Background

The Rwanda Insurers Association (ASSAR) was founded in 1992 as an independent nonprofit making consultative and advisory body for the insurance industry. The Association currently has 12 members. One of the core mandate of the Association is to champion an enabling environment for its members, promote growth through market development and excellence in insurance industry. The insurance sector is an integral component of financial system in Rwanda. It is the third largest component of the financial system after banking and public pension fund. The sector supports the economy by providing risk mitigation mechanisms for households and firms as well as supporting financing by investments mobilized from policy holders. Its performance and growth is thus, critical for economic growth and development.




Vacancy Announcement- Executive Secretary

Job Purpose

Responsible to the Executive Committee/Board for overseeing all the strategic, operational and financial performance of the Association through visionary leadership and effective management of the executive team.

Key Responsibilities / Duties / Tasks

a) Providing strategic leadership to the Association to deliver on its mandate as stipulated in the Association’s Act;

b) Advising the Association on the national policies to ensure accessible and adequate insurance market development, and a stable insurance industry;

c) Developing and strengthening networks and partnership with other government agencies, the private sector and development partners while spearheading donor collaboration and fund raising for project implementation;

d) Preparing and implementing the annual budget of the Association

e) Promoting the Association’s image and developing a good working relationship with all stakeholders and partners;

f) Leading and overseeing formulation, implementation and review of the Strategic Plan, business plan, procurement plan and annual work plan of the Association and reporting to the Board;

g) Liaises with the Chair of the Executive Committee/Board to enable the EXCOM fulfill its governance functions and facilitates the optimum performance by the Association.

h) Provides general oversight of all activities of the Association and manages the day-to-day operations for a smoothly functioning and efficient organization;

i) Communicating effectively with the Government and other Government agencies, regulator, other stakeholders, and members of the public.

Job Competencies (Knowledge, Experience and Attributes / Skills).




Academic Qualifications

At least a Post Graduate degree (Masters) in Insurance, Business Administration, Economics or economic policy, Finance, Accounting, Management, Law, Communications or any other related field. Previous relevant work experience required

Considerable knowledge, competence and at least Ten (10) Years’ experience in a managerial capacity in Insurance, Business Administration, General Management, Insurance Brokerage Firms, Pension Bodies and Strategic Communications.
