Consultant Anesthesiologist (1) – Technical Lead

Summary role

The Consultant Anesthesiologist will act a technical lead for the assignment and support the design, implementation, and coordination of the critical care facility assessment while ensuring quality control and compliance with the assessment protocol. He/she will conduct close monitoring of the assessment to ensure it follows the appropriate methodology and established timelines. In consultation with the assessment team, the incumbent will be responsible for the development of the assessment report. He/she will report to the Implementation Scientist at Ingobyi Activity.




ESSENTIAL FUNCTIONS:

  • Participate in the development of the overall assessment plan, review and adapt the assessment according to the protocol and contribute to statistical analysis plans;
  • Assist in the identification of potential respondents in relation to the proposed assessment protocol;
  • Help to establish standard procedures for data collection and management;
  • Lead training of data collectors/research associates;
  • Oversee data collection activity;
  • Coordinate the assessment, including communication with the management of hospitals to be assessed, and daily checks with supervisors at provincial level,
  • Address challenges faced by the data collectors and share daily updates with Ingobyi Activity;
  • Monitor submission of data to the server – conduct daily follow up to ensure data collectors submit the data and report any quality issues on a daily basis;
  • Develop a data analysis plan and support analysis based on assessment objectives;
  • Write assessment report – including review of the country’s critical care guidelines, protocols, and standards per the national health structure; liaise with USAID Ingobyi team, MOH/RBC and other stakeholders to gather and incorporate inputs in the final report; and
  • Perform miscellaneous assignment-related tasks as needed.




MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

Essential

  • Specialist anesthesiologist with at least 10 years of experience in the provision of critical care to patients in ICU and operating room;
  • Familiarity with the health care system in Rwanda, especially the hospital settings;
  • Experience in conducting and leading clinical assessments/studies in anesthesia;
  • Familiarity with national guidelines for the management of critically ill patients;
  • Experience in developing technical reports and manuscripts;
  • Ability to develop and deliver both oral and written presentations in English;
  • Ability to communicate and interact competently and professionally at all levels within a broad, complex assessment/ research environment;
  • Ability to lead and provide technical advice, guidance, and support to professional staff in the area of anesthesia;

Duties and responsibilities Under the supervision of the Program Manager, the DPFS will perform the following key functions:

Duties and responsibilities Under the supervision of the SPIU Coordinator, the Communication Specialist will perform the following key functions:

? Developing Communication Strategies, plans, and monitor their implementation

? Draft project proposals related to communication and awareness

? Mainstreaming communication component into all ministry’s projects

? Initiate and design communication programs to keep the national and international audience informed about achievements of the Ministry’s projects




? Organize and conduct public awareness campaigns on the Ministry’s projects

? Organize high level Ministry’s events in line with projects

? Provide technical advice on all media and communication related activities, and re
– view contents for publication

? Direct the production of media contents such as documentary films, radio and TV regular programs, and promotional materials for projects visibility

? Ensure the visibility of all projects

? Produce quarterly newsletters, magazines and events reports

? work with the Public Relations Officer to feed information on the Ministry’s website ? Identify appropriate channels and ensure the dissemination of the projects achievements

Master’s Degree in Communication, Journalism, Public Relations, Or Bachelor’s Degree in Communication, Journalism, Public Relations with 3 years working experience in Communication, Journalism, and Public Relations Key Technical Skills & Knowledge required:

Under the direct supervision of the SPIU Director of Finance and Administration in The Ministry in Charge of Emergency Management, the Contractor shall have the following duties:




• Keep updated accounts for the budget;

• Update banking books;

• Charge budget expenses and file all vouchers relating to such operations;

• Conduct operation of bank reconciliation at the end of each month and draw up monthly balance sheet;

• Prepare periodic financial reports respecting the deadlines;

• Transmit extracts of accounting books each month to the Ministry holding finance in its remit together with statements and supporting evidence needed;

• Be subjected to a performance based evaluation every quarter

• Perform other duties assigned by his supervisor.




Job profile

Qualification Bachelor degree in Accounting, Finance, Management with specialization in Finance / Accounting or Professional Qualification recognized by IFAC (ACCA, CPA) Key Technical Skills & Knowledge required:

Job Title : District Project Field Specialist (1) Under contract for One year (renewable based upon positive performance assessment)

Location: Karongi District

Level: 3.II

Duties and responsibilities Under the supervision of the Program Manager, the DPFS will perform the following key functions:

• Ensuring sufficient coordination between the MINEMA and the districts implementing SEIRHCP;

• Ensuring effective coordination of SEIRHCP activities within the districts;

• Ensuring regular communication of information to the MINEMA/SPIU concerning all aspects of project implementation;

• Supervision of SEIRHCP
– hired consultants; • Prepare necessary report and submit them to the MINEMA Senior Management for transfer to World Bank (progress reports and audit reports);




• Coordinating and supporting the Local Governments in the field;

• Management of a designated SEIRHCP account at the district level;

• Technical clearance of funds release to the Districts with the SEIRHCP budget under Access to basic services and socio
– economic Investments;

• Participating in monthly SEIRHCP coordination meetings convened by the MINEMA/ SPIU;

• Monitoring of the implementation of investment sub
– projects in the Districts;

• Supporting to the Districts in the implementation of their sub
– projects, including technical and procedural support;

• Ensuring that all agreed sub
– projects are being managed and implemented in accordance with time frames, budget and technical documents;

• Ensuring that all agreed sub
– projects are being managed following the code of conduct;

• Oversee and consolidate Districts procurement plans and implementation reports and ensure procurement is conducted in a fair, transparent and non
– discriminatory manner;

• Review and technically approve funds requests before endorsing disbursement;

• Ensure liquidity of designated account in accordance with Financial Agreement;

• Management of consultancy contracts;

• Regularly exchange information with the MINEMA/SPIU staff at headquarter to supports the Districts in engineering, inspection, financial management, procurement, social and environmental safeguards and support to local economic development and capacity building activities;

• Consolidating quarterly progress reports of Districts and submit to the supervisor after verification on the ground;

• Verify financial management of sub
– projects in the field, and review and clear bank reconciliation statements ;

• Consolidate audit reports;

• Reviewing social and environmental safeguards reports, monitoring their accurate implementation and follow up with the Districts on any dispute occurring and its settlement;

• Carry out regular inspections of sub
– projects in the Districts;

• Prepare a detailed M&E plan ;

• Monitor the results framework of the SEIRHCP, which includes maintaining regularly updated data;

• Participate in the evaluation of technical and financial proposals for project related activities, including detailed engineering designs for sub
– projects of component 1




Job profile

Qualification :

Master’s in project management, development studies, statistics, economics with minimum 3 years of relevant work experience or Bachelor degree in project management, development studies, statistics, and economics with minimum 5 years of relevant experience. Being a civil engineer is an added advantage.
