WelTel Rwanda originated in Rwanda, and has its current office operations at the Rwanda Biomedical Centre (RBC) headquarters Kimihurura, Gasabo, Umujyi wa Kigali, RWANDA.

WelTel Rwanda is a medical software technology company offering an evidence­-based, patient­-centered mHealth solution to support patient management and follow-up for communicable (e.g., HIV/AIDS, TB), non-communicable (e.g., diabetes, hypertension), and other health issues; for pandemic (e.g., COVID-19, Ebola) and public health response as well as mental health and wellbeing.

WeTel Rwanda has partnered with local and international organizations to scale its digital health services nationally to ensure that its SMS-based mHealth service delivery model can be accessed by all clinical sites, hospitals and research centers.


Position: Full Stack Engineer

We are seeking a local highly skilled full-stack web developer to join the team to support and help grow WelTel’s platform capacity through new features and enhancements. Good candidates will be not only enthusiastic about web technologies, scalability, data efficiency, and code quality but also capable of working on diverse aspects of the application. We are looking for solutions-oriented people who love to solve problems.

We are looking for someone with a good sense of efficient UI/UX, debugging skills, and the ability to work effectively in a distributed team environment. The role will report directly to the Chief Technical Officer, working closely with the company’s lead software developer and other engineers.

We look favorably on someone with leadership / team building experience who has the capacity to grow into becoming a technical lead to help build capacity for WelTel Rwanda’s development team. The successful candidate will help create a sustainable and efficient development environment, as well as understand and be able to manage the DevOps process.

QUALIFICATIONS

General Non-Technical

  • B.Sc degree in Computer Science or equivalent
  • 2+ years of experience as a professional developer / engineer
  • Requirements gathering and specification creation
  • Knowledge of privacy/data sensitivity issues an asset
  • Technical planning and ability to prioritize and estimate time requirements
  • Proven ability to be self-directed and motivated to push the project and platform forward
  • Ability to manage/mentor and help coordinate other developers as needed
  • Out of the box thinker; a knack for finding the solution no one else can


General Technical

  • Expert level familiarity in JavaScript  (ES6, tooling, libraries) and Angular
  • Awareness of web application security concerns: MySQL injection, XSS, CSRF
  • Solid grasp of SQL and knowledge of RDMS management/tuning
  • Experience building real-world applications using RESTful interfaces over HTTP
  • Understanding of Separation of Concerns (SoC) and experience writing testable code
  • Some understanding of software architecture patterns
  • Linux/Ubuntu system administration experience: managing users, bash scripting, firewalls, remote admin, and command line
  • Familiarity with Git
  • Troubleshooting / Debugging complex issues
  • Experience with the following an asset: AWS, Docker, Kubernetes

Server Side Development

  • Strong knowledge and experience using Javascript, Node JS
  • Strong knowledge of asynchronous programming and Promises/Futures
  • Familiarity with testing frameworks (Mocha, Chai, Sinon)

Client-Side Development

  • Proficient in HTML and CSS3
  • Strong knowledge of Angular or similar frameworks (Ember, React, etc.)
  • Experience testing and debugging frameworks (Jest, Spectator)
  • Understanding of the concept of dependency injection/inversion of control
  • Basic understanding of UI/UX concepts
  • Awareness of responsive design issues (mobile-friendly)

Terms

The position is based on a standard twelve (12) month contract, with a three (3) month probationary period, with potential for extension and a renewal of contract subject to assessment of performance and availability of funds.
