  1. BACKGROUND

The UNDP Rwanda Country Office is currently recruiting a Procurement Analyst to lead the Procurement unit portfolio. The Country Office aims to advance the development of all people in Rwanda, as outlined in the UNDP Country Programme.

  1. OBJECTIVE AND SCOPE OF WORK

The Procurement Analyst will work under the strategic guidance and direct supervision of the Operations Manager. The Procurement Analyst supervises or is a team member of the CO Procurement Unit responsible for effective delivery of procurement services to obtain best value for money in large offices. S/he analyzes and interprets financial results and regulations, and provides solutions to a wide spectrum of complex issues related to procurement. The procurement analyst promotes a collaborative and client-focused, quality and results-oriented approach in the Unit.

The Procurement Analyst works in close collaboration with Operations, Programme and project teams in the Country Office, Region, and UNDP HQ as well as with vendors and Government officials, to successfully deliver procurement services, provide solutions to complex procurement issues, and provide advisory support.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

  1. Elaborate and manage implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money.
  • Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategic priorities through effective internal controls and properly used client –oriented procurement management system.
  • Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map CO procurement business processes, and manage workflows in Procurement Unit.
  • Discuss procurement strategies and plans with projects and other stakeholders and donors to ensure mutual alignment.
  • Conceptualizes, elaborates and implements strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contract appraisal, cost reduction strategies, customer relationship management, e-procurement, and performance measurement.

2. Manage and guide procurement processes for CO, projects, and other UN Agencies.

  • Ensure timely and duly preparation of procurement plans for the office and projects, and monitor their implementation.
  •  Manage implementation of proper monitoring systems, mechanisms and controls for procurement processes that cover RFQ, ITB or RFP, receipt of quotations, bids or proposals, and negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  •  Review and certify submission of documents to internal procurement review committees (CAP, RACP and ACP).
  • Ensure management of procurement contracts and perform delegated responsibilities in e-procurement for Purchase Orders approval.
  • Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems.
  • Implement harmonized procurement services and analyze new opportunities for joint procurement for UN agencies in line with the UN reform.
  1. Introduce and implement strategic sourcing strategy and e-procurement tools to find best values in marketplace and align purchasing strategy to project and CO goals.
  • Develop and manage rosters of suppliers.
  • Elaborate supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
  • Develop Long-Term Agreements/Frameworks Agreements for more efficient category management.
  • Manage and implement e-procurement system in CO.
  1. Facilitates procurement knowledge building and knowledge sharing in CO, Region, UNDP and UN.
  • Organize procurement training for the operations and project staff.
  •  Organize procurement training for vendors on e-procurement modules.
  •  Synthesize lessons learned and best practices in procurement.
  • Make sound contributions to knowledge networks and communities of practice.
  • Participate in Operations Management Team (OMT) to share information on cross-cutting areas and collaboration opportunities to achieve greater economies of scale.

Responsibilities:

The responsibilities of the Multimedia officer will include the following:

  • Develop and design print collateral, including newsletters, brochures, reports, posters, and manuals.

  • Translate design concepts into visually compelling materials for internal departments.

Responsibilities as Procurement Officer:

Procurement & HR Officer is responsible for managing every aspect of the employment process, including, orientation, and training of new staff members, and:

• Ensure the preparation and implementation of social safeguards instruments such as Resettlement Action Plans (RAP) and or Abbreviated Resettlement Ac-tion Plans (ARAP);


• Ensure implementation of the Stakeholder Engagement Plan (SEP), including the Grievance Redress Mechanism (GRM), in collaboration with the communication team, to strategically engage with project beneficiaries and stakeholders at all stages of the project; • Coordinate and participate in raising awareness with the communities about Gender Based Violence (GBV); Sexually Transmitted Diseases (STIs); unplanned pregnancy; child labor and abuse; labor influx prevention; etc., and other social safeguard related activities. • Evaluate social risks that may emerge and/are triggered by project initiatives and provide proper recommendations to the supervisor on mitigation strate-gies;

• Follow up on the resolution of the project grievances and maintain the project grievance database;

QUALIFICATIONS:

Master’s degree in development studies, sociology, civil engineering, public health, clinical medicine and community health with at least t 1 year of working experience in social related field. A Bachelor’s degree in development studies, sociology, civil engineering, public health, clinical medicine and community health with at least 3 years of working expe-rience in social related field.

