National Advisor on SGBV Prevention for the Project Prevention of sexualised and gender-based violence (SGBV)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

The Project “Prevention of sexualized and gender-based violence” (SGBV) with a special focus on women and girls is a joint Rwandan-German Development cooperation project implemented by GIZ. The project works in close collaboration with its partner ministry, the Ministry for Gender and Family Promotion (MIGEPROF), and selected other partners like Civil Society Organizations (CSO). It aims at improving the range of prevention measures offered by governmental and non-governmental actors for persons affected by SGBV.

GIZ Rwanda is searching for a candidate for the position of National Advisor on SGBV prevention to the Project Prevention of sexualized and gender-based violence. This is a limited term position.

A.Responsibilities

1. Responsibilities related to the project implementation with the partners

  • Contribute to activities that develop capacity and provide technical support and input to MIGEPROF through
  • Supporting learning and innovation processes/institutional learning through capacity assessment and facilitation of requested training sessions on SGBV prevention, innovative approaches, and related topics
  • Supporting the strengthening of organizational structures through exchange with MIGEPROF staff on technical details and preparation of joint activities
  • Supporting the collection and preparation of publications and/or dissemination of documented successful approaches in the prevention of SGBV including conceptualization, proofreading and further support to the editing process, especially for versions in Kinyarwanda language
  • Supports the preparation and implementation of baseline assessments and editing/preparation of recommendation papers etc. by supporting project staff and external partners in the creation of Terms of Reference and the monitoring of activities
  • Reviews concept notes submitted by CSO partners to the project and ensures overall quality of delivery in the context of Local Subsidy contracts with GIZ
  • Technical and organizational preparation of workshops and trainings with and for partners in cooperation with the Advisors and external staff of the project (such as consultants), e.g. with regards to gender-sensitive and client-centered approaches
  • Supports the organization and implementation of communication and outreach activities of project partners and ensures the implementation of the principle of Leave no one behind through support in barrier-free messaging and adaptation of materials,
  • Contributes to the gathering of lessons learnt and recommendations to adapt communication strategies

 B.Tasks

  • Supports the monitoring and evaluation (M+E) of activities and the overall progress of the project, following the monitoring and evaluation requirements of GIZ and the established M+E System of the project: Feeding data into the system and preparing overviews for reporting
  • Formulates appropriate input for various project reports including annual reports, and contributes to the other reports/publications as required by the Head of Program and GIZ Head Office
  • Supports the project-internal exchange of expertise
  • Supports the internal and external Gender Mainstreaming activities of GIZ Rwanda in liaison with the Gender Focal Person and the One Mainstreaming Working Group of GIZ Rwanda, represents the Gender Focal Person as needed and requested
  • Participates in team meetings and other meetings as requested by GIZ, including minute-taking as requested
  • Supports the logistical preparation and technical conceptualization of meetings and workshops, in liaison with the project’s administrative assistant and the other project staff as requested

C.Other duties/tasks

  • Performs other duties and tasks at the request of management

D.Required Qualifications, Competences, and Experience

1. Qualifications and professional experience

  • Master’s degree in an area that is related to the projects’ objectives, e.g. Governance, Social Work, and Capacity Development, with a focus on a relevant field or Bachelor’s Degree with extensive experience in comparable positions
  • Proven knowledge of gender-sensitive and client-centered approaches
  • Experience in developing and conducting participant-oriented and methodically diversified and didactically designed workshops and trainings
  • Implementation knowledge in the field of gender as well as in the primary and secondary prevention of SGBV
  • Knowledge of women’s and children’s rights
  • Strong conceptual, strategic, and communication skills
  • Proficiency in English and Kinyarwanda
  • Ability to work in a team, strong interpersonal competence, frustration tolerance, and high degree of sensitivity
  • Dynamic, flexible, and able to work under pressure
  • Comfortable in intercultural teams and engaging with various stakeholders
  • At least 5 years of work experience in a related field

2. Other knowledge and additional competences

  • Experience in counselling is an asset
