Duties and Qualifications
|
||
– Be fully informed about community structures and the protection as well as the security situation of the population of concern. Through relationships with PoCs and network of partners stay abreast of political, social, economic and cultural elements that may have an impact on the protection environment and provide advice to Senior Management. – Facilitate the adoption of the Community-Based protection approach and assist in developing of appropriate strategies that enhance refugee protection and accountability to persons of concern. Including carry out the participatory assessment in line with AGD approaches. – Put in place mechanisms to boost effective communication and maintain open and constructive dialogue with persons of concern and strengthen capacity to detect and timely response to any emerging concerns. – Effectively assess the needs and pay due attention and support to the most vulnerable groups including UAM, survivors of SGBV and torture and those with serious medical conditions. This should be done in cooperation with specialized NGO partners on ground. – Develop communication strategy that speaks to the population needs, with special consideration of the languages barriers and its impact on maintaining safe environment. – Establish good cooperation with the Gov authorities and NGO partners active in Gashora. Assist the them to better understand the cultural diversity. Support the PoCs to respect their differences and able to live in harmony and maintain healthy and positive relationships with services providers. – Provide individuals or group psychosocial counselling in order to address social and cultural issues that may have an impact on the protection environment and provide appropriate support. – Assist during the registration process ensuring that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women, men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS. – Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues. – Support the design, implementation and evaluation of protection centred and solutions-oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated. – Promote confidence building and conflict resolution among populations of concern, authorities and host communities in the ETM operation. – Contribute to the Protection team’s information management component which: provides disaggregated data on PoC and their problems. Support the design and implementation of durable solutions options, specially related to local integration or return to country of origin. – Facilitate establishment of appropriate refugee representation, the community leaders are selected in a transparent and fair manner representing the various ethnic groups. Encourage and support implementing of community led-owned activities specially sport and cultural activities. – Encourage the asylum seekers and refugees to maintain positive approach and enhance inter- cultural dialogue to enhance peaceful co-existence amongst the various groups. – Conduct home visits and establish direct contact with persons of concern, host communities to create environment for joint activities to enhance co-existence between the refugees and local community in the immediate neighbourhood. – Perform other related duties as required Education & Professional Work Experience – 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree International Development, Cultural Studies, Human Rights, International Social Work, Social Science, Political Science, |

Given the deteriorating security situation in and around the Libyan capital of Tripoli, UNHCR is responding to the emergency protection needs of refugees, asylum-seekers, children and youth-at-risk, and others of concern in Libya (urban-based and detention environments) through the establishment of the Emergency Transit Mechanism (ETM).The ETM has been established under the framework of a Memorandum of Understanding (MOU) signed with the Rwandan government and the African Union (AU) in September 2019. Under the terms of the MOU, the individuals concerned are transferred on a voluntary basis, from Libya to Rwanda for emergency case processing for durable solutions. UNHCR supports the Rwandan authorities in biometric joint registration of the evacuated persons, provision of accommodation and basic food assistance, skill training, sport and recreational activities. Durable solutions will be pursued, including return to the country of origin for those who voluntarily choose to do so, resettlement to a third country or local integration. This assignment is critical for ensuring that the operations objectives are achieved. The Associate Community-Based Protection Officer is a member of the Protection Team reports to the Protection Officer. The incumbent may have direct supervisory responsibility for other staff. S/he supports the implementation of protection standards and provides advice on CBP to Senior Management. The incumbent is relied upon to support a coordinated approach in the implementation of UNHCR¿s rights-based and community engagement with all persons of concern (PoCs) and contributes to the achievement of UNHCR¿s commitments to accountability to affected people. S/he maintains close working relationship with NGO staff and act as the critical interface between UNHCR and communities of concern, enabling them to provide the AGD-sensitive analysis of community risks and capacities that form the essential foundations for designing response plan. The incumbent maintains close working relations with sister UN entities, governmental entities, non-governmental organisations that can contribute to enhancing protection and achieving solutions through people centred community-based and gender responsive approaches. The incumbent provides guidance to the operation and plays advocacy role with local authorities, partners and other key stakeholders. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties and Qualifications

||
Under the direct supervision of the Associate Resettlement & Complementary Pathways Officer and overall supervision by the Resettlement Officer and the Head of Office, the incumbent will undertake the following tasks:
¿ Develop and implementing effective communications outreach programme, to manage refugee expectations. ¿ Provide appropriate counseling to persons of concern in relation to the ETM process as necessary including in the context of information sharing on case statuses and the notification of decisions on individual cases. ¿ Implement resettlement counselling and information sharing within protection and durable solutions strategies. ¿ Establish and maintain dialogue with refugee leaders and individual refugees about protection activities and durable solutions, not only resettlement to ensure that refugees understand the scope and limitations of all possible durable solutions. ¿ Collect information on the protection context and the identification of specific needs without raising expectations with regard to resettlement. ¿ Plan and organize for public information for UNHCR staff and partners to strengthen their capacity to conduct reliable information campaigns in these contexts. ¿ Provide refugees, others working with refugees and, in some cases, the general public, with clear and consistent information on the limits and possibilities of resettlement, ensuring that the resettlement message remains consistent. ¿ Participate in training/briefing UNHCR staff and partners on RSD/ resettlement categories/procedures, as required. ¿ Stay abreast of legal, political, security and other developments which impact on the protection environment, and in particular, on protection delivery through registration, RSD, resettlement. ¿ Make referrals to other UNHCR staff/units, based on identified vulnerabilities and specific needs. ¿ Ensure adherence to and contribute to continual review of operation-specific SOPs. ¿ Maintain accurate processing statistics and provide statistical reports on a regular basis. ¿ Keep systematic, accurate records of all cases considered including ensuring compliance with proGres v4 data entry requirement, uploading of audio recordings on eSAFE and filing of all documents and correspondence in physical files. ¿ Assist in preventing and identifying fraud in individual case-processing through oversight, advice and guidance to UNHCR staff, partners and persons of concern. ¿ Systematically apply an age, gender and diversity (AGD) perspective in the performance of assigned functions. ¿ Assist in monitoring individual case processing trends and in compiling and analyzing statistics related to individual case processing. ¿ Assist in developing and maintaining processes to ensure that persons of concern have accurate information on the UNHCR individual case-processing policies and procedures. ¿ Prepare Resettlement Registration Form (RRF) and support in review of RRFs as per the need.Essential minimum qualifications and professional experience required ¿ University degree in relevant areas: Law, Political Science, Social Sciences ¿ preferably in social work. This assignment is critical in ensuring this is achieved. The position will be based in Nyamata Field Office. The incumbent¿s primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) mainly through mainstreaming counselling and information sharing with POCs and stakeholders while having an active involvement along the entire spectrum of resettlement workflow. S/he will be mainly engaged in developing a counselling strategy and implementing it, while working closely with protection, the refugee community and resettlement colleagues to ensure that refugees are properly counselled to manage their expectations. Effective management of resettlement expectations is an essential foundation for ensuring that resettlement processes are not undermined by tensions, anxieties, unrest and security threats. The incumbent will also be involved in the identification of needs, submission of cases, monitoring procedural compliance, integrity and quality of case submissions, and ensure progress against targets.
