Reporting to the Head, Medical Insurance, the Manager, Counter Verification will be responsible for managing the counter verification process by ensuring all invoices have correct amounts, payments are done and fraud incidents are kept to minimum.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Coordinate the counter verification of medical and pharmaceutical invoices and ensure all procedures and policies were followed
- Review verification reports, analyse patterns, identify risks and make suggestion for further action
- Develop and regularly review counter verification tools and propose related processes and procedures
- Analyse the costs of medical and pharmaceutical services and propose cost containment strategies
- Participate in the elaboration of policies and procedures including Standard Operating Procedures (SOPs) related to medical scheme
- Participate in the development of the Benefits function’s strategic and operational plans and their related budgets and ensure their successful implementation
- Participate in fraud management including fraud prevention, detection, investigation and recommendation of action to be taken by competent authorities
- Prepare and timely submit periodic and annual reports of the Invoice Counter Verification function
- In collaboration with the Human Capital function, participate in the recruitment of staff under his/her supervision
- Manage and evaluate staff under his/her supervision
- Respond to request letters from partners and claims according to client charter
- Participate in meetings and consultations with medical partners
- Analyse reports/data and recommend practical ways of data quality improvements
- Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s image
- Participate in various meetings (internal and external forums) and provide comments/ opinions on matters affecting or concerning the function
- Perform any other duties related to Invoice Verification function as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in a Pharmacy Field, Health Economics, Public Health, Health Administration, Hospital Management, Health Sciences, Insurance, Actuarial Science, Economics, Accounting, Business Administration or any other relevant field preferably with 3 years’ relevant experience, 1 of which should have been in a senior officer role
OR
- Bachelor’s Degree in Pharmacy, Public Health, Health Administration, Hospital Management, Health Sciences, Insurance, Actuarial Science, Economics, Accounting, Business Administration or any other relevant field preferably with 5 years’ relevant experience, 1 of which should have been in a senior officer role

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
