees from the private sector
  • Oversee processing of membership application files from retirees and the private sector and ensure it is completed in a timely manner
  • Ensure continuous monitoring of the minimum standards to be kept by affiliates from private companies
  • Coordinate investigations in the case of suspected fraud cases and raise concerns over suspected red flags in the voluntary membership affiliation
  • Monitor voluntary post-retirement medical affiliation, report any suspected fraud or abuse cases and advise on the way forward
  • Oversee monitoring of private sector members’ adherence to relevant laws and regulations
  • Conduct random visits to ensure all members have provided correct information on their employment details

Key Duties and Responsibilities

  • Coordinate counter verification of invoices
  • Develop CBHI counter verification policies and procedures and ensure their successful implementation
  • Elaborate and regularly review requirements and criteria for counter verification of CBHI invoices
  • Assess CBHI medical verification reports and identify CBHI invoices suspected of fraud
  • Select CBHI invoices qualified for counter verification
  • Receive and review counter verification of the voucher report comparatively with tariffs or others related document
  • In collaboration with relevant internal and external stakeholders, coordinate activities related prevention, detection and investigation of fraud and prepare reports accordingly
  • Analyse incidents reports and prepare related reports
  • Support medical counter verification activity in RSSB branches if need be
  • Ensure timely preparation and submission of reports of the Counter Verification function
  • Manage and evaluate staff under his/her supervision
  • Perform any other duties related to Counter Verification function as may be assigned from time to time

  • Coordinate the medical and pharmaceutical partnerships need assessment and preparation of related reports.
  • Review calls for application to Health Service Provider interested in partnership with RSSB.
  • Coordinate the assessment of submitted application files, identify eligible applicants and review related reports.
  • Coordinate visits of shortlisted health service providers for technical assessment and ensure related reports are prepared.
  • Coordinate negotiation, preparation and signing of partnership contracts with successful applicants.
  • Monitor the execution of partnership contracts with Health Service Providers and ensure adherence to contract obligation.
  • Coordinate the preparation and the review of eligibility criteria for partnership.
  • Lead the elaboration of contracting and partnership management related policies and regulations and follow up their approval.

  • Maintain records for correspondence and documentation in relation to established contracts and those in progress.

  • Monitor contracts and move forward with close-out, extension or renewal according to set rules and regulations.

In this pivotal role, you will manage RSSB’s medical schemes for our members by ensuring quality medical services and client satisfaction.

Reporting to the Head of Medical Insurance, the Manager, Access and Client Satisfaction will be responsible for overseeing that members of RSSB Medical scheme are accessing quality medical Services at real time through RSSB Partners; and developing and implementing strategies to ensure members have the best possible customer experience.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). Key Duties and Responsibilities

  • Monitor the flux of medical benefits in order to identify health facilities where placement of Medical Access Facilitators is needed.
  • Oversee the preparation of deployment plan for Medical Access Facilitators and coordinate implementation of the plan.
  • Ensure that contracted health service providers abide by RSSB standards for enhanced customer experience.
  • Monitor and control services provided to members through regular inspection visits of health service providers.
  • In collaboration with the Corporate Affairs function, craft a communication strategy to the medical scheme members on benefits package and health service providers in partnership with the scheme.
  • Coordinate all activities related to timely handling of requests and complaints from customers.
  • Follow up the accident cases traceability, initiate subrogation process and ensure that related repayments are made.
  • Oversee all activities related to medical fraud management including fraud prevention, detection and investigation and recommend action to be taken by competent authorities.
  • Coordinate customer satisfaction surveys and evaluate processes and workflows; perform root cause analysis, identify and recommend improvement opportunities to ensure customer satisfaction.
  • Develop policies, procedures and workflows to ensure consistent client satisfaction.
  • Coordinate the preparation of strategic and business plans and their related budgets and ensure their implementation.
  • Coordinate the preparation and timely submission of periodic and annual reports as required.
  • In collaboration with the Human Capital function, participate in the recruitment, management and evaluation of staff under his/her supervision.
  • Maintain effective working relationships with internal and external stakeholders to promote RSSB image.
  • Perform any other duties related to Medical Access and Client Satisfaction function as may be assigned from time to time.




Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in a Clinical Medicine Field, Pharmacy, Public Health, Hospital Management, Business Administration, Marketing, Public Relations, Communication or any other relevant field preferably with 4 years’ relevant experience, 2 of which should have been in a senior officer role.

OR

  • Bachelor’s Degree in Medicine, Pharmacy, Public Health, Hospital Management, Business Administration, Marketing, Public Relations, Communication or any other relevant field preferably with 6 years’ relevant experience, 2 of which should have been in supervisory role.

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
