Project Overview

 ENABEL/BARAME MNCH Project is a three- year, funded by ENABEL with the objective of reinforcing capacities of staff with regard to obstetrical, neonatal, and childcare in 7 districts namely Gakenke, Gisagara, Karongi, Nyamasheke, Nyarugenge, Rulindo and Rusizi Districts.

Position Description

 Position Title: MNCH Program Officer

Project: Enabel/ MNCH project

Position Reports to:  MNCH Technical Director

Position Supervised:  None

Location: Based in Kigali, Rwanda with frequent field travels

Duration: Open-ended contract based on availability of funding and good performance

 Scope of Work:

The program Officer will provide program management support for implementation of the scope of work outlined in the work plan and grant agreement for Enabel/MNCH Project. S/he will work in close collaboration with the Program Management team, including the Project Director, Technical Director and other Technical staff to contribute to continuity across program implementation areas and service delivery. The MNCH program Officer will also work closely with the Jhpiego HQ Jhpiego backstops to ensure comprehensive programmatic support in project and consequently collaboration with other Jhpiego in country projects or departments.




Responsibilities:

A.    Management:

  • Contribute to the development, implementation and monitoring of annual work plans and budget of ENABEL/MNCH Project and ensure the project is delivering on time, scope and budget
  • Coordinate the ENABEL/MNCH Project annual planning and implementation process monitor progress and propose corrective measures towards achievement of the project’s objectives and results.
  • Ensure ENABEL/MNCH Project is being implemented using Jhpiego Program Management best practices and in compliance with the donor and Jhpiego policies &procedures.
  • Prepare monthly, quarterly and annual narrative reports in close collaboration with ENABEL/MNCH Project team and Jhpiego Sr M&ER Advisor.
  • Prepare and track the Project activity implementation budget
  • Serve as the focal person to link ENABEL/MNCH Project team with other Jhpiego projects and operations teams and ensure the needed support is timely provided.
  • Represents Jhpiego in ENABEL/MNCH Project meetings at district level
  • Perform any other tasks assigned by the supervisor.

 Knowledge Management and sharing learnings:

  • Work closely with the Jhpiego Communication Specialist and ENABEL/MNCH Project Team to raise the project visibility through the development and dissemination of the Project success stories, photography, infographics, social media posts, events….
  • Contribute to the knowledge sharing from ENABEL/MNCH Project learnings.

Required Qualifications

  • Master’s degree in Public Health, in Global Healthcare Management or in Global Health Equity
  • At least 2 years of professional, progressively more responsible of the program work plan management experience in NGOs in health sector.
  • Excellent analytical, presentation, communication and report writing skills.
  • Experience in managing donor-funded projects and in designing and implementation of health projects; preferably in Rwanda
  • Experience in budget development, track, record and management
  • Experience in proposal writing
  • Fluency in English, French, and Kinyarwanda languages.
  • Experience working with MOH systems, local authorities, and health providers
  • Experience of working with different donor funding agencies and private sector foundations

Required Knowledge, Abilities/Skills: 

  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform
  • Ability to multitask, be able to manage competing priorities, and be able to prioritize in order to meet program and/or organizational objectives and deadlines
  • Computer literate with skills in MS Office Suite
