December 1950 by the UN General Assembly. The agencyis mandated to lead and co-ordinate international action to protect refugeesand resolve refugee problems worldwide. Its primary purpose is to safeguard therights and well-being of refugees. It strives to ensure that everyone canexercise the right to seek asylum and find safe refuge in another State, withthe option to return home voluntarily, integrate locally or to resettle in athird country (www.unhcr.org).

 


Given the deteriorating security situation in andaround the Libyan capital of Tripoli, UNHCR is responding to the emergencyprotection needs of refugees, asylum-seekers, children and youth-at-risk, andothers of concern in Libya (urban-based and detention environments) through theestablishment of the Emergency Transit Mechanism (ETM).The ETM has beenestablished  under the framework of aMemorandum of Understanding (MOU) signed with the Rwandan government and theAfrican Union (AU) in September 2019. Under the terms of the MOU, theindividuals concerned are transferred on a voluntary basis, from Libya toRwanda for emergency case processing for durable solutions. UNHCR supports theRwandan authorities in biometric joint registration of the evacuated personsand in undertaking Refugee Status Determination (RSD) under its mandate inaccordance with applicable standards. A durable solution for their situation ispursued, including return to the country of origin for those who voluntarilychoose to do so, or third country resettlement to States that are willing tooffer admission. This assignment is critical in ensuring this is achieved.




All UNHCR staff members are accountable to performtheir duties as reflected in their job description. They do so within theirdelegated authorities, in line with the regulatory framework of UNHCR whichincludes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies andAdministrative Instructions as well as relevant accountability frameworks. Inaddition, staff members are required to discharge their responsibilities in amanner consistent with the core, functional, cross-functional, and managerialcompetencies and UNHCR’s core values of professionalism, integrity and respectfor diversity.

DESCRIPTION DES TACHES
Duties:

–       Underthe direct supervision of the Protection Officer, the incumbent will undertakethe following tasks:

–       TheInterpreter will provide operational support to registration, protection, childprotection, GBV, Community Based Protection, Refugee Status Determination(RSD), child protection, resettlement (RST) and field staff of UNHCR andpartner organizations through language support services for POCs in EmergencyTransit Mechanism (ETM) Centre Gashora.

–       TheInterpreter is expected to provide interpretation in the following languages:Somali, Oromo, and English and will undertake the following tasks;

–       Translationof written documents or statements as necessary.

–   Assistin the translation of all office documents including general correspondence,manuals as required.

–       Requiredto read, understand, and comply with UNHCR’s Code of Conduct and realizes thathe/she shall be expected to work in the spirit of the principles set forththerein.

–       Requiredto read and understand the Undertaking of Confidentiality and Impartiality andunderstands that s/he shall be expected to respect the principle ofconfidentiality and remain impartial in his/her work.

–       Requiredto read, understand, and agree to abide by the standards of conduct set forthin the Secretary- General’s Bulletin, ST/SGB/2003/13 of 9 October 2003,concerning “Special measures for protection from sexual exploitation and sexualabuse”.

–       TheInterpreter must observe total confidentiality regarding information obtainedin the performance of his/her duties

In doing so, s/he will:

–   Beexpected to be equipped with relevant knowledge and skills on the UNHCR’sprotection mandate.

–     Beexpected to recognize, understand and – in a split second – have a word inanother language for any one of a myriad of issues. The range of interpretationsubjects is broad, including politics, legal affairs, economic and socialissues, human rights, finance, and administration.

–      Awide-ranging knowledge of world affairs, subjects (including technical terms)and United Nations processes is essential for all interpreters




QUALIFICATIONS REQUISES
MinimumQualifications

Years of Experience / Degree Level:

3 years relevant experience with high school diploma;or 2 years relevant experience with bachelor’s degree. Relevant Educationdegree or another relevant field – Should have experience in translation.(Preference will also be given to BA in Interpretation, Letters, arts).

 

Essential

–       Atleast 2 years of work experience as translator/interpreter.

–       Languages:Level: Fluent English, Tigrigna, Amharic Desirable: Oromo and Arabic

–       Practicalexperience in translation/interpretation using technical terminology.

–       Writtenand spoken skills required in English.

–       Strongskills in the use of computers for word processing, spreadsheets, and commonbusiness Internet usage

Autres informations
Desirable

Experience in a field mission andat Headquarters / in the UN Common System and country context. Experienceundertaking operational work in the field of international affairs,international security, humanitarian affairs, development.
