The Rwanda Social Security Board aspires to transform towards a modern, high performing institution that is committed towards high standards of governance and the provision of efficient and effective management of Board affairs achieved by financial stability.
This role offers a unique opportunity to be at the forefront of a major transformation that will optimize the Board’s financial processes and resources. You will work closely with the performance talent and development function, human capital team and regulatory bodies to lead staff benefits planning and management as well as oversee pensions and benefit plans.
Reporting to the Chief Human Capital Officer, the Manager Compensation and Benefits will be responsible for planning and managing RSSB staff benefits salaries and updating existing benefits and compensation related policies.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Lead staff benefits planning and management
- Coordinate the evaluation and review of RSSB compensation and benefits programs, policies, and procedures
- Design, implement, and manage salary classification, compensation packages and bonus programs that align with RSSB strategic plan
- Ensure salaries and benefits comply with the current legislation, RSSB salary structure and staff benefits package
- Support the human capital team with recruitment and talent management activities
- Develop profit-sharing, incentive, employee wellness, and performance management programs
- Manage subordinate human capital employees and daily operations related to compensation and benefits activities
- Review and approve research on employee satisfaction and renew RSSB compensation plans with monetary and non-monetary benefits based on employee needs
- Identify trends and implement new practises to engage and motivate employees
- Oversee analysis of compensation and benefits and track prevailing pay rates and make sure RSSB offers competitive compensation plans
- Structure compensation in ways that will yield the highest value for the organisation, evaluate and report on the effectiveness of employee benefit programs
- Prepare forecast budgets, reports, and presentations for salary increases
- Administer and manage employee insurance plans, oversee pension and savings plans and offer advice on salary increase requests
- Approve all benefits and compensation related to salaries, transport allowances, transfer fees, advances, airtime fees and mission fees
- Liaise with Performance, Talent and Development function to conduct staff exit interviews for departing employees to ensure that valid reasons for exit are considered in the change management process and staff welfare initiatives
- Oversee the preparation and organisation of staff related events including general assembly, international labour day, awards ceremonies, reception for retiring staff among others
- Manage staff under his/her direct supervision
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in Human Resource Management, Finance, Accounting or Business Administration, Public Administration, or any other relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role
OR
- Bachelor’s Degree in Human Resource Management, Finance, Accounting or Business Administration, Public Administration, or any other relevant field with at least 6 years’ relevant experience, 2 of which should have been in supervisory role

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
