Category of Scholarship Eligibility Criteria

1. Scholarship for One-Semester Chinese Language Studying Students

1. Scholarship Coverage

The Confucius Institute Scholarship provides full coverage on tuition fee, accommodation fee, living allowance and comprehensive medical insurance expenses. Tuition fee does not cover the textbook expenses and tourist tickets.

The monthly allowance for undergraduates, one-academic-year study students and one-semester students is 2,500 CNY per person. For Master student, the monthly allowance is 3,000 CNY per person.

Job Summary

The Project Assistant Manager post is located in the GNI Area Office in Huye to provide strategic, technical, and programmatic support to the project entitled “Empowering adolescents and young people in Rwanda to realize their human right to equality, sexual and reproductive health and freedom from violence and discrimination”.

S/he will act as the project’s focal point, ensuring quality and timely implementation of the project activities, outreach, and day-to-day liaison with the donor, implementing partners, stakeholders, and government partners, while working in an integrated and collaborative manner with the GNI Head Office and operations staff.

S/he will work under the overall supervision of the Country Director and Operations Manager.

Education
Qualifications and Experience:

Bachelor degree or preferably Master’s degree in public health, social sciences, development studies, or other related fields.

  • 3 years of increasingly responsible professional experience in public health, project management and development relevant to sexual and reproductive health, gender and development;
  • Experience working in collaboration with government, development partners, civil society organizations, private sector, and youth-led organizations, in particular on issues affecting children and adolescents;
  • Proven ability to effectively collaborate with team members to achieve demonstrable results;
  • Highly motivated, proactive, able to work independently with proven ability to exercise sound judgment and initiative, working in harmony with people from different backgrounds and cultures;
  • Strong interpersonal, organizational, and communication skills;
  • Experience in programme and/or technical assistance with international development organizations;
  • Experience in working in Refugees camps is a strong asset;
  • Proficiency in current office software applications (Word, Excel, PowerPoint);

Background

RTI International is part of a consortium working with Government of Rwanda (GOR) and other partners to implement the Rwanda Integrated Health Systems Activity (RIHSA) with funding from USAID. GOR is currently seeking to secure financial protection and ensure equity in access to health services. RIHSA will support GOR and other stakeholders to achieve two objectives: 1) Increase financial protection by addressing barriers to domestic resource mobilization and health care financing and 2) Increase quality of essential health services at national and community levels.

RTI International seeks to fill a consulting position – Claims management business analyst. The position is based in Kigali. The consultant’s work will interface with the project team in Kigali; Government counterparts such as Rwanda Social Security Board (RSSB), Ministry of Health, (MoH), and remotely with the RTI project team based in Kenya and the United States.




Responsibilities:

  1. Read relevant documentation, reports, strategy documents and plans to gain an in-depth understanding of the strategic and operational direction the GOR is taking in strengthening the Community-based Health Insurance Scheme (CBHIS) as a broad intervention towards financial protection.
  2. Undertake a consultative process with RSSB, MoH, and other relevant government and private sector agencies to establish the technology and non-technology needs to strengthen CBHIS.
  3. Work with point person(s) at RSSB and MoH to document high level functional and non-functional software requirements for enhancing CBHIS claims systems.
  4. Support RSSB to have in place an effective contract with a local IT firm to undertake software enhancements of the CBHIS claims systems module.
  5. Organize two workshops for RSSB and district officers to train on the use of the enhances CBHIS claims module. (In consultation with the local project team)

Summary of Position

CHAI launched its Viral Hepatitis program in 2015 with the goal of catalyzing and rapidly scaling screening and treatment programs in Low and Middle-Income Countries (LMICs), starting with a focus in seven countries (Cambodia, India, Indonesia, Myanmar, Nigeria, Rwanda, and Vietnam). CHAI is seeking a highly motivated individual to work as a Health Information Technical Advisor to play a critical role in helping Rwanda and other program focal countries improve how to collect and analyze data to improve the efficiency and effectiveness of efforts to eliminate viral hepatitis.

The Technical Advisor will work with CHAI staff to provide technical assistance and support to national Hepatitis Programs on the optimization and application of information technology for data collection, management, analysis, and use. This will include creating, modifying, and maintaining potentially complex and diverse surveillance platforms, system integrations, and data analytics; assessing performance and data integrity of surveillance systems; supporting the training of technology solutions; monitoring and evaluating the performance of different surveillance systems, and helping staff use and troubleshoot health information systems on an ongoing basis.

This role will have a specific focus supporting strengthening and decentralization of digital systems for Rwanda’s Hepatitis program to reduce the number of patients who are lost between the screening, diagnosis, and treatment stages and ensure Rwanda remains on track to achieve Hepatitis C (HCV) elimination by 2021. The Technical Advisor will also be responsible for ensuring lessons learned, best practices, and knowledge developed on the roll-out of digital solutions in Rwanda are documented and shared with other program focal countries.

A successful candidate will need to work with team members across CHAI’s Global, Regional, and Country Hepatitis Teams and will therefore need to possess strong communication, organizational, and management skills as well as be able to work independently to drive implementation and have a deep personal commitment to producing results.

Responsibilities

Technology Solution Assessment & Design

  • Work with the Ministry of Health (MoH), CHAI country team, and technical advisors and external partners to understand requirements for Hepatitis elimination and planned interventions.
  • Map existing digital health systems, information flows, infrastructure, stakeholders, and partner projects.
  • Develop coherent and technology-appropriate specifications for meeting requirements for each intervention, particularly DHIS2-appropriate specifications.
  • Advise on strategies for collecting, storing, cleaning, and analyzing data, and producing automated reports for a more efficient and effective operational response.
  • Play a translational role in communicating user requirements and technical specifications to non-technical staff within CHAI management and the MoH.

Technology Project Management

  • Create and manage project plans with CHAI and MoH teams, including project management processes and communication mechanisms to progressively design, develop, document, and test systems and mobile tools.
  • Select, liaise, and manage sub-contractors to build and configure applications according to the defined requirements and timelines.
  • Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify potential challenges and roadblocks, and develop contingency plans.
  • Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specifications.
  • Support the integration of the program’s system with other existing broader systems in the Ministry of Health.

Technology Implementation and Training

  • Develop training materials and help train MoH staff, focal points, and health care workers in the use of information technology, including the system to be used, devices, and any other end-user challenges.
  • Develop and iterate on data outputs with the national program team and focal points to produce user-appropriate dashboards across surveillance use cases.

  • He/ She should have a Bachelor’s Degree in Laboratory technology
  • He/she should have knowledge in Bio chemistry, Hematology, histopathology, microbiology, serology services
  • With sufficient skills in molecular biotechnology
  • A minimum of 3 years working experience in related field in a hospital setting
  •  Planning and organizational Functional field team building
  •  Must have good customer care skills, able to deal with patients politely
  •  Must be registered with the relevant professional health body.
  •  Conduct clinical laboratory analysis of all human specimens
  •  Analyse laboratory findings to check the accuracy of the results;

  •  Processes specimens and report results in a timely and efficient manor;
