  1. Monitoring and Evaluation Officer (m/f)

Enabel is the Belgian development agency. Under the 2030 Agenda for Sustainable Development, we carry out public service assignments in Belgium and abroad. In addition, Enabel enhances the impact of Belgium in international development by carrying out assignments for Belgian and international third-party donors.

Currently, Enabel is implementing a five-year cooperation programme (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development of Rwanda: health, agriculture, urbanisation, and public finance management.

Barame Project is one of the health sector interventions financed through bilateral cooperation between the Federal Government of Belgium and the Government of Rwanda which focuses on ‘Sexual and Reproductive Health and Household access to health care’. This project pays attention to the needs of neonates, children, under five, adolescents (pregnant) women, and men.

Barame project is implemented closely with Rwanda Biomedical Center (RBC) institution through Maternal, Child, and Community Health (MCCH) Division.

In view of supporting the MCCH Division, Enabel is currently looking for a (f/m)– Monitoring and Evaluation Officer (M&E) for Rwanda Maternal, Child, and Community Health Program.

Location: MCCH Division, Gikondo, Kigali, Rwanda.

Duration of the contract: 1 year renewable – local contract according to the Rwandan labor law.

Expected starting date: April 2021

Salary package: From 1.827.368RWF gross salary depending on the number of years of relevant experience.

Function:

The M&E Officer will work under the direct supervision of the Intervention Manager and in close collaboration with the MCCH Division Manager.

In general, (s)he will:

  • Participate in the development of M&E frameworks and reporting tools for MCCH Division
  • Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts
  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps
  • Organize (and provide) refresher training in M&E for data managers and implementing partner staff
  • Design and implement a system to identify, analyze, document, and disseminate lessons learned
  • Prepare and present a regular analysis of MCCH data and support all levels for improvement of data reporting and data use
  • Participate in the elaboration of strategic plans and other policy documents for maternal child and community health
  • Guide staff in preparing their activity reports in accordance with approved reporting formats and ensure their timely submission
  • Prepare consolidated progress reports for MCCH division contributing to Imihigo, National Strategy for transformation, SDGs
  • Regularly alert MCCH staff about priority activities that need immediate attention
  • Follow up of community health interventions and regularly report on progress
  • Monitor MCCH interventions implemented by stakeholders and partners
  • Together with the Community Health Desk staff, organize impact evaluation studies on community health interventions
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed

Profile:

qualification and experience

  • Rwandan Nationality
  • Master’s degree or Equivalent in Public Health/Epidemiology or related fields
  • At least 5 years working experience as M&E for public-health programs at National or decentralized level
  • Working experience in the field of maternal, neonatal, child, and reproductive health will be an asset

technical skills

  • Skills in manipulating DHIS 2
  • Excellent skills in data management
  • Excellent skills in excel and other important analysis tools (EpiInfo, Stata, SPSS, etc.)
  • Expertise in M&E methodologies including the various approaches and theories, the norms and standards, the health indicators, the quantitative and qualitative methods, the quality and validity of data, the analysis and interpretation of the data
  • Expertise in reporting and learning exercises
  • Fluent in Kinyarwanda and in English with good knowledge of French

In view of the further reinforcement of Barame Project team in three districts of the Western Province (Karongi, Nyamasheke, and Rusizi), Enabel is currently looking for a (f/m) Health Project Coordinator in Western Province.

Location: Karongi District with regular travel to Nyamasheke, Rusizi, and Kigali

Duration of the contract: Open-ended– local contract according to the Rwandan labor law.

Expected starting date: April 2021

Salary package: From 3.106.526 RWF gross salary depending on the number of years of relevant experience.

Function:

The Regional Coordinator will work under the direct supervision of the Intervention Manager to support the related Districts in relation to the coverage and quality of reporting of the health services which are targeted by Specific Objective 2 (SO2).

In general, (s)he will:

  • Coordinate and monitor progress of Barame Program in the three districts, namely Karongi, Nyamasheke, and Rusizi in the Western Province
  • Represent Barame program and work closely with authorities of the three districts in Western province for the planning, execution, coordination, and monitoring and evaluation of the activities
  • Ensure timely, complete, and quality monthly reports
  • Support and assist the Intervention Manager in management of the team
  • Supervise the Barame National Technical Assistants who are based in the Western Province
  • Contribute to the implementation of the Health program (SO2) by providing input
  • Contribute to provide evidence-based documentation of innovative experiences

Profile:

qualification and experience

  • Rwandan Nationality
  • Master’s degree in Public Health, Project Management, Business Administration or Management
  • At least 5 years of experience in coordination and team management level

technical skills

  • Proven experience in Project Cycle Management Systems and Result Oriented Management
  • Proven experience and knowledge of Rwanda health systems especially at operational district level is a strong asset
  • Knowledge of IFMIS budget procedures and other districts and finance procedures
  • Proven relevant experience in leading a team of professionals, in supervising staff, and in coaching co-workers
  • Excellent planning, reporting, and communication skills (oral and written)
  • High analytical capacity, critical mind with strong advisory capacities
  • Fluent in Kinyarwanda and in English with good knowledge of French
  • Demonstrated interpersonal skills and the ability to work in a multi-actor environment
  • Very good hands-on knowledge of excel and word is a must. Other programs (Database, accounting programs) knowledge is a strong advantage
