Job Summary:
The Health, Safety, and Environmental (HSE) Engineer is responsible for developing, implementing, and maintaining safety and environmental management systems in compliance with applicable laws, regulations, and industry standards. This role ensures the workplace is safe for employees, minimizes environmental impact, and promotes a culture of safety and environmental responsibility within the organization.
Key Responsibilities:
- Maintain HSE policies, procedures, and programs ensuring compliance with local, national, and
- international regulations.
- Conduct hazard identification and risk assessments (HIRA).
- Implement control measures to mitigate risks and monitoring the effectiveness of these
- measures regularly.
- Investigate workplace accidents, incidents, and near-misses, identify root causes and recommend
- corrective and preventive/remedial actions.
- Organize and conduct safety and environmental training programs for employees, ensure all staff
- are aware of HSE standards and practices.
- Prepare and submit HSE compliance reports to regulatory authorities, Keep up-to-date records of
- safety inspections, incidents, and audits.
- Develop and maintain emergency response plans and conduct regular drills and exercises to
- ensure an effective emergency response and preparedness.
- Monitor and manage environmental impact, including waste, emissions, and resource use
- towards promoting sustainability initiatives within the organization.
- Conduct internal and external HSE audits to ensure compliance and continuous improvement,
- addressing non-conformance and ensure corrective actions are implemented.
- Liaise with regulatory bodies, contractors, and stakeholders on HSE matters.
- Communicate HSE performance and updates to management and employees.
Requirements and Qualifications:
- Bachelor’s degree in Environmental Science, Engineering, Occupational Health & Safety, or related field.
- Certification in HSE standards such as NEBOSH, OSHA, or ISO 45001 ISO 14001 is an additional advantage.
- Minimum of 3–5 years in an HSE role, preferably in Civil and MEP construction
Preferred Skills:
- Strong knowledge of HSE regulations and standards.
- Proficient in risk assessment and incident investigation techniques.
- Excellent communication, organizational, and analytical skills.
- Ability to work collaboratively and influence others.
- Ability to communicate in Kinyarwanda, English and French
