Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context: 

Under the direct supervision of the Chief of Mission, and in close coordination with the Programme Support Coordinator, the incumbent will be responsible and accountable for the coordination of all activities under the Mission’s Labour Migration and Human development portfolio, including financial management.




Core Functions / Responsibilities:

  1. Coordinate all Labour Migration and Human Development (LHD) projects’ activities.
  1. Contribute to the design and development of new LHD programmes.
  1. Identify potential emerging priorities including challenges and revisions in projects as necessary, to improve the project relevance and impact.
  1. Provide and participate in capacity building activities on migration management: labor migration; international migration law; diaspora engagement; migration and development, etc.
  1. As part of the LHD portfolio, carry out sensitization campaigns on safe migration mobility and diaspora engagement in Rwanda and abroad.
  1. Contribute to the planning, organization, and delivery of training workshops to strengthen the capacities of beneficiaries both human and institutional on migration management and development.
  1. Maintain strong working relations with the Government of Rwanda; One UN; Civil Society Organizations, Local Government, and the Private Sector. This also includes relevant Rwanda’s Diplomatic Missions abroad.
  1. Provide support to regional initiatives on migration management.
  1. Draft relevant sections of project narrative and budget reports including project monitoring reports.
  1. Supervise all LHD project staff. Provide administrative coordination for consultants and follow up on their deliveries.
  1. Promote the work of IOM within Rwanda and through effective coordination with stakeholders for visibility of the organization.
  1. Attend different UN coordination meetings.
  1. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in social or political sciences, law or related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience 

Experience

  • Work experience liaising with government authorities, other national/international institutions
  • Experience working with an international organization / UN agency or international NGO and knowledge of migration issues would be a distinct advantage.

Languages

Fluency in English is required. Knowledge of French and Kinyarwanda is an added advantage

Other

The appointment will be subject to certification by the Organization’s (IOM’s) Medical Officer, based on medical examination(s), that the candidate is medically fit for appointment and verification of residency, visa, and authorizations by the Government of Rwanda, where applicable.

This application is open to all Rwandese citizen and any other foreign national as long as such an applicant has a right of residence and right to work in Rwanda at the time of application (IOM will not be responsible in securing such Visas or authorizations from the Government of Rwanda, any applicant of foreign nationality must provide authentic certification from Government of Rwanda in regard to the right of residency and right to work in Rwanda at the time of application).
