Position: IT Specialist

Location: Kigali, Rwanda

About the Position

Water and Sanitation Corporation (WASAC) Ltd and VEI B.V (an organization of Dutch Water Operators) are implementing a Water Operators Partnership (WOP) project titled Scaling Universal Access to Safe and Climate Resilient Waster Services in Rwanda, with focus on Small Towns (SCALE). One of the project interventions aims to improve water service provision through purchase and installation of prepaid water metering systems on public taps/kiosks. This is in line with WASAC’s effort to integrate Internet of Things (IoT) in its day-to-day operations. These meters are in form of water hubs/dispensers with a maximum of three taps per hub. They have an electronic flow meter and valve, and a button on each tap to start and end the transaction. The final water user has a token that communicates to the hub which provides the user with access to water 24/7 without the need for a kiosk or public tap operator. The meters use GSM/GPRS to communicate and incorporate mobile payment channels, like MTN Mobile Money and Airtel Money, to purchase water credits.


What are we looking for?

We are seeking expertise of an IT Specialist to support the project to successfully implement prepaid water meters for public taps. For this position, communication and problem-solving skills are important but also critical thinking and collaboration. The candidate should also possess the following:

  • In possession of a BSc or MSc degree in Information Technology, Electronics, Computer Science, or any related field.
  • Knowledge of software development life cycle (SDLC) and software testing methodologies.
  • Having skills on networking protocols (possession of a professional certificate will an added value).
  • Familiar with the following coding languages/RDMS/web design: Python, Java, PHP, MariaDB/MySQL, SQL server, HTML, CSS, Java Script, etc.
  • At least 3 years working experience in a related IT position.

Knowledge of water management is an added advantage.


What will you do as IT Specialist?

The core task for this position is to support the project to implement prepaid water meters on public taps. In addition, the IT Specialist will support WASAC IT team in developments that are required to improve customer management and water billing systems. The specific roles and responsibilities of the IT Specialist are categorized as follows:

  • Work very closely with the supplier to duly install the prepaid water meters and ensure its integration with other WASAC’s system.
  • Collect and analyze data (water consumption, revenues, and costs) for better understanding of business case for the meters and produce needed reports.
  • Manage and support the prepaid water meters software:
    • Manage the prepaid water meters software.
    • Manage the system database.
    • Ensure the software redundancy, backups.
    • Resolving all issues related to water prepayments.
  • Other development required to improve the customer water management services and billing system.
  • Any other work assigned by the supervisor.


Workplace

The position will be in Kigali, Rwanda with fluent travel to WASAC upcountry branches across Rwanda.

Type of Contract and Place in the Organization

A freelancer contract will be signed between VEI and the IT Specialist although reporting will be directly to the Director of Commercial Services of WASAC and working very closely with the IT Department. VEI will collaborate with WASAC to manage the Consultant’s performance.


Terms of employment

The working hours are 40 hours per week following the local working hours in the office and following the local national holidays. Candidates are expected to be flexible in working hours due to travel obligations and the nature of the job.