JOB PURPOSE

The Social economic inclusion of refugees and host communities (SEIRHC) Project Manager will be responsible for leading, managing, and coordinating SEIRHC (Jyambere) projects under the Ministry and partner’s requirements. He/She will lead communication between the Ministry with various partners and stakeholders. DUTIES AND RESPONSIBILITIES Under the supervision of the SPIU Coordinator, the SEIRHC Project Manager will per-form the following key functions:

• Establish close collaboration and working arrangements with an interdisciplinary team composed of project staff to ensure timely implementation of project ac-tivities, including contractual arrangements;

• Prepare draft Annual Work Plans for submission to the PSC and updates on a quarterly basis with explanations of any changes (The Annual Work Plans will comprise reviews of activities undertaken and/or completed over the last year as well as proposals for project activities to be conducted the following year; scope, specifications and timeframe and expected products); • Ensure Supervise and coordinate the planning and implementation of the pro-ject activities, providing proposals and liaising with the team in developing work plans, procurement, consultancies, recruitment, logistics, budgeting and disbursements; • project implementation in line with the approved work plans and the PIM;

• Lead the preparation of regular progress reports to the Steering Committee and the World Bank;

• At Central level, work closely with technical teams from Line Ministries, tech-nical agencies, and BRD to ensure good coordination and collaboration, includ-ing getting technical advisories; • At the District level, establish close coordination with participating districts and district-level project staff;

• Monitor and supervise the execution of project activities, at central and district levels, ensuring close working relations with national and local authorities and providing technical support and general supervision of District Project Field Specialists (DPFS), and inform the Project Steering Committee (PSC) and Tech-nical Team (TT) of problems and obstacles that need attention and specific assis-tance;

• Prepare ToRs and identify consultants/institutions to undertake project assign-ments in accordance with the approved Annual Work Plan and submit required documentation to necessary and required authorities for approval; • Monitor and supervise the work of consultants and implementing / technical agencies, facilitate meetings and, as far as possible, ensure the timely and re-sponsive delivery of outputs and reports; • Work in close collaboration with the TT and PSC members providing them with periodical reports on the progress of project activities and issues arising; • Maintain close contacts with implementing entities by ensuring adequate com-munication of Projects activities and encourage multi-stakeholder participation;

• Prepare and convene, as required, technical meetings to provide guidance and revise reports on specific technical, policy and legal issues in consultation with the SPIU Coordinator. QUALIFICATIONS: Master’s Degree in Project Management, Economics, Business Administration, Man-agement, and Development Studies; with three years (3) years of working experience in Managing projects, preferably World Bank Projects.   • Excellent understanding of the sales process, adept in canvassing for sales, and skilled in successfully closing intricate deals generated from lead acquisition.
  • Ability to analyze sales data to identify trends, opportunities, and areas for improvement, implementing strategies to optimize sales performance and operations.
  • Drive sales growth and market penetration by opening more pay points in Kigali city and upcountry.
  • Monitor and analyze sales metrics to identify areas for improvement and implement corrective actions.
  • Develop, enhance, and maintain strong relationships with key clients and partners and stakeholders.
  • Liaise with the agency team on retail sales to ensure the contribution of the team in the Achievement of retail sales targets.
  • Build relationships both internal and external to leverage on them.
  • Provide feedback to the underwriting and claims management team on the quality of services provided to ensure appropriate gaps are filled to retain customers


Required Experience and qualifications.

  • Master’s degree or bachelor’s degree in business (Marketing, BIT, and insurance) Working experience in insurance business will be an added advantage.
  • Excellent communication skills in English and Kinyarwanda, Knowledge of French is added advantage, and presentation skills.
  • Proven track record of success in meeting and exceeding sales goals.
  • Strong leadership and motivational skills.
  • Experience in developing and implementing sales training programs.
  • Thorough understanding of insurance products and services.
