One Mainstreaming Coordinator for GIZ Rwanda 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and Information and Communications Technology.

Through its One Mainstreaming approach, GIZ aims to ensure that all its projects contribute to gender equality and inclusion of persons with disabilities and consider the risks and impact of HIV/AIDS. The overarching cross-cutting topic “Leave No One Behind” addresses the needs and rights of vulnerable groups. This means that One Mainstreaming supports the projects to make sure their design, implementation, and M&E consider the following:

  • how men, women, and persons with disabilities (PWD) are affected differently by the core issues the project addresses, and how they can benefit equally from the opportunities provided by the project interventions
  • whether HIV/AIDS poses a risk to the attainment of the project goals and objectives, and if so, how this can be mitigated
  • whether the project interventions do not unconsciously worsen gender inequality, exclusion of PWDs and HIV/AIDS, and if so, how this can be mitigated (Do No Harm concept)

GIZ is looking for a candidate for the position of One Mainstreaming Coordinator for its country portfolio.

Location: Kigali.

Fixed Term: 1 year (renewable upon review)

Position: one (1)

Start date: 1 March 2022

A.Responsibilities

The One Mainstreaming Coordinator is responsible for: 

  • Provide technical advice to GIZ Rwanda projects in all phases of the project cycle for the inclusion of people with disabilities as well as addressing HIV/AIDS
  • Develop the capacity of project and partner staff to identify, implement and monitor relevant and innovative measures for the inclusion of persons with disabilities
  • Contribute to knowledge management and learning on the One Mainstreaming approach
  • Maintain contact and exchange with important stakeholders
  • Coordinate the One Mainstreaming Team of GIZ Rwanda (without supervisory function)
  • Promote the principle of “Leave No One Behind” in all GIZ Rwanda projects

B.Tasks

The One Mainstreaming Coordinator performs the following tasks: 

1.Coordination

Coordinate the One Mainstreaming Team (without supervisory function), including:

  • the distribution of tasks within the One Mainstreaming Team
  • regular technical exchange between team members
  • annual action plans in coordination with all projects of GIZ Rwanda annual report on mainstreaming activities implemented by the projects
  • Report regularly to the Head of the Rights-based Program
  • Represent the One Mainstreaming team during GIZ meetings and external meetings

Support the project managers as well as project staff with implementing the One Mainstreaming approach, by:

  • analyzing the relevance of inclusion of PWD, and other mainstreaming topics, for the project goals and objectives
  • providing advice for the design, implementation and/or monitoring of activities
  • developing/ adapting tools for mainstreaming inclusion of PWD
  • facilitating trainings and workshops for partner organizations
  • providing input for project appraisals, design, and evaluations
  • Stay in regular contact with One Mainstreaming Focal Persons in all GIZ Rwanda projects on relevant activities, processes, and capacity development needs, and feed this back to the One Mainstreaming team
  • Draw on the expertise of the Development Advisors in the Rights-based Program and coordinate their contributions to (collaborative) activities on relevant mainstreaming topics

Communication and networking

  • Develop and maintain excellent work relationships with disability organizations and other relevant stakeholders in Rwanda
  • Identify and strengthen synergies in work relationships with the GIZ Sector Initiative on inclusion of people with disabilities and other relevant GIZ programmes / initiatives

Knowledge management

  • Prepare and provide input for reports, articles, and other documentation on the One Mainstreaming approach/ inclusion of PWD in projects implemented by GIZ Rwanda
  • Work with colleagues to distil and capture good practices and lessons learnt about One Mainstreaming/ inclusion of PWD
  • Inform of and share information on relevant policies, strategies, and media reports on the One Mainstreaming topics and interventions

Another duties/additional task

  • Perform other duties and tasks at the request of management

C.Required qualifications, competencies, and experience 

Qualifications and Professional experience

  • Master’s degree in social work, social policy, psychology, gender studies, human rights, or similar area
  • At least 5 years’ work experience in this area, at least two of which in international organisations
  • High levels of training and facilitation skills
  • Excellent project management skills
  • Fluent written and oral knowledge of Kinyarwanda
  • Excellent command of the English language

Other knowledge, additional competences

  • Working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g. Microsoft Office, Common Portal and others).
  • Excellent communication skills
  • Good management and organisational skills
  • Excellent team player
