Job Description
Reporting: Inspection & Maintenance Senior Engineer reports to the National & Urban Roads Division Manager.
Duties and Responsibilities
The Inspection & Maintenance Senior Engineer is responsible for:
1. Prepare reports on all activities assigned;
2. Carry out Periodic inspections of the National Road network and report on the status;
3. Ensure Emergency maintenance works are done and completed within time and budget;
4. Ensure that Inspection is done correctly and issues addressed for follow up by the superiors;
5. Advise the National & Urban Roads Division Manager on ongoing National roads Emergency projects as they arise, the need for variations and extension of time or the need for corrective action when required;
6. Draft contractual documents/ letters, to make sure they are in line with the conditions of contract for the projects;
7. Review, and report to the National & Urban Roads Division Manager on the physical work plans and, together with the relevant Engineers, monitor progress of the work on a monthly basis and seek clarification with regard to reasons for any problematic or delayed Project;
8. Prepare programs for technical audits and ensure that technical audits are carried out for all National roads in Rwanda;
9. Prepare detailed project schedule before and/or during project implementation;
10. Brief appropriately Senior Management on issues or actions that require urgent intervention;
11. To ensure that on National roads routine, recurrent and periodic maintenance are planned and executed effectively based on priorities;
12. Prepare regular reports to management on Annual Road Maintenance Actions Plans and their implementation prepared in accordance with the RMMS;
13. Perform any other duties as may be assigned by a competent authority.
