Reporting directly to the Chief Executive Officer, the Head, Strategy, Research, Innovation and Policy will be responsible for overseeing and coordinating the preparation of strategic and operational plans and the overall institutional performance. This role is also responsible for coordinating research activities across the organization including schemes actuarial valuation studies and for providing research-informed policy advice to RSSB Management Team.
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda’s population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities
- Coordinate the development of RSSB strategic and annual action plans and follow up their approvals
- Monitor the implementation of the institution’s plans and ensure appropriate periodic reporting of activities
- Carry out periodic institutional performance reviews and present periodic performance reports to the management
- Ensure RSSB businesses and processes are regularly reviewed, change needs are identified and change proposals are presented to management
- Initiate and ensure successful implementation of approved changes across the board
- Initiate and coordinate actuarial valuations of schemes under RSSB management
- Supervise both internal and external actuarial exercises and monitor the implementation of the outcomes
- Provide actuarial advice to the institution’s senior management team and enhance development of actuarial skills in the organisation
- Ensure policy and research gap analysis is regularly conducted to identify areas that need specific policies and research
- Coordinate all research activities, review research methods used and present research findings to the management
- Contribute to and influence RSSB strategic direction
- Enhance schemes data integrity and ensure all necessary data analytics tools are in place to improve data-driven decisions
- Provide clear guidelines on statistics provision and ensure the institution has an up-to-date statistical database
- Review statistical reports and bulletins and follow up their approval and publication
- Supervise policy reviews and formulation
- Provide guidance in areas that needs research and study for the development of informed policies
- Interpret and explain policies and other business documents to the top management
- Collaborate with the Operations Excellence function in reviewing the institutional internal guidelines and business processes documents
- Identify staff training needs, training opportunities and recommend staff to be trained
- Perform any other duties related to the Strategy, Research, Innovation and Policy function as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in Actuarial Science, Economics, Data Science, Business Administration, Applied Mathematics, Statistics or any other relevant field preferably with at least 6 years’ experience, 2 of which should have been in a managerial role
OR
- Bachelor’s Degree in Actuarial Science, Economics, Data Science, Business Administration, Applied Mathematics, Statistics or any other relevant field preferably with at least 8 years’ experience, 2 of which should have been in a managerial role
Key Competencies
Technical Competencies:
- The role holder must have sound understanding in actuarial and research techniques
- The incumbent must have sound understanding in planning, monitoring and evaluation of projects
- The role holder must have sound understanding in strategy development
- The incumbent must have sound understanding in data analysis and interpretation
- The incumbent must have sound understanding in policy formulation
Behavioral Competencies:
- Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
- Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
- Must be open to change and adapt established methods for new uses within the institution

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
