Purpose |
Director of Communications and Tax Education Unit controls and oversees the flow of communication and tax education activities. S/he leads the development of tax education and awareness strategies and oversee their implementation. S/he reviews and directs the implementation of Tax Education and communication plans and campaigns and ensures that the institution enjoys a positive image amongst its stakeholders while easing access to tax-related information in all channels of communication. S/he recommends new initiatives to improve voluntary compliance and participates in developing and drafting, strategies, operational plans and procedures to raise tax awareness.

Key duties and responsibilities |
- Lead the development, review and implementation of Tax Education and awareness strategies, plans, campaigns or initiatives to build RRA’s reputation and brand as well as promote tax literacy in Rwanda
- Plan and coordinate tax education and communications activities and ensures the dissemination of sector specific tax education content to promote tax literacy in line with the corporate plan
- Create and maintain healthy stakeholder relationships (media, professional associations, opinion leaders, etc.) that can lead to increased visibility for the RRA, its key initiatives and campaigns
- Design and develop standards for communications and Tax Education plan’s success
- Develop and monitor metrics to measure reach and impact of communications and tax education activities and identify areas of success and improvement
- Identify challenges and emerging issues faced by RRA. Work with the leadership team and staff to recognize internal and external communications opportunities, and define and execute appropriate strate
- Oversee the day-to-day activities of the communications and Tax Education sections including budgeting, planning and staff development
- Exercise judgment to prioritize media opportunities, and prepare talking points, speeches, presentations, tax education material, etc. as needed
- Introduce best practices and refine existing processes and procedures that expand the capacity of the Communications and Tax Education Unit to proactively meet the unit-related demands
- Ensure tax education trainings/workshops/meetings are conducted and coordinate corporate events
- Provide guidance to Internal communications team on issues and opportunities to strengthen Internal and Employee Communication efforts/plans.
- Coordinate performance monitoring, evaluation and reporting of the Unit and coach, guide and support communications and tax education staff under him/her

- Master’s Degree in Media and Mass Communications/journalism specialized in Corporate Communications, media studies, advertising, public relations, international relations, digital communications

Required Experiences |
- 6 years experience in the field of communication/marketing and outreach programs management with proven record of technical experience in media, events, PR, creative, outreach programs management
