Reporting to the Chief Finance and Contributions Officer, the Head, Contribution will be responsible for coordinating all the activities in the Contributions function, including managing the registration of employers and employees, Contribution’s collection, contributors’ accounts, and the staff under his/her supervision.





About RSSB 

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population. RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. Key Duties and Responsibilities

  1. Oversee the registration of employers and employees
  2. Oversee all contributions related operations which include, contributions collection and contributors accounts management,
  3. Oversee Audit and Inspection activities to ensure contributors’ compliance with laws and regulations
  4. Oversee contributions’ enforcement and recovery activities
  5. Allocate and supervise activities within the Contributions function
  6. Lead and Manage staff under his/her supervision
  7. Liaise with Human Capital Function in assessing the training needs and preparation of training plan
  8. Evaluate the performance of staff under his/her supervision
  9. Establish and maintain liaison with other functions and relevant stakeholders to exchange information and deal with common problems
  10. Work in liaison with the Marketing Corporate Communication function and the social security Coverage expansion Function to ensure an appropriate strategy to extend the coverage level
  11. Participate in the establishment of social security coverage strategies
  12. Identify gaps in Laws, policies and regulations related to the social security coverage and propose improvement
  13. Oversee the preparation of plans, periodical and annual reports related to the contributions function and ensure their effective implementation
  14. Perform any other duties related to the Contribution function as may be assigned from time to time





Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Administration, Accounting, Commerce, Finance, Economics, Social Protection Financing, or any other relevant field with at least 6 years’ experience, 2 of which should have been in a senior managerial role

OR

  1. Bachelor’s Degree in Business Administration, Accounting, Commerce, Finance, Economics, Social Protection Financing, or any other relevant field with at least 8 years’ experience, 2 of which should have been in a senior managerial role

 

Key Competencies

Technical Competencies:

  1. The role holder must have sound understanding in social security product diversification and innovation
  2. The role holder must demonstrate in-depth financial product knowledge
  3. The role holder must have sound understanding in data processing
  4. The incumbent must have sound understanding in project management
  5. The incumbent must have strong knowledge in quantitative analysis




Behavioral Competencies: 

  1. Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
  2. Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
  3. Must be open to change and adapt established methods for new uses within the institution





Additional Information

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
