This role offers a unique opportunity to be at the forefront of a major transformation that will fortify the Organization’s entire infrastructure ecosystem to ensure the organization’s systems, applications, and infrastructure are resilient against cyber threats, establishing countermeasures to ensure that RSSB’s technical framework is well protected.
Reporting to the Chief Technology and Information Officer, the Head of Infrastructure will be responsible for overseeing and managing the organization’s entire infrastructure ecosystem,encompassing data centers, networks, cybersecurity, and site reliability engineering. This role leads and coordinates cross-functional teams, including data center operations, security operations, vulnerability analysis, and DevOps, to ensure a robust, secure, and scalable infrastructure that supports the organization’s technology needs.
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 2.06 trillion Rwf , which is equivalent to over 15% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country’s financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda’s population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities
- Develop and implement the organization’s infrastructure strategy, aligning with business objectives and enabling seamless support for applications, services, and operations.
- Oversee and manage the data center operations, including hardware, software, virtualization technologies, and cloud infrastructure, ensuring high availability, performance, and cost-effectiveness.
- Lead the cybersecurity and vulnerability management teams, championing a security-first culture and implementing robust security measures, policies, and incident response procedures.
- Collaborate with the DevOps team to drive automation, continuous integration/continuous deployment (CI/CD) pipelines, and infrastructure as code (IaC) practices.
- Evaluate and select infrastructure technologies, solutions, and vendors, ensuring alignment with industry best practices, regulatory compliance, and long-term strategic goals.
- Manage vendor relationships, contract negotiations, and partnerships with infrastructure and security solution providers.
- Ensure compliance with relevant industry regulations, standards, and frameworks (e.g., NIST, ISO, PCI-DSS) across the infrastructure and security domains.
- Drive infrastructure modernization initiatives, promoting the adoption of emerging technologies, cloud computing, and cost-effective solutions.
- Collaborate with the Head of Engineering and Head of Enterprise Solutions to design and implement architectures that support the organization’s applications and services.
- Oversee the development and implementation of disaster recovery and business continuity plans, ensuring the resilience and recoverability of critical infrastructure components.
- Manage and mentor cross-functional teams, fostering a culture of continuous learning, knowledge sharing, and professional development.
- Represent the Infrastructure department in executive meetings, strategic planning sessions, and cross-functional initiatives.
Key Qualifications and Experience
The successful candidate must have at least:
- Bachelor’s degree in Computer Science, Information Technology, or a related field, or equivalent experience.
- Minimum of 7 years of experience in infrastructure management and cybersecurity leadership roles.

Technical Competencies:
- Extensive hands-on experience with data center operations, network infrastructure, virtualization technologies, and cloud computing platforms.
- In-depth knowledge of cybersecurity principles, threat landscapes, and security best practices.
- Proven experience in leading and managing cross-functional teams in complex and dynamic environments.
- Strong understanding of industry regulations, compliance frameworks, and standards related to infrastructure and security.
- Excellent vendor management and contract negotiation
- Proficiency in infrastructure automation and configuration management tools (e.g., Ansible, Terraform, Puppet).
- Experience with cloud platforms and cloud-native technologies.

Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
