Job Summary
- Reporting to the Executive Director – Financial Stability, the jobholder is responsible for:
Leading the team that monitors, supervises, and assesses the risks of Designated Payment Systems, the Central Securities Depository, Payment Service Providers and any other critical Financial Market Infrastructures;
- Catalyzing the development of the sector through setting up the regulatory framework on which Systems Operators and Payment Service Providers will carry out their activities.
Key Responsibilities
- Lead a team of analysts in charge of monitoring, oversight, and assessment of risks of payment systems and other FMIs;
- Lead a team in charge of monitoring, supervision of Payment Service Providers;
- Interface directly with senior leadership at the relevant FMIs and PSPs as well as external regulatory agencies;
- Provide expertise and support the development of policies and regulations related to risks associated with payment, clearing, and settlement activities.
- Oversee the development and execution of projects, programs, and initiatives that support the development of the payment industry;
- Monitor and review systems, procedures and controls in place to ensure they are effective and efficient, and updating these as appropriate;
- Identify and manage risk and opportunities to achieving strategic goals including balancing competing priorities and adapting to changing conditions;
- Commission research and studies to establish trends in the payments systems
- Arbitrate where necessary on any misunderstandings between market players;
- Lead the development of the department’s long and short term strategic and operational plans and policies for the department;
- Prepare periodic reports to Management and Board of Directors with respect to oversight of payment system and supervision of payment service providers, in line with the organization’s overall objectives;
- Prepare reports for different stakeholders as may be required;
- Collaborate with other departments in the Bank on various activities
Qualifications, Experience and Skills
At least a master’s degree in Accounting, Finance, Economics, Computer Science, Law or related field and relevant professional qualifications will be an added advantage
- Have at least Seven (7) years’ experience in managerial position of which at least three (3) years’ are at Senior Management level. This experience should be in the Financial sector, auditing or other related fields.
