1.Loan Officer

Loan Officer
Reporting to Head of Operations
Work location: Nyamata and Gicumbi
Loan officer will be responsible for managing an effective portfolio both in terms of quality and quantity, Ensure high level of transparency, complete tasks in a timely and cost-effective manner.
Able to train clients effectively.
Major responsibilities
- Assist in conducting market research and survey activities;
- Solicits new loan accounts in accordance with specific periodic performance targets prescribed in the branch business plan;
- Conducts active marketing campaign to attract new clients;
Orients prospective clients about VFR’s loan products
- Receives loan applications and perform credit appraisal on loan applicants and his/her surety/ guarantor, if any;
- Conducts inspection and/or appraisal of any property being offered as collateral
- Prepares and presents credit applications to the branch credit committee for approval;
- Conduct regular visits to clients and build strong relations with them before, during, and after the disbursement,
- Closely monitoring of loan payments and ensures zero tolerance against past due;
- Acts to support other loan officers in delinquency crisis.
- And any other duties that may be assigned by the Branch manager from time to time.
Required Skills and Knowledge
- Ensure high level of transparency
- Complete tasks in a timely and cost-effective manner
- Able to train clients effectively.
- Understands and practices the basic principles of microfinance.
- Having driving license class A
Qualification
- Bachelor’s Degree in Economics, Finance, Accounting, Management, and other related field
- 2 Years of experience in Banking Sector

Database Administrator
Reporting to Head of IT
Work location: Head Office/Kacyiru
Database Administrator will be responsible for the installation, configuration, upgrading, administration, monitoring, maintenance, and security of databases in VFR. Database Administrator will also be involved in the planning and development of the database as well as troubleshooting any issues on behalf of the users.
Major responsibilities
- Controlling and monitoring user access to the database
- Enrolling users and maintaining system security
- backing up and restoring all databases (Mobile Banking, Core Banking System, and BNR Delaware House)
- Daily monitoring of database replications and ensures datas are updated both at HQ standby and DR site
- Ensure Mobile Banking Application is up and running
- Ensuring BNR EDWH have sent daily extraction summary alert of the previous day plus the end month
- Monitoring performance of our core banking application and managing parameters to provide fast responses to front-end users;
- Ensure systems and reporting structures provide appropriate portfolio and impact information and performance outputs to all levels of management;
- Investigate and analyse system imbalance and advise on the corrective action;
- Provides technical support to branches and all departments on time. Ensure all issues channelled through our helpdesk ticket system are responded to and all pending tickets are closed by user upon satisfaction of the services rendered
- Perform trainings to end users on new system and reports where necessary
- Apply licenses to banking systems when new licenses are acquired;
- Allocating system storage and planning future storage requirements for the database system;
- Writing database documentation, including data standards and procedures;
- Monthly reviewing of User access rights to the System and revoke where where necessary by consulting HOIT and document by filing
- commissioning and installing new applications and customizing existing applications in order to make them fit for purpose;
- Work Closely with the Core Banking Vendor and consultants for new application integrity;
- Perform end financial activities ( daily EOD and EOY) regularly;
- Generating various reports by querying from database as per need;
- Developing and automating reports as per the business requests.
- Full daily Mobile Banking support to the clients by troubleshooting and analysing the error given and working with MNOs where necessary
- Dual control on how users are registered in the system by checking charge account , account mapped and the validity of the phone numbers and share weekly report
- Perform once in a month Backup Tape restore and document by filing
- Ensure Daily EOD Reports are sent to the business before start of the day
Required Skills and Knowledge
- Knowledge about the RDBMS systems especially Oracle Database;
- Knowledge of system reports design and development using crystal reports;
- Knowledge of structured query language (SQL) and Java programming;
- Knowledge of Web logic Server Administration
- Knowledge of Oracle stored procedures, Functions, views, and cursors
- Knowledge in Linux and Windows server 2016
- General understanding of storage technologies, memory management, disk arrays, SAN Storage, and networking;
- General understanding of routine maintenance, recovery, and oracle replication for business continuity;
- General knowledge of Banking and Business
- Being able to work under pressure to meet conflicting deadlines;
- Having good communication skills
- Team worker combined with strong interpersonal skills.
- Stable, mature, and practicing Christian.
- High level financial and moral integrity.
- Well organized, able to interpret data while paying attention to details
- Be proficient in Microsoft office applications
- Ready to comply and live up to and in accordance with the organization Ideals and Core Values
Qualification
- Have at least Bachelor’s degree in Computer Science, Information Technology, and any other related field
- Having oracle professional Certification is Mandatory
- Having Linux professional certifications is Mandatory
- Experience of at least 3 years as Oracle DBA is mandatory

Accountant
Reporting to Head of Risk and Finance
Work location: Head office
Accountant will be responsible for VFR Head office Accounts, Proper maintenance of books of Accounts, Insure effective Head Office Financial accountability.
Major responsibilities
- Performs Head Office reconciliation and coordinates with other personnel to resolve promptly all reconciling items pending;
- Ensures the completeness of supporting documents for all of the recorded transactions in the Head Office’s accounting records;
- Ensures that the accounting books and records of the Head Office are properly filed and stored for efficient retrieval in the future;
- Produces financial reports of the Head Office, including cash flow, balance sheet, etc. at the close of each “banking” day, and at month end;
- Produces timely, detailed MIS reports needed for the constant, on-going review, monitoring, and management of the Head Office’s performance;
- Promptly submits regular and other reports to the National Bank of Rwanda, and other regulatory agencies;
- Reconciles balances of cash maintained in banks and other financial institutions, with the Head Office accounting records;
- Keeps a systematic monitoring of all VFC property and equipment, monitors its movement and reviews is condition compared to book value;
- Provides assistance to any examination conducted by National Bank of Rwanda, other regulators, internal and external auditors;
- Provides feedback to the Chief Finance Officer on any proposed improvements in the accounting and monitoring system;
- Supervises the cash divisions of the Head Office;
- Other duties as may be required by the Head of Risk and Finance
Required Skills and Knowledge
- Bank Reconciliation skills
- Knowledge on any accounting software
- Preparation of financial reports
- Book keeping skills
Qualification and Experience
- Bachelor’s Degree in Accounting or related fields
- 3 years of experience in doing accounting work
