Reporting to the Chief Risk Officer, the Manager, Information and System Risk  will be responsible for managing the security of information including setting and implementing strategies to minimize the variety of risks that could threaten RSSB information systems.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities

  • Identify gaps in the Information and systems risk management policies and procedures and propose improvements
  • Prepare and implement business continuity plans to limit information and systems risks
  • Monitor and manage the IT systems to ensure that they are secure, and if an attack occurs, make sure that the systems are not breached
  • Perform testing of Business Continuity Plan (BCP) procedures including testing and review of Disaster Recovery
  • Provide advice and guidance to the Chief Risk Officer on emerging issues, risks, and the implementation of changes required on policy matters
  • Find practical and cost-effective solutions to identified or revealed IT security and risk issues
  • Provide direction and guidance in the development, implementation, and communication of IT risk-related policies and standards
  • Undertake risk reviews of the IT control framework
  • Ensure implementation activities of various technical programs
  • Build and maintain an external network with other senior IT risk professionals and evaluate alternative means of reducing the RSSB’s exposure to catastrophic loss
  • Provide aggregated risk supervision for various high impact areas of IT services for core components of IT systems
  • Evaluate ICT controls for all operating systems, applications, database management system interfaces and networks across RSSB to ensure consistency in achieving compliance requirements
  • Develop, maintain, and operate a comprehensive risk assessment program to assess, manage and report on IT risks on a periodic basis
  • Coordinate annual and strategic planning and budgeting relating to Information and Systems Risk function and ensure timely preparation of performance reports
  • Ensure regular information and systems risk reports to General Management, Board of Directors, and key stakeholders.
  • Manage and evaluate staff under his/her supervision
  • Establish and maintain good working relationships with internal and external stakeholders to promote RSSB’s image
  • Perform any other duties related to Information and Systems Risk function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  • Master’s Degree in Computer Science, Information Technology, IT audit, Data science, Cyber security, or any other relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role

OR

  • Bachelor’s Degree in Computer Science, Information Technology, IT audit, Data science, Cyber security, or any other relevant field with at least 6 years’ relevant experience, 2 of which should have been in supervisory role
  • Professional qualification in risk and/or information systems management as an added advantage

Key competencies

Technical Competencies:

  • The role holder should have strong information systems and risk management skills
  • The incumbent must posses cybersecurity and data management skills
  • The role holder must hold disaster recovery skills
  • Must be proficient in enterprise risk management

Behavioral Competencies:

  • Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences;
  • Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike;
  • Must be open to change and adapt established methods for new uses within the institution;




Additional Information:

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
